Position Summary: The Director is the chief administrative officer of the Reno-Sparks Indian Colony Housing Department (RSICHD). The Director is directly responsible to the Tribal Chairman and RSICHD Board to implement the policies of the RSICHD in all areas of the department’s operations.

Skills & Qualifications

Minimum Qualifications: • A Bachelor Degree: in Business, Public Administration, Finance or equivalent experience. Must have experience in the administration of HUD funded housing programs or similar funded programs. • Proven ability to communicate with various audiences covering topics ranging in complexity from simple tenant agreements to advanced funding schemes and housing development projects. • Must possess a demonstrated knowledge of the principles and practices of generally - accepted governmental accounting principles, including the preparation of financial statements and financial reporting and budgeting. • Knowledge of the application of the principles and practices of procurement and liability management, financial, budget, audit, and systems procedures and controls, and monitoring contracts for compliance. • Preparing clear, concise and complete financial statements, reports and other written materials. Able to maintain records in accordance with Tribal Records Management Procedures. • Proven experience in exercising sound, independent judgment within general policy guidelines. • Must be able to secure a bond, pass a security background check, and possess a valid Nevada driver’s license.

Duties & Responsibilities

Duties and Responsibilities: • The Director is responsible for the overall administration of day-to-day activities of the RSICHD, including planning, organizing, directing, coordinating, and executing the RSICHD’s functions of budget and finance, office management, property procurement, inventory, housing development, and staff. • Supervises the day-to-day operation of the RSICHD. This involves the following activities. This list (while not comprehensive) represents those deemed essential for uniform operations: • Ensuring that the community adequately understands the plans and direction of the RSIC Tribal Council and RSICHD Board at large through individual, group meetings, newsletters, announcements, mailing inserts or other media. • Responsible for developing and implementing actions on operational issues encountered in those areas where policy guidelines have been made. In those instance(s) of extraordinary need for action not covered by policy or guiding principles, the Director is responsible for developing potential responses and seeking approval through the chain-of-command. • Revising procedures to effectuate RSICHD policies as needed, with RSIC Housing Board and RSIC Tribal Council concurrence. • Reviewing and analyzing reports, directives, and progress of activities relative to planned objectives. • Reporting to the Council those major problems requiring its action and evaluations/recommendations of proposed solutions. • Responsible for all written correspondence of the RSICHD. • The Director is responsible for submitting accurate and timely reports on RSICHD activities to the RSIC Tribal Council and RSICHD Board as required and/or needed. • The Director is responsible for current and prospective housing development or rehabilitation, which involves all preliminary and final planning in the following general areas: • Research, preparation and submittal of application(s) to various authorities or funding agencies (e.g., HUD, Fannie Mae, etc.) for obtaining housing units for the RSICHD. • Applications for preliminary loan funds; site selection, selection of a project architect, coordination with all agencies, departments, firms and enterprises and individuals involved with housing • Development, research, preparation and submittal to various authorities or funding agencies (e.g., HUD, Fannie Mae, etc.) for funding of projects. • Execution of annual contributions contracts with various authorities or funding agencies (e.g., HUD, Fannie Mae, etc.). • Preparation of bidding documents including advertisement, selection and award of construction contracts, construction contract administration including preparation and submittal of all reports, financial statements, payments to contractors, enforcement of general and special conditions of the contract and coordination with the architect regarding progress and inspection of the construction work. • Preparation and submittal of all completion documents related to final completion and occupancy of project. • Ongoing development and implementation of programs relative to enhancing the financial protection of individual and RSIC owned dwellings (e.g., homeowners and renters insurance, fire prevention programs, health and safety classes). •

The Director has the responsibility for housing management which involves, but is not limited to, the following; • Coordination of all tribal participants of occupancy. • Execution of Mutual Help and Occupancy Agreements and enforcement of the terms of those agreements. • Receiving and resolving homeowner and tenant complaints. • Assuring compliance with all HUD Management Directives. • Preparation and submittal of acceptable Financial and Operating Statements, Land Lease Agreements, Operating Receipts and Expenditures, Operating Budgets, and occupancy reports. • Compliance with the terms of the Annual Contributions Contract with various authorities or funding agencies (e.g., HUD, Fannie Mae, etc.). • The Director is responsible for personnel management activities of the RSICHD, which includes hiring, job performance, training, and guidance in work methods, and compliance with all personnel policies and procedures. • Performs other duties as assigned.
