 TITLE: Support Holding One National Advisory Council on Indian Education Meeting during the National Indian Education Association Annual Convention

WHEREAS, we, the members of the National Congress of American Indians of the United States, invoking the divine blessing of the Creator upon our efforts and purposes, in order to preserve for ourselves and our descendants the inherent sovereign rights of our Indian nations, rights secured under Indian treaties and agreements with the United States, and all other rights and benefits to which we are entitled under the laws and Constitution of the United States, to enlighten the public toward a better understanding of the Indian people, to preserve Indian cultural values, and otherwise promote the health, safety and welfare of the Indian people, do hereby establish and submit the following resolution; and

WHEREAS, the National Congress of American Indians (NCAI) was established in 1944 and is the oldest and largest national organization of American Indian and Alaska Native tribal governments; and

WHEREAS, the National Indian Education Association (NIEA) is the most representative Native education organization in the United States. NIEA’s principal goal is to advance comprehensive educational opportunities for American Indian, Alaska Native, and Native Hawaiian students. NIEA supports traditional Native cultures and values that enable Native learners to become contributing members of their communities. NIEA also promotes tribal sovereignty over educational institutions and collaborates with all stakeholders to improve scholastic opportunities and resources for Native citizens; and

WHEREAS, the National Advisory Council on Indian Education (NACIE) is set up to advise the Secretary of the U.S Department of Education (ED) concerning the funding and administration (including the development of regulations and administrative policies and practices) of any program, including any program established under Title VII, Part A of the Elementary and Secondary Education Act (ESEA), with respect to which the Secretary has jurisdiction and (a) that includes Indian children or adults as participants; or (b) that may benefit Indian children or adults; and

WHEREAS, the Office of Indian Education within ED provides services to over 1,200 local education agencies and tribal grantees, administering services to rural, urban, and reservation based Indian students and communities across the United States; and


WHEREAS, NACIE boards are created with diverse educational interests and representatives with years of experience from across the country who provide policy recommendations at the highest national levels and should have the opportunity to outreach and meet with education stakeholders at the local level.

NOW THEREFORE BE IT RESOLVED, that the NCAI recommends that the Office of Indian Education in ED ensure that NACIE assembles once per year at the National Indian Education Association Annual Convention to ensure diverse, local input is adequately incorporated into federal policy; and

BE IT FURTHER RESOLVED, that this resolution shall be the policy of NCAI until it is withdrawn or modified by a subsequent resolution.
