TITLE: To Support and Elevate the Inclusion of Native Curricula in Schools and Teacher Training Nationally

WHEREAS, we, the members of the National Congress of American Indians of the United States, invoking the divine blessing of the Creator upon our efforts and purposes, in order to preserve for ourselves and our descendants the inherent sovereign rights of our Indian nations, rights secured under Indian treaties and agreements with the United States, and all other rights and benefits to which we are entitled under the laws and Constitution of the United States, to enlighten the public toward a better understanding of the Indian people, to preserve Indian cultural values, and otherwise promote the health, safety and welfare of the Indian people, do hereby establish and submit the following resolution; and

WHEREAS, the National Congress of American Indians (NCAI) was established in 1944 and is the oldest and largest national organization of American Indian and Alaska Native tribal governments; and

WHEREAS, through its unique relationship with Indian nations and tribes, the federal government has established programs and resources to meet the educational needs of American Indians, Alaska Natives, and Native Hawaiians, residing on and off their tribal lands, villages, and homelands; and

WHEREAS, increasingly, state leaders, educators, administrators, researchers, and education policy analysts acknowledge that Native history and culture are critical components for both Native and non-Native students in receiving a well-rounded education; and

WHEREAS, Native people and our histories are not typically included in state curricula; teacher training programs; or in school lessons across the country; and

WHEREAS, states like Montana and Washington have passed legislation mandating the statewide inclusion of tribal histories, cultures, and contemporary status in school curricula and, in some cases teacher training; and

WHEREAS, NCAI passed resolution SD-15-054 “Support for the Development of Indian History Standards for Use in All Public Schools in the United States.”

NOW THEREFORE BE IT RESOLVED, that the National Congress of American Indians is invested in supporting the development of strong tribal-state relations in order to pass state laws that support Native curricula; and

BE IT FURTHER RESOLVED, that the NCAI supports the efforts of the National Indian Education Association (NIEA) to elevate the inclusion of Native curricula in schools , following the lead of states like Washington and Montana; and

BE IT FURTHER RESOLVED, that the NCAI will collaborate with NIEA in calling on the President, Congress, and the Secretaries of Education and Interior to make culture-based Native education a priority for all students nationally; and

BE IT FINALLY RESOLVED, that this resolution shall be the policy of NCAI until it is withdrawn or modified by subsequent resolution.


The foregoing resolution was adopted by the General Assembly at the 2016 Annual Convention of the National Congress of American Indians, held at the Phoenix Convention Center, October 9 to October 14, 2016, with a quorum present.
