Skills And Qualifications:

 

KNOWLEDGE, SKILLS, AND RESPONSIBILITIES:

         Must have demonstrated experience in and knowledge of generally accepted financial and accounting procedures and concept, transaction logic and internal controls.

         Must have knowledge and experience with Great Plains/IBM Compatible Computer systems and budgeting/financial software packages.

         Preferred: Direct knowledge, experience and demonstrated skills in working within the BIA contracting system.

         Must be knowledgeable in BIA, DOI, DHHS and other federal agency grant/contract requirements.

         Must have the financial management capability and knowledge in requirements for grantees to report financial information to the cognizant federal agencies to request advances and reimbursements for federal grants/contracts.

         Must have administrative and financial management experience to ensure timely financial reporting is completed using the requirements for all Federal/State/Local Grants.

 

 

REQUIRED QUALIFICATIONS:

     Substitute on a month-for-month basis, progressive work experience related of this position for the education.

     Ability to plan, direct and coordinate the work of subordinates.

     Knowledge of federal contract requirements and standard accounting practices under the 25 CFR and applicable federal regulations for educational, employment and related training services.

     Knowledge of BIA, DHHS, and DOL regulations, ANCSA provisions and other matters related to the BIA education and employment programs in Alaska.

 

PREFERED QUALIFICATIONS:

 

     Great Plains Experience

     Tribal Government Experience

     Knowledge of Indirect Rates, and/or Indirect rate negotiation process.


Required Education:

Graduation from a four year accredited college or university with major course in accounting or course work in a discipline applicable to the requirements of the position.


Duties And Responsibilities:

·         Prepare monthly, quarterly and annual budget/reports to Executive Director, all Department Directors and the Tribal Council during the course of the year.

·         Work with and give assistance to independent auditors at the end of each calendar year.

·         Assist certified public accountants and independent auditors with routine periodic reports.

·         Prepare Tribal consolidated balance sheets to reflect Tribal assets, liabilities, and capital, and other financial reports for management review, including monthly Tribal balances.

·         Direct and coordinate preparation of accounting information for audit purposes. Provide written responses when required.

·         Provide general oversight measures to ensure internal control procedures are maintained.

·         Direct the Finance Department staff in providing systems necessary to maintain proper records and to afford adequate accounting controls and services.

·         Direct, supervise and approve the preparation of financial reports to funding and regulatory agencies, to include gaming reporting.

·         Advise the Tribal Treasurer on activities such as custodian of funds, securities and assets of the organization.

·         Updates accounting procedures manual as necessary to ensure accurate detail of specific accounting processes and assists staff to educate them.

·         Evaluate proposal budgets and planned expenditures.

·         Assist in the development of Annual Funding Agreements for P.L. 93-638 contracting and other federal, state and local agencies.

·         Assist in financial planning and development of other grants/contracts with the staff.

·         Perform other duties as assigned by the Executive Director.


Salary And Benefits:

$60.00 to $90.00 an hour DOE
