Job Description

Under the direction of the CEO, the Health and Human Services Director is responsible for the delivery of all services offered through the health and human services department in accordance to the Strategic Priorities of the Tribal Council. Further services will be delivered in compliance with federal, state, Tribal regulations, policies, procedures and financial agreements.

Skills & Qualifications

Minimum Requirements

1. Bachelor’s Degree in medical sciences, public health administration or equivalent. 2. Five years of experience managing tribal health services. 3. Understanding of Indian Health Services regulations. 4. Ability to understand, gain knowledge and appreciate the differences with the Native American culture and customs. 5. Must maintain a valid driver's license with good driving record; GSA certifiable. 6. Must be able to attend/travel to Michigan Tribal Health Directors Association meetings, grant meetings and other meetings to represent Tribal health concerns as necessary. 7. Must be able to successfully complete and pass a comprehensive background investigation and drug screening; must not have been found guilty of, or pled guilty or no contest to, any felony or misdemeanor offense under federal, state or tribal law involving crimes of violence, sexual assault, molestation, prostitution, or other crimes against persons, or offenses committed against children; must be able to successfully pass a drug screening by means of hair sample. 8. Ability to become CPR/First Aid certified as training becomes available. 9. Must possess excellent management, administrative, organizational, budgeting, planning skills. 10. Must possess excellent communication skills, both verbal and written. 11. Excellent computer skills including word processing and spreadsheets and knowledge of other office equipment 12. Proven ability to research, write and manage grants and work with granting agencies. 13. Excellent conflict resolution skills with an ability to establish and maintain positive, constructive and cooperative working relationships with others and maintaining them over time. 14. Excellent critical thinking skills with the ability to analyze information and evaluate results to choose the best solution and solve problems.

PREFERRED REQUIREMENTS 1. Ten years management experience in public health setting. 2. Advanced medical/clinical licensing (LMSW, DO, RN). TC

PREFERENCE Tribal preference will be applied in accordance with the NHBP Indian Preference in Employment Code which requires that preference in employment be afforded to NHBP members, spouse/parents of NHBP members and Native Americans who meet the minimum qualifications and can successfully perform the essential functions for the position. Duties & Responsibilities

ll Department personnel including contracted positions and ensure that appropriate orientation occurs for all new hires or position transfers. 16. Ensure employee workloads are monitored, are manageable and develop appropriate recommendations for staffing changes to address service needs and/or changes. 17. Ensure that opportunities exist that promote management leadership and personnel input into the ongoing quality improvement of the Department. 18. Ensure that all facility, equipment and staff safety requirements are established and maintained. 19. Establish and maintain effective partnerships within the NHBP government operations. 20. Maintain up to date knowledge of Tribal Health and Human Services by participating in external networking meetings and/or training opportunities. TC Approval: Page 2 of 4 21. Ensure that appropriate relationships, referral pathways are established and care coordination occurs with external agencies as appropriate. 22. Ensure that the Department reports to and works in collaboration with the Journey to Wellness Committee in accordance to the committee’s by-laws. 23. Ensure that Tribal Council is briefed on broader policy issues that impact service delivery to their members. 24. Ensure that Tribal Council is provided with accurate and timely information to provide guidance to Department plans and/or services. 25. Ensure that the CEO and / or Tribal Council is informed of all contentious Department issues, without violating HIPAA.

Salary & Benefits

$149,444 - $158,787 annually
