POSITION SUMMARY: Directs, oversees, and coordinates all functions and activities related to the Southern Ute Transportation Division for road and bridge improvements and maintenance of Tribal transportation facilities. Provides oversight and management of transportation projects from conception through completion including P.L.93-638 projects.
QUALIFICATIONS: Must have an AA/AS and 5 years of experience in transportation project management, road construction, excavation, civil engineering, or related area OR a BA/BS in Civil Engineering, Project Management, Construction Management or related field and 3 years of experience in transportation project management, road construction, excavation, civil engineering, or related area OR 7 years of experience in transportation project management, road construction, excavation, or civil engineering. Must have 2 years of experience in reading construction plans, developing cost estimates, monitoring construction projects, and inspecting projects. Must have 2 years of supervisory experience. Must have 2 years of experience in the development and administration of budgets. Must have experience in the development and review of agreements and contracts. Must have current computer experience including extensive experience with Microsoft Word and Excel. Must have valid Driver’s license for state of residency and be insurable under the Tribal Vehicle Insurance Policy. Must pass a criminal background check and a pre-employment drug test. PREFERRED QUALIFICATIONS: Experience as a Construction Project Manager for a Federal, State, County, or Municipal transportation department/division. Experience with management of P.L .93-638 Projects, Bureau of Indian Affairs (BIA) or Federal Highway Administration (FHWA) Tribal Transportation Program. Experience working with Federal grants and programs. Experience with Quick Books. TERO preference.
ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Responsible for coordinating the Tribal Transportation Program (TTP) according to requirements of 25 CFR Part 170 and other Bureau of Indian Affairs (BIA) or Federal Highway Administration (FHWA) rules. 2. Develops, revises, and implements policies and standard operating procedures (SOPs) for the Transportation Division 3. Develops and reviews plans, cost estimates, and budgets for road construction projects and maintenance activities. 4. Approves Contractor Pay Applications, Monthly Work Progress Pay Applications, and Professional Services Invoices. 5. Manages and administers the Tribe’s Supplemental Road Maintenance Program 6. Responsible for developing and maintaining spreadsheets tracking Tribal expenditures as well as expenditures for federally funded projects and grants, purchase orders, requisitions, and check requests. 7. Reviews and checks Transportation project related invoices for accuracy and completeness. 8. Responsible for gathering and ensuring that data is entered into the National Tribal Transportation Facility Inventory (NTTFI). 9. Performs and/or facilitates analysis of transportation needs based on feedback from public outreach, current and proposed needs, and system capacity. 10. Approves the development and review of Professional Service Agreement Contracts and Transportation Construction Service Agreement Contracts for review by tribal attorneys. 11. Responsible for development and update of the Long-Range Transportation Plan (LRTP), Tribal Transportation Safety Plan (TTSP), and Tribal Transportation Improvement Plan (TTIP). 12. Develops scopes of work, budgets, and transportation planning-related cost estimates for annual submission of the TTIP. 13. Develops Requests for Proposals, Change Orders, Notices to Proceed, and Scopes of Work. 14. Manages TTP grants and ensures contracts and sub-contracts are executed in compliance with applicable requirements, regulations, and scopes of work for federal funding. 15. Responsible for personnel administration and management including but not limited to recruitment, orientation, training, consistent application of policies and procedures, performance evaluations, disciplinary actions, and terminations. 16. Maintains communications and consults, collaborates, and coordinates with the BIA, Tribal entities, Colorado Department of Transportation (CDOT), and local governments/agencies regarding transportation activities of mutual interest and benefit. 17. Attends transportation planning meetings, including the State Transportation Advisory Committee (STAC) and the Southwest Transportation Planning Region, (SWTPR) as directed and appointed as a voting member by the Executive Officer/Tribal Council. 18. Develops project schedules and coordinates project meetings for progress and action-item updates. 19. Writes and approves reports providing appropriate documentation of project status; prepares project correspondence to consultants, governmental entities, contractors, other professionals, and Department Directors. 20. Performs other job-related duties as assigned.
