According to NCAI's Standing Rules of Order, Section XIII, Resolutions must be of a general nature to advocate the best interests of all American Indians and Alaska Natives. Resolutions that take one side between two conflicting Tribes are not in order. Resolutions will be considered at the Annual Convention. Resolutions will not be considered at the Mid-Year Convention or the Executive Council unless they are emergency in nature and national in scope, as determined by the Executive Committee.
