POSITION DESCRIPTION
This position is responsible for overseeing the management of the Tax and TERO Department and all related operations including compliance and enforcement of the Fallon Paiute-Shoshone Tribe TAX and TERO laws: Verifies calculations, collection of tax returns and licensing fees due to the Tribal government including collection of TERO Fees.Review contracts for TAX and TERO compliance as needed.Review and revise the tribes Tax Code and TERO Ordinance for updates as necessary. Establishes and maintains public relations with civic, county, state and federal agencies. Promotes and highlights the skills and resources of the local workforce and the Fallon Paiute-Shoshone Tribe by creating job opportunities through utilization and implementation of the TERO ordinance.Planning and research of training opportunities for tribal members.Assist tribal members with training opportunities to obtain employment.Enforce the TERO Ordinance with contractors and ensure compliance is enforced.
QUALIFICATION REQUIREMENTS
1.Proficient in the following computer programs; Excel, Word, PowerPoint and Outlook.
2.Must be well versed in the use of the internet.
3.Candidate must be bondable.
4.Knowledge of public relations/customer service principals, practices and techniques.
5.Excellent customer service skills with high regard for confidentiality.

7.Skills in maintaining accurate records, reports and files.
8.Knowledge of principles and practices of governmental taxation and business and accounting.
9. Strong written communication skills; ability to write clear, structured, articulate, persuasive proposal; and possess strong editing skills.
10. Knowledge of program planning, scheduling, community planning and budgeting.
11. Excellent communication skills, both verbal and written, with ability to work under team concept in positive manner with supervisor, coworkers, and community.
12. Administrative ability with skills and knowledge of employment discrimination laws, discrimination investigations and court procedures.
13. Ability to operate computer and knowledge of standard office software applications; attention to detail and ability to meet deadlines.
14. Must be familiar with all state and federal agencies and their functional relationships to the Fallon Paiute- Shoshone Tribal Employment Office.

EDUCATION & EXPERIENCE:
1. Bachelor’s Degree in Business, Finance and/or Accounting, and (2) years’ experience in taxation or equivalent combination and (2) years of related experience or four (4) years of work experience in TERO, Human Resources, safety, construction or business management.
2. Minimum of three (3) years management/supervisory experience.This is to include supervisory duties as well as office operations duties.
3.The incumbent must pass a background check, pass pre-employment and ongoing random drug testing, have a valid Nevada driver’s license and be insurable under the Tribe’s vehicle insurance program
ESSENTIAL DUTIES & RESPONSIBILITIES
1.Oversee the day to day operations of the Tax and TERO Department and its staff.
2.Review bids, contracts, lease agreements for tax compliance with the Economic Development Department
and the Fallon Business Council.
3.Attend pre-construction meetings with contractors to discuss tax and tero compliance
4.Implement and monitor new and existing taxes for the Tribal Government
5.Ensure purchasing and procurement processes are in compliance with the Tribes Financial Policy.
6.Prepares annual Tax and TERO Department Budgets (i.e. budget modifications)
7.Review the current tax laws, both federal and state and be able and willing to communicate with outside
entities in a professional manner.
8.Verify accuracy of taxpayer records and tax returns including accuracy of the TERO Compliance Agreements
to ensure there are no discrepancies or delinquencies
9.Attend Fallon Business Council meetings as needed.
10. Contact taxpayers in an effort to promote tax compliance and notification of noncompliance and taxes due.
11. Performs work to ensure compliance and enforcement of the Fallon Paiute-Shoshone Tribe tax and tero
ordinances and regulations.
12. Prepare Tax Exempt Letters as needed for tribal members residing on the Fallon Paiute-Shoshone Tribes
Reservation and contractors for delivery of materials.
13. Establish a tribal hiring hall and certifies qualified Indian applicants. Develops and maintains a register setting
forth the names of Native American individuals by trade and Native American owned firms certified for
Indian preference.
14. Responsible for collecting the Tribal Employment Rights fee from all covered employers/contractors.
15. Implement the TERO guidelines for Indian preference and ensure responsibility of contractors to hire utilizing
the Indian Preference in Employment.
16. Act in conjunction with the Human Resources office on behalf of any individual, in cases of possible
employment discrimination on TERO projects; such investigations and attempted resolution of cases may
require the use of available Tribal, State and Federal resources and laws.
17. Prepares compliance agreements/plans for local employers and contractors; maintains a variety of record
keeping systems and statistical data to ensure proper accounting of Indian preference individuals served and
for use in attempting to secure funding for the TERO program. Inspects any and all non-privileged information
set forth in the books and records maintained by any covered employer for the purpose of ensuring continued
TERO compliance.
18. Educate potential employers and contractors, subcontractors, county, state and federal agencies.
19. Collects TERO fees and levies fines against contractors who violate the ordinance.
20. Develop forms and procedures to be utilized by the TERO office, forms and procedures to be approved by the
TERO Commission. Maintain the TERO administrative process including, intake, complaints processing,
hearings, court proceedings and imposing of sanctions against parties found guilty of TERO violations.
21. Performs regularly scheduled on-site inspection of all TERO jurisdiction work location and/or reviews weekly
workforce reports and payroll records in order to monitor employment and contracting activities.
22. Responsible for quarterly reports to supervisor, TERO Commission as requested; responsible for compliance
with duties and responsibilities outlined in the TERO Ordinance for the Fallon Paiute-Shoshone Tribe.
23. Work with Human Resources to develop and maintain a current list of Tribal manpower resources.
24. Interview and prescreen individuals who meet the minimum requirements for the placement with private
employers/contractors.
25. Meet with employer/employees after placement to evaluate TERO Ordinance compliance.
26. Maintain a current list of certified Native American owned companies in the Fallon area.
27. Coordinate and plan trainings with local and outside agencies.
28. Conduct regular research on employment opportunities in the local and surrounding area
29. Maintain and update a skills bank with TERO Clients for consideration of employment opportunities
30.Work with Tribal Departments on temporary work assignments for TERO Clients
31. Other job related duties as assigned by the supervisor.
