Qualifications:
Master's degree in public or business administration, finance, or a related
field with at least five (5) years of relevant supervisory-level experience,
or demonstrated success in the characteristics typically bestowed by such
education and experience.
Preferred Qualifications:
* Six (6) years of experience in supervising staff.
* Experience working in a Tribal government or similar organization;
experience with capital projects; and experience working in a human
resources capacity overseeing recruiting, performance development,
retention, and organizational development activities.
Knowledge, Skills, and Abilities:
* Experience working in a complex organization with multiple levels of
reporting; managing grants (private, state, or federal) or non-profit
programs; and supervising, directing, and evaluating the work of multiple
employees.
* Ability to solve problems; work cooperatively and effectively with
external partners and stakeholders on local, state, and federal levels; work
respectfully and effectively with staff and community members of various
backgrounds and demeanors.
* Skill in analyzing, interpreting, summarizing, and presenting
administrative, financial, and technical information to multiple audiences;
in effective verbally and written communication; utilizing software
applications such as MS Office (Word, Excel, Outlook, PowerPoint), Google
Suite (Docs, Sheets, Forms, Slides), and video conferencing (i.e., Zoom).
* Ability and willingness to work extended hours to perform the
functions of the position.
Duties and Responsibilities may include (and are not limited to):
* Implements the vision and mission as directed by the Tribal Council.
* Develops short- and long-term strategy in conjunction with Tribal
Council.
* Establishes and implements all policies adopted by Tribal Council;
communicates regularly with Tribal Council and advises on matters pertaining to Tribal affairs and state/federal regulatory matters; and attends and coordinates Tribal Council meetings and events.
* Oversees and directs daily business operations maintaining confidentiality in all pertinent matters.
* Manages all human resources activities including recruitment,
development, retention, record-keeping, and performance management.
* Manages the application and award processes of grant funding
including identification of potential funding sources, development of grant
budgets, and coordination of required reports for the Bureau of Indian
Affairs 638 Consolidated Tribal Program and any other federal grants as
needed or directed by the Tribal Council.
* Partners with the Director of Finance to ensure accurate and robust
fiscal activities of the organization including budgeting, reporting,
auditing, accounting policies and procedures, and financial/legal reporting.
* Maintains organizational stability through continuous review and
development of standards, controls, procedures, and Tribal Policies.
* Ensures all business activities comply with policies and procedures
and all applicable laws, rules, and regulations, and all Tribal, State, and
Federal requirements.
* Establishes and maintains an open, effective, and professional work environment, reflective of the relationships with all employees, Tribal
members, government officials, community and business representatives, and the general public.
* Reviews and prepares the Tribal Government staff's healthcare
benefits and commercial insurance applications, including schedule of
capital equipment and vehicles, on an annual basis.
* Serves as the Tribe's primary Custodian of Record Information for
receiving and adjudicating background check results.
* Oversees and manages the annual General Membership meeting.
* Provides informational technology support for staff and Tribal
Council.
* Other relevant duties as determined/directed by the Tribal Council.
$94,000 - $117,000 (anticipated, dependent on experience)
