
Held in conjunction with the Executive Council Winter Session, the State of Indian Nations (SOIN) is delivered by the President of the National Congress of American Indians and serves as a formal address to Congress, the Administration, and the nation. The address outlines Indian Country’s priorities for the year ahead, grounded in Tribal sovereignty and nation-to-nation governance, and presents clear recommendations for federal action. SOIN calls for accountability through partnership and reinforces the federal government’s responsibility to uphold trust and treaty obligations in ways that support Tribal self-determination, public safety, housing, economic development, and the well-being of Native families.
