NCAI members establish the organization’s positions on issues that affect tribal nations and Native people through a resolutions process. NCAI resolutions are one of the policy mechanisms used to express the organizational positions on tribal, federal, state, and/or local legislation, litigation, and policy matters that affect tribal governments or communities.

About the Artist

This year's conference artwork is done by Helen Jane Simeonoff. The piece, "A Hunting We Will Go II," uses mythological forms traditionally used by the Sugpiaq people of Kodiak and Afognak Islands. 

Helen Jane Simeonoff was born on October 23, 1941 to William (Bill) Simeonoff, Jur. and Alexandra (Alice) Knagin Simeonoff, at the Griffin Memorial Hospital, in Kodiak, Alaska. She loved spending many of her summers at the little village of Afognake, where her mother was born and raised. She graduated from Kodiak High School in 1959. 

Helen studied art at the South Western College painting oils and acrylics. Later while living in Adak, Alaska she continued her studies in worl art at the University of Alaska Adak under the teaching of Rush Cole. She credits Ms. Cole for turning her into a watercolorist. Later in her life she traveled to Ravenna, Italy to further develop her art skills.

Helen was an outstanding photographer and her interests were many, glass fusing, beading, silver-smithing, sewing, resin miniature Sugpiat masks and researching her culture and genealogy. Her bright use of watercolors became her "signature" and she was a colorful as her art.

The 9th Annual Tribal Leader/Scholar Forum will be held on June 10th, 2014, at NCAI’s Mid Year Convention. The theme is “Moving Policy and Innovation through Tribal Research”, and the Forum will feature cutting-edge research developed by tribes and research organizations on a range of topics that may include: health care reform, climate change, water quality, education, economic development, and energy. The Forum will also feature a Poster Session highlighting student research.
