The Democratic staff of the House Natural Resources Committee (HNRC) seeks a Professional Staff Member (PSM) to join the Subcommittee on Water, Wildlife and Fisheries. This role is central to planning, coordinating, and executing the legislative and oversight agenda for HNRC Democrats. The ideal candidate is a creative, strategic thinker with a sophisticated understanding of Congress and the subcommittee jurisdiction, including endangered species, fisheries, oceans, international conservation, and climate change.

Subject Matter Expertise: Deep knowledge of the policies, laws, and politics surrounding U.S. ocean management, wildlife, and international conservation.

Procedural Proficiency: A firm grasp of the legislative process, House organization, and Committee procedure.

Communication Skills: Proven ability to draft concise briefing materials, hearing questions, and statements under tight deadlines.

Duties & Responsibilities

Primary Responsibilities

Legislative Strategy: Partner with the Subcommittee Staff Director to draft legislation and recommend strategic positions/tactics on bills within the Subcommittee’s jurisdiction.

Floor Management: Guide relevant legislation through the full lifecycle, from Committee markups to the House Floor.

Member Support: Prepare high-level legislative memos, talking points, and reference materials for Committee Members and senior staff.

Stakeholder Engagement: Build and maintain strategic relationships with federal agencies, NGOs, and industry stakeholders.

Communications & Outreach: Collaborate with the Communications team to translate complex policy work into accessible messaging for the public and relevant stakeholders.

Administrative Coordination: Provide timely briefings to Member offices regarding schedules, hearing updates, and legislative developments.

Salary & Benefits

$70,000-$100,000 annually
