Skills & Qualifications

We’re looking for an experienced executive to lead our Tribal Energy Finance Program (TEFP) team. Successful candidates will have a background in project finance, renewable energy and/or with Native American/Tribal communities.

  • Experience with the government-to-government level of protocol, diplomacy, and trust relationship required to serve the constituency of 574 American Indian tribes
  • Mastery of advanced quantitative and qualitative methods of assessment and improvement of programs sufficient to provide expert guidance and analysis and develop and evaluate complex and inter-related programs/projects, other management, and long-range projections which directly impact a Departmental, mission-oriented program.
  • Knowledge and skill in applying advanced analytical and evaluative principles and methods to financial report analysis. Knowledge required to review and analyze the reports and information provided by development partners and present findings and provide recommendations regarding the efficiency and effectiveness of the TEFP program.
  • Ability to effectively communicate on complex subjects both orally and in writing to senior-level management and officials who serve within the organization and with external organizations.
Duties & Responsibilities

The position will lead a team of federal and contractor personnel to assess and manage potential energy development loan guarantees within the Outreach and Business Development Division (OBD) of the LPO. Associated duties include, but are not limited to:

• Working with senior management and serve as a liaison for the LPO with key stakeholders, including Tribal leaders and associates of the Alaska Native Corporation and government officials.

• Serving as a subject matter expert for issues related to project finance/energy development projects located on tribal lands, as well as Native American energy projects not located on tribal lands.

• Advising LPO leadership on senior level policy, guidance, management, and coordination.

• Developing long range program plans, goals, objectives, and milestones to achieve program goals that align with the overall strategic goals of LPO and the Department.

• Providing leadership on operational, management, budget, policy and programmatic issues and concerns.

• Representing LPO at public events, panels, conferences, and in meetings with non‐government and government stakeholders.

Salary & Benefits

This is a federal job in DOE’s executive corps – EJ-301-IV – with a salary range of $153k-$204k. This is a TERM position NTE 4 years.
