Job Description

Grant Administrator responsibilities include composing all grants/contracts, grant/contract compliance and administrative oversight, administrative analysis, technical report writing, account and statistical record keeping, and participation in program reviews by funding agencies. The Grant Administrator is responsible for the daily administration and overall operations of all grants/contracts. The administrator provides guidance and technical assistance to all administrators and directors with grant programs to ensure that all grant activities comply with the terms and conditions of the funding agency. The administrator collaborates with external subgrantees and contractors to successfully implement grant activities.

Skills & Qualifications

EDUCATION AND EXPERIENCE: 1. Preferred: Possess a Master’s Degree in Grants Administration, Business Administration, or other closely related field from an accredited College or University with three (3) years of verifiable, successful work experience as an administrator or in a position of equal level of responsibility. 2. Minimum: Bachelor’s Degree in Grants Administration, Business Administration, or closely related field from an accredited College or University with five (5) years of verifiable, successful work experience as an administrator or in a position of equal level of responsibility. A combination of education, training, and experience equal to five (5) years can be substituted and must be documented.

KNOWLEDGE SKILLS AND ABILITIES: 1. Knowledge of grant and program administration, budget management, financial projections, and grant writing. 2. Knowledge of administering grants and contracts, federal guidelines, program operations, fiscal operations, and budget management. 3. Knowledge of grant regulations and compliance requirements. 4. Knowledge and skill in correct spelling, grammar, and management procedures. 5. Skills to read, analyze, and interpret documents and write routine reports and correspondence. 6. Communication skills, both oral and written, to interact with department administrators, directors, staff, clients, federal, state, and local officials, funding agencies, and other individuals regarding the grant program. 7. Ability to manage grant funding, ensuring compliance with grant requirements and reporting. 8. Ability to evaluate and interpret data for the department. 9. Ability to interpret and follow program guidelines for the department and related programs. 10. Ability to navigate through federal grant systems with little to no supervision 11. Ability to operate software for letter processing and spreadsheets. 12. Ability to organize and maintain clear and concise records. 13. Ability to deal with stressful situations positively and professionally.

WORK ENVIRONMENT: The work environment characteristics described here represent those an employee encounters while performing the essential functions of this job. Work primarily in a climate-controlled environment but will be exposed to wet and humid conditions, high temperatures, and other outside weather conditions. Frequent near vision use for reading and computer use. The noise level in the work environment is usually moderate to occasionally loud.

PHYSICAL DEMANDS: The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully. The employee must be physically able to operate various office equipment, such as a computer, printer, calculator, copy machine, telephone, photographic equipment, etc. Physical demand requirements are at levels of those for sedentary work.

SPECIAL REQUIREMENTS: Possession of a valid Oklahoma Driver’s License. Subject to a background check and drug screening. Must sign a Confidentiality Agreement and abide by confidentiality regarding program and personnel matters. Indian Preference applies. Direct Deposit is required.

Duties & Responsibilities

CORE DUTIES AND RESPONSIBILITIES: 1. Plans, develops, implements, and monitors the programs within the department. 2. Develop and administer an annual needs assessment to obtain input from Tribal stakeholders for their department as an integral part of the tribe's strategic planning. 3. Establishes long-term and short-term departmental goals and objectives. 4. Works with staff to prepare and submit annual strategic planning documents to incorporate into the Tribe’s annual strategic implementation plan. 5. Ensures department staff knows and understands the long-term and short-term departmental goals and objectives. 6. Identifies funding sources and develops positive working relationships with individuals, agencies and organizations that may contribute to accomplishing department goals. 7. Oversees contract and grant writing proposals to procure special project and program funding. 8. Monitors the progress of current programs, grants, and contracts by establishing and using guidelines to measure program and service outcomes. 9. Develops tribal-specific strategies to ensure readiness to adapt programs and services to policy and regulatory changes at the state and national levels. 10. Creates, develops, implements, and promotes innovative partnerships and projects with other tribes, federal agencies, state agencies, and organizations. 11. Attends local, state, and regional meetings and conferences. 12. Researches, designs, and plans to ensure that appropriate department performance and quality training are met and to ensure the professional growth of staff. 13. Prepares and submits quarterly reports to include progress in meeting identified strategic goals, objectives, and activities during the previous quarter. 14. Supervises program staff and implements personnel functions that evaluate work performance and disciplinary actions. 15. Performs other related to the position as necessary or assigned. SPECIFIC DUTIES: 1. Provides overall management of the grants by providing direct oversight of the daily operations, including fulfilling goals and objectives, as required by applicable grant regulations. 2. Composes and submits annual grant applications and proposals to funding agencies and actively seeks and applies for funding from additional resources. 3. Develops, oversees, and monitors operating budgets and ensures that expenditures follow grant regulations, including either Tribal Cash Match or In-Kind costs as applicable. 4. Prepares and submits mandatory progress, statistical, and narrative reports for all program components as the funding agency requires. Ensures financial reports have been submitted on time. 5. Review and improve practices with all the administrators and directors regarding their grant programs. 6. Provide training and technical assistance to program staff on best practices for grant management. 7. Serves as primary advisor to the Tribal Administrator and the WEC on all budget matters and is these organizations' focal point of contact. 8. Ensures compliance with grant requirements, deadlines, data collection, reporting and analysis. 9. Ensures compliance with all federal, state, and local regulations and specific grant requirements. 10. Provides and oversees grant services to tribal and non-tribal members by company guidelines, state and federal laws, and regulations within all the grant programs. 11. Assists in identifying grant opportunities that align with the Tribal organization’s mission and objectives 12. Collaborates with program staff to develop grant proposals, including writing, budgeting, and submission. 13. Review grant applications to ensure they meet the requirements of funding agencies. 14. Attends state, local, and national training and conferences applicable to the position concerning Grants program services. 15. Provides oversight for projects and monitoring completion of goals and objectives for tribal grant programs. 16. Oversees all operations, activities, and budgets for each grant program and recommends any improvements. 17. Reviews and improves applied standards and practices for each program grant while resolving issues to keep grants rolling. 18. Performs other duties related to the position as necessary or assigned.

Salary & Benefits

$58,240 to $87,360 annually
