The Housing Director manages the Tribe’s Rental Housing Program and is responsible for the administration of various housing assistance programs. The Housing Director supervises Housing Staff. The Housing Director will work with Social Services Department on related assistance programs provided by the Tribe. Additionally, the Housing Director administers the Tribe’s annual US Department of Housing & Urban Development (US HUD) Indian Housing Block Grant (IHBG), The Housing Director also acts as contract administrator and project manager for residential development and infrastructure projects and liaises external stakeholders This position involves significant research and writing responsibilities.
1. Bachelor’s degree in business administration or closely related field or four years of related experience. 2. Three years combination of experience in development or management of Tribal housing or free market rental programs or similarly related field. 3. Two years experience in grant writing and management, including the ability to interpret and apply grant administrative requirements and other regulations and official guidance. 4. Two years experience in contract administration and project management, including the ability to draft general project specifications, contract documents, and other form notices and statements to contractors. Two years experience in, or familiarity with, residential building trades and construction management. 6. Two years experience in, or familiarity with, real estate transactions and property title work. 7. Two years experience in program development and policy writing. 8. Understand or able to gain knowledge of and appreciate the Native American culture and customs. 9. Must maintain a valid driver’s license with good driving record; GSA certifiable. 10. Complete and pass a comprehensive background investigation and drug screening in accordance with NHBP standards. 11. Extensive experience working with computer processing and spreadsheet software abilities. 12. Extensive experience working with highly confidential and sensitive information and both preserving and maintaining confidential and sensitive information. 13. Experience making presentations and deal effectively with large groups.
PREFERRED QUALIFICATIONS 1. Master’s degree in business administration, public administration, or related field and at least five years combination of education and experience in development or management of Tribal housing or fair market rental programs or related field. 2. Undergraduate or graduate coursework in business and contract law. 3. At least 5 years experience in county and municipal government, including ability to interpret and apply zoning ordinances, building code compliance, and other statutory documents. 4. At least five years’ experience in grant writing and management. 5. At least five years’ experience in contract administration and project development 6. Experience drafting technical specifications and reading and analyzing site plans and construction drawings. 7. State of Michigan Residential Builder’s License or apprentice-level experience in residential building trades. 8. Construction Specifications Institute (CSI), Engineers Joint Contract Documents Committee (EJCDC), or American Institute of Architects (AIA) document specialist certification.

1. Supervises, trains and evaluates assigned staff, ensuring all program and department objectives are achieved. 2. Through research, outreach and conferences ensures compliance with all applicable Tribal and federal laws, codes, regulations, and policies. 3. Develops and monitors an annual budget that includes staffing, program activities, training, equipment, supplies, etc. in accordance with NHBP financial policies. 4. Manages and administers the Tribe’s low-income Rental Housing Program. 5. Identifies and implements new housing opportunities and potential funding to leverage resources for housing developments consistent with the Native American Housing Assistance and Self- Determination Act (NAHASDA) 6. Administers a variety of low-income housing- and social services-related assistance programming. 7. Administers the Tribe’s annual US Department of Housing & Urban Development (US HUD) Indian Housing Block Grant (IHBG), including drafting of annual Indian Housing Plans and performance reports for submittal to US HUD Office of Native American Programs (ONAP). 8. Administers contracts and manages projects related to all residential development and infrastructure projects at Pine Creek Reservation and other Tribal owned properties. 9. Liaises local county, township and village governments regarding Tribal land acquisition and maintenance of ‘Off-Reservation’ properties. 10. Acts as the department liaison regarding any catastrophic, environmental, or other emergency events, and in coordination with the emergency management team. 11. Drafts and updates NHBP Housing Department program policies and procedure statements. 12. Participates in NHBP Government Committees and work groups as needed or directed. 13. Participates in legal proceedings related to program occupancy as required. 14. Participates in real estate transactions involving NHBP as required or directed. 15. Performs other duties and assignments as directed by the CEO or as requested by NHBP Tribal Council. 16. Travels to various government meetings, public hearings, public offices, and property site visits. MINIMUM QUALIFICATIONS
