Job Description

This position reports directly to the Officers of the Tribal Council (Chairperson, Vice­ Chairperson, Treasurer and Secretary) and is responsible for day-to-day operations, supervision of senior staff and personnel, equipment, buildings, and maintenance scheduling, and the overall administration of programs and services on behalf of the Wampanoag Tribe of Gay Head (Aquinnah). This position is responsible for enforcement of all tribal policies and procedures including applicable regulations of funding agencies providing financial support to the tribe.

Required Experience

Demonstrated knowledge of federal funding requirements, rules and regulations applicable to a variety of programs and funding sources.

Strong skills in personnel management, general accounting/finance, supervision working with diverse staff, and the ability to work cooperatively within tribal government and program department structure.

The ability to communicate well verbally and in writing.

Working knowledge of computer operating systems and related software programs.

Preferred education and experience

Bachelor’s degree with at least eight (8) years in a management role or equivalent experience and education.

Tribal Preference

In accordance with the Indian Self-Determination and Education Assistance Act (ISDEAA) and the policies of the Wampanoag Tribe of Gay Head (Aquinnah), preference in hiring will be given to qualified Tribal members, their spouses, and descendants, as well as other Native American applicants. Proof of Tribal affiliation or descent may be required.

Duties & Responsibilities

Essential Functions

  • The COS is responsible for enforcing all policies and implementing the directives of the Tribal Council. This position provides direction to professional staff regarding the accomplishment of the overall mission, goals, and objectives of the Tribal Council.
  • Responsible for the planning efforts as they apply to staffing, budgeting, and overall program development. This oversight shall include management of the centralized data base information systems, community-based surveys, needs assessment information; and instruments designed to meet the Tribal community needs.
  • Responsible for implementing & enforcing policies and procedures governing general program operations, including, but not limited to fiscal, personnel, travel, property & supply, and management of the tribal organization.
  • Responsible for the oversight and enforcement of all fiscal controls and management functions of the organization by providing assistance and ensuring the timely preparation and submission of the annual operating budgets, audit submissions and final audit reports, as well as all other accounting controls and requirements.
  • Responsible for supervising all professional staff, program directors, and department heads. This includes monitoring progress, conducting performance evaluations as required an enforcing personnel policies and procedures governing personnel management.
  • Responsible for evaluating departmental performance, preparation of performance reports, and other program compliance requirements of the various funding sources, governmental agencies, and other entities benefiting the Tribe.
  • Responsible for ensuring the security and maintenance of tribal equipment, facilities, and real property.
  • All other duties as assigned by the Tribal Council and/or Tribal Council Officers.
Salary & Benefits

$107,910 - $134,888 annually
