This is a great opportunity to advance the American Indian/Alaska Native health policy agenda with the Nation's premiere national, Tribal health care organization.
This proactive, results-driven, senior professional serves as a leader in developing, planning and implementing the legislative priorities and strategy of the National Indian Health Board (NIHB) to advance its mission and strategic plan. Must be and remain on the cutting edge of political knowledge and legislative developments relevant to American Indian and Alaska Native health and related economic policy, budget, appropriations and politics. This includes staying abreast of congressional calendar and committee actions, maintaining a reliable network of Hill contacts, timely submission of requests to testify and testimony, researching, analyzing and reporting on policy developments. The Legislative Director serves as a resource to Tribal leaders and stakeholders, policymakers, organizational partners and national tribal policy committees. Among the responsibilities is writing congressional and budget/consultation testimony, creating and capitalizing on opportunities to testify before Congress, organizing congressional and Tribal briefing events/speakers and preparing Tribal Leaders to serve as congressional/consultation witnesses and national health policy spokespersons. Must be able to convey NIHB positions to Hill and Tribes with diplomacy, timeliness and accuracy. Supervises Legislative Team and is responsible for grants management and grant writing for projects relevant to this portfolio.
The position works in tandem with the Director of Regulatory Policy to provide legislative and policy research and advocacy. Provides analysis, support and advocacy on Federal budget development across relevant Agencies and on appropriations for Indian health-specific programs. Leads legislative and advocacy communications through a variety of resources; among these are, maintaining and building grassroots network and key contacts, creation and dissemination of prompt web updates, advocacy and outreach actions, weekly Washington Report, Legislative Tracker, capitalizing on electronic media and more. Must work collaboratively with Area Indian Health Boards, regional Tribal health entities, national Tribal advisory committees and national partner organizations in synthesizing a unified and effective Native voice for health policy, budget, consultation and appropriations advocacy at the national level.
