Paul G. Moorehead is a partner and member of the Indian Tribal Governments Practice Group within the Government & Regulatory Affairs Group.  Paul's practice is dedicated exclusively to Federal Indian law and policy. As such, he focuses on initiatives, and policies and programs that affect Indian tribal governments and Native American people, including health care, housing and community development, commercial transactions, gaming, education, energy and natural resources development, environmental protection, appropriations, and tribal self-governance.


From 1997-2005, Paul was Chief Counsel and Staff Director of the United States Senate Committee on Indian Affairs.  In this capacity, his responsibilities included legislative oversight of all Federal programs and related appropriations for American Indians, Alaska Natives and Native Hawaiians.


Before his service in the Senate, Paul was counsel and government affairs director of the National Congress of American Indians, the largest, oldest, and most representative Indian tribal advocacy organization in the nation.  In that position, he guided NCAI in its advocacy on Capitol Hill, in the agencies, and in the courts where he helped articulate positions on land into trust and gaming, appropriations, Federal recognition, taxation and economic development, health care, child welfare, veterans affairs, and a variety of other matters.


Paul has spoken to many national, regional and local groups on a variety of Indian-related topics, especially tribal governance and economic development initiatives.


In General.  Paul received his J.D. degree from Temple University School of Law in 1988 and his B.A. degree from the University of Delaware in 1985.


He is a member of the District of Columbia and Virginia bars.
