POSITION SUMMARY: This position supports the fiscal and operational management of the Permanent Fund, aligning its functions with the Tribe’s long-term strategic goals and vision. Key responsibilities include assisting the Executive Officer and tribal leadership in shaping policies, procedures, and strategic initiatives that foster sustainable growth, operational efficiency, and enhanced outcomes for tribal members. Assists the Executive Officer
and serves as a liaison between Department Directors, tribal membership, tribal entities, and tribal leadership. The incumbent assists with identifying and creating innovative, efficient, and effective programs and services within
established program policies, procedures, and approved budgetary limitations.
QUALIFICATIONS: Must have a BA/BS in Business, Public Administration, Management, or a related field and 10 years of work experience at an executive management level in government or enterprise within the last 15 years. Must have 5 years of supervisory experience, which includes supervising directors/managers. Must have experience working with and directing long-term comprehensive policy plans, strategic planning, policy and operational priorities, and the development and/or implementation of Annual Work Plans. Must have experience in the development and administration of complex multi-million-dollar budgets. Must have experience communicating orally and in writing to a governing board, supervisory personnel, employees, governmental entities, and the public. Must have demonstrated knowledge of tribal government operations, including 638 contracting and self-governance, federal Indian law, tribal treaties, constitutions, and tribal matters. Must have proven leadership in tribal governance as demonstrated through past progressive tribal governance leadership at an executive level. Must have computer experience in software programs including Microsoft Word, Excel, PowerPoint, Outlook, Adobe, and other appropriate programming within the organization. Must have a valid state driver’s license and be insurable under the tribal vehicle insurance policy program. Must pass a thorough background check, including criminal history and pre-employment drug test. PREFERRED QUALIFICATIONS: A MA/MS or PhD from an accredited college or university in Business, Public Administration, Management, or a related field. A member of the Southern Ute Indian Tribe. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Ensures compliance with tribal laws, codes, and regulations, upholding the highest ethical standards throughout all Permanent Fund operations. 2. Collaborates with the Executive Officer, tribal leadership, Finance Department, and other necessary staff and support resources to provide professional, high-quality fiscal management of the Permanent Fund, including budget development, financial reporting, and ensuring fiscal responsibility across all operations. 3. Participates and collaborates on preparing and administrating the annual tribal budget, overseeing the allocation of resources for development projects, and ensuring financial efficiency. 4. Collaborates with the Executive Officer, tribal leadership, and stakeholders to develop, amend, and implement policies, procedures, key performance indicators, and business plans that align with tribal mission, vision, Tribal Council Priorities, goals, values, and long-term strategies. 5. Ensures that departments comply with policies, procedures, and applicable tribal code and federal regulations and proactively identifies and mitigates operational, financial, and reputational risks. 6. Assists with developing and revising administrative policies that support sustainable growth and enhance the effectiveness and efficiency of tribal programs and services regularly. 7. Actively participates in operational and strategic initiatives, including planning, team collaboration, and management meetings, ensuring alignment with the Permanent Fund’s mission and vision. 8. Assists in overseeing complex projects from inception to completion, ensuring they align with strategic objectives, are delivered within budget, and contribute to the tribe’s long-term development goals. 9. Assists with leading the development and execution of a comprehensive operational strategy that optimizes efficiency, effectiveness, and data collection to enhance service delivery and membership engagement. 10. Collaborates with the Executive Officer, CFO, and tribal leadership to promote sustainable economic growth and enhance tribal programs, services, and assets through effective strategic planning and project management. 11. Contributes to the development, implementation, and management of tribal data systems to quantify and improve the performance and decision-making of the Permanent Fund and creates detailed reports and dashboards for tribal leadership on key outcomes, progress, and improvement areas. 12. Assists with driving innovation by identifying new technologies, processes, and service delivery methods that could enhance the efficiency, effectiveness, and sustainability of the Permanent Fund and tribal operations. 13. Assists the Executive Officer in providing leadership and supervision to Permanent Fund Directors, fostering a collaborative environment, setting clear goals and expectations, offering feedback, and ensuring consistent communication to enhance performance outcomes. 14. Assists in attracting and retaining talent, fostering a high-performance culture, and promoting teamwork to enhance staff engagement and program delivery. 15. Coordinates and consults with the Legal Department on all matters necessitating consideration of the legal requirements and implications of actions or policies and the potential liability of the tribe and tribal employees and officials. 16. Engages with tribal staff, tribal members, and external stakeholders to gather input, address concerns, and build strong relationships that support the effective delivery of development initiatives and tribal services. 17. Reports regularly to the Executive Officer and Tribal Council on the status of tribal projects, departments, programs, and any issues, concerns, and accomplishments of the Permanent Fund. 18. Keeps the Executive Officer informed on the progress of critical initiatives and operations, enabling informed decision-making and the alignment of tribal priorities. 19. Serves as the Executive Officer's delegate when needed, representing the Executive Office in meetings and decision- making processes while ensuring the timely communication of relevant information. 20. Remains available to address issues and emergencies. 21. Attends training as required and necessary to keep current with the advancements in tribal administration and management. 22. Attends meetings and other relevant training as requested or required. 23. Performs other job-related duties as requested or required.
