HHS 28th Annual Tribal Budget Consultation

The U.S. Department of Health and Human Services (HHS) invites Tribal Leaders to the 28th Annual Tribal Budget Consultation (ATBC). This critical government-to-government forum allows Tribal Nations to collectively share priorities regarding national health and human services funding and provide direct recommendations for the Department’s FY 2028 budget request.

The ATBC is designed to foster a two-way conversation between Tribal Leaders and HHS officials to address program concerns and develop actionable recommendations that protect Tribal sovereignty and the welfare of Indigenous communities.

Virtual Planning Session: Wednesday, April 1, 2026 | 3:00–4:00 p.m. ET

HHS will host a final virtual planning session to prepare for the formal consultation. This session is vital for shaping the direction of the upcoming dialogue.

In-Person Consultation & One-on-One Meetings: April 21–22, 2026 | Washington, D.C.

The formal consultation will take place at the Hubert H. Humphrey Building in Washington, D.C. In addition to the plenary sessions, Tribal Leaders have the opportunity to request one-on-one meetings with specific HHS Divisions. These 30-minute private sessions are intended to discuss Tribal-specific priorities directly with agency leadership.

Submission of Written Comments

Tribal Nations are encouraged to submit written testimony to ensure their priorities are included in the formal consultation record.
