SUMMARY: The Compliance Officer supports the TERO Department by helping secure compliance under Title VII exemption law, EEOC requirements, and other relevant federal, Tribal, and safety compliance standards. This position monitors contractor compliance supports accurate documentation and reporting and assists with fair and consistent application of the Mashpee Wampanoag Tribe’s TERO Ordinance and related requirements. The Compliance Officer develops working knowledge of TERO, EEOC, and applicable federal laws to help protect the Tribe’s interests and support safe, compliant job site practices.
EDUCATION AND CERTIFICATIONS: • A.A/A.S in the legal field or High school diploma with at least one year experience in any area of compliances, safety or legal field. • Certifications & Licenses: OSHA 10 (or willingness to obtain after hire); valid driver’s license. OSHA 30 or willing to secure after hire. SKILLS AND ABILITIES: • Understanding of federal, state, and Tribal compliance processes. • Ability to understand and complete complex federal forms and produce accurate financial and technical reports, as assigned. • Proactive approach to problem resolution and issue prevention. • Basic legal understanding to interpret and apply relevant laws and requirements. • Ability to work independently and in a team setting. • Effective oral and written communication skills. • Computer literacy, including Microsoft 365 applications. • High integrity, respect for confidentiality, and professionalism with witnesses and interviewees. • Proficiency with Microsoft 365 (e.g., Word, Excel, Outlook) and general office technology. PHYSICAL ABILITIES: • Ability to sit or stand for extended periods while performing office and administrative tasks. • Manual dexterity to operate computers, multi-line phone systems, and standard office equipment efficiently. • Ability to lift and carry office supplies, files, or equipment up to 20 pounds as needed. • Sufficient mobility to move throughout the office and attend meetings or work sessions in various locations. ADDITIONAL REQUIREMENTS: • Must pass a comprehensive background check and drug screening • Must maintain a valid driver’s license, reliable transportation, and insurability for the duration of employment. • Ability to work a flexible schedule when required (including occasional evenings/weekends, as needed).
ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Monitor compliance with TERO and safety requirements; identify issues, document findings, and escalate concerns through the established chain of command. 2. Conduct periodic walk-on visits to construction sites to observe, document, and support compliance with jobsite requirements. 3. Provide compliance and safety assistance with on-site construction supervisors and other responsible representatives related to contract hiring. 4. Assist in ensuring contractors maintain required compliance plans on file and support ongoing monitoring of those requirements. 5. Recruit and refer qualified Tribal members and other Native Americans through the Individual Hiring Hall; follow up on referral outcomes. 6. Monitor layoffs and record hires, completions, terminations, and aggrieved/adverse terminations or quits to support compliance with TERO law. 7. Maintain the Individual Hiring Hall database and related tracking logs with accuracy and confidentiality. 8. Document complaint allegation interviews; conduct effective interviews and ensure interview records are properly documented and secured. 9. Support court-related work when necessary, including preparing court-related forms, complaints, and additional documents; support filing processes as directed. 10. Periodically assist with TERO reporting activities (excluding EEOC reports unless assigned), ensuring records are complete and submissions are timely. 11. Research possible training opportunities and provide recommendations to support workforce readiness. 12. Apply compliance and safety policies and procedures consistently, demonstrating fair and objective treatment and sound judgment. 13. Utilize risk management techniques and critical thinking to identify trends, gaps, and opportunities for corrective action. 14. Perform other related duties as assigned.
