BIA Modernization Initiative

Assistant Secretary Carl Artman has initiated a dialogue with tribal leaders over potential changes at the Department of Interior to improve the efficiency and effectiveness of Indian programs and services. The driving forces behind this initiative stemmed from DOI looking at the policy, budgetary, and personnel changes that will take place over the next 10-20 years. DOI held meetings in each BIA region in September2007, at the Intertribal Monitoring Association in October, and at the NCAI Annual Convention in November to introduce the "Initiative" to tribes across Indian Country and receive feedback.

NCAI passed a resolution (DEN-07-004)at the 2007 Annual Convention that called for a tribally driven initiative to improve the effectiveness and efficiency of the BIA in response to the meetings  held in September 2007. The resolution calls for the BIA Initiative to be inclusive of all tribes and allow tribes to direct the priorities of the Initiative.
