  • Ability to read, analyze and interpret various reports and documents, including financial records and legal information. Working knowledge of fund accounting preferred.
  • Possess awareness and sensitivity of Native Indian traditions, customs and socioeconomic needs and ability to work effectively with diverse cultures.
  • Good understanding and experience in managing different business functions such as Human Resources, finance, accounting, marketing.
  • Experience with fiscal planning, budgeting, and reporting.
  • Knowledge of laws and regulation applicable to Tribal Governments.
  • Excellent communication, interpersonal and leadership skills.

Required Education:

 

Minimum bachelor’s degree in Public Administration, Business, Planning, Management or related field from an accredited college or university.  Master’s degree in business administration preferred.


Duties And Responsibilities:

 

1.1          Ensures that administrative processes within NFR government offices run smoothly and efficiently with a focus on customer service for the Tribe.

1.2                Works closely with Tribal Council in the development of strategic plan and overall organizational goals and objectives.

1.3                Responsible for planning, administering, directing, overseeing, and evaluating the activities and operations of the organization’s programs and committees, this includes Environmental Protection Department, and other departments and programs under the organization.

1.4                Facilitates regularly scheduled meetings with senior staff to review policy, directives, and planning and progress reports. Confers with management staff concerning administrative and operational problems, work plans, and strategic plans; makes appropriate decisions or recommendations.

1.5                Oversees, along with the Chief Financial Officer, the development and administration of the budget areas specific to their reporting areas; approves the forecast of funds needed for staffing, equipment, materials, and supplies.

1.6                Responsible for the approval of expenditures and implementation of budgetary adjustments as appropriate and necessary. 

1.7                Responsible with CFO in keeping council advised of financial conditions, program progress, and present and future needs of the organization and tribe.

1.8                Responsible for the administration and seeking out and recommending new grant opportunities. Monitor staff completion of quarterly and annual status reports as required by the grant funding agencies.

1.9                Responsible for reviewing reports and records of organizational activities to ensure that progress is being made to specific program objectives; modifies and changes methodology as required to redirect and attain government business objectives.

1.10           Responsible for oversight and administration of Tribal Government operations relative to risk management and safety.

1.11           Create and monitor systems to assure all Tribal programs are following approved Tribal Law, statutes, and policies and procedures.

1.12           Review and signatory approval of purchase requisitions, reimbursements, travel requests, and other administrative requests

1.11           Assist with annual audit process in coordination with the CFO and other NFR senior staff, committees, and boards.

1.12           Review contract for exemptions and waiver provisions to ensure compliance with Tribal Law and protection of the Tribe’s sovereign immunity from unconsented suit.

 

2.1         Under supervision of the Tribal Council, the CAO will manage the day-to-day administrative and management operations of the Tribal Office and maintain effective working relationships with Tribal Council, Office Personnel, and Tribal Citizens to assist with the cooperative, efficient operation of the Tribal Office.

2.2         Provides leadership and direction to promote collaborative and coordinated planning amongst Tribal Government department programs, services, and activities to achieve the tribe’s goals and objectives. In concert with Human Resources Department and department heads, is responsible for the development of staffing plans and established work planning and scheduling; directs and approves all open requisitions; controls allocation and use of personnel to ensure appropriate staffing for business needs.

2.4              Works with HR management to ensure all departments and staff members remain in compliance with applicable federal and program regulations; motivate and evaluate personnel; resolve personnel concerns and issues.

2.5              This position works and supports the organization knowledge experts to provide policy guidance and coordinate the activities of management staff, facilitates the development and implementation of long and short-range plans, manages program and organizational growth, planning and implementation of new initiatives, programs, financial objectives, cultural changes and business goals for government operations.

 

3.1              Responsible for participating in organizational committee and general meetings. Attends regular scheduled tribal Council Meetings for direct interface and effectively presents written reports to the Tribal Council.

3.2              Keeps apprised on issues concerning the status of all assignments, duties, projects and functions of the various programs and activities, assists in establishing programs objectives and meeting deadlines, and prepares or causes to be prepared resolutions, contracts, budgets, reports and other support documents as needed or requested by Tribal Council.

3.3              May be asked by Tribal Council to represent NFR to outside agencies; coordinate Tribal activities with those of other tribes, local governments, cities, and outside agencies and organizations.

3.4              Responds to and resolves difficult and sensitive tribal citizen and public inquiries and complaints.

3.5         Role-models professional behavior for staff as a member of NFR leadership.

3.6         Expected to assist in day-to-day when necessary to meet necessary deadlines.

3.7         Responsible for aiding and directing other departments as needed in a prompt, courteous and efficient manner.

3.8         Adhere to NFR’s confidentiality and code of conduct policies.

3.9         Explains, justifies, and defends Tribal programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

3.10       Possesses the ability to interact and communicate effectively and conscientiously with tribal citizens and staff members from a variety of backgrounds (elders to youth, professional to clerical).

3.11       Additional work-related duties as assigned by supervisor.  These duties may be given either verbal or in writing.
