Oversee the day-to-day administration and management of the Tribal Office and provision of services to Tribal Citizens and Clients. 

Maintains effective working relationships with Tribal Council, the Graton Economic Development Authority, Tribal Citizens, and Citizen Committees.

Ensures the cooperative and efficient operation of the Tribal Office.

Develops long-range organizational goals and annual operational objectives and advises Tribal Council regarding emerging opportunities, risks, organizational priorities and departmental outcomes and establishes leadership expectations and accountability standards.

Supervises and provides leadership and guidance to Tribal staff and Tribal government departments to ensure fulfilment of Tribal and departmental objectives.

Responsible for developing plans, policies, goals, and programs to implement decisions and initiatives of the Tribal Council.

Evaluates the effectiveness of programs and identifies areas needing development and improvement in alignment with the goals of the Tribal Council. 

Provides regular written reports to the Tribal Council concerning the status of all assignments, duties, projects, programs, activities, and personnel matters. 

Oversees and coordinates with Human Resources Director in the hiring of staff and management personnel.

·Works with Tribal Council, Chief Financial Officer, and department heads to create and implement Tribal government budgets.

Coordinates preparation of resolutions, contracts, and other documents by the Tribe’s legal counsel.

Responsible for maintaining standards of service to Tribal Citizens.

Ensures that all tribal programs are in compliance with Tribal law, policies, and procedures.

Oversees planning and implementation of Tribal grants pursuant to Tribal Council direction.

Evaluates the performance of department directors and managers in accordance with policy.

Reviews and provides signatory approval of purchase requisitions, reimbursements, travel requests, and other administrative requests as defined in the Fiscal Policies.

Supervises and coordinates with the Human Resources Director on all aspects of Human Resources, including but not limited to training, recruiting, employee relations, employee development, and Personnel Policies and Procedures, workforce planning, talent development, succession planning, and workplace culture initiatives

Facilitates staff meetings and Managers’ meetings. 

Responsible for risk management and protection of tribal resources and assets, and oversees enterprise risk management, emergency preparedness, business continuity planning, and organizational resilience

Responsible for thorough, accurate, and organized reporting to the Tribal Council.

Other duties as delegated and/or assigned by the FIGR Tribal Council.Supervisory ResponsibilitiesThe EDTA directly supervises all Program Managers and Department Managers/Directors.

 Position Purpose The Executive Director of Tribal Administration (EDTA) oversees and manages the day-to-day operations of the Tribal Office. The EDTA provides leadership to tribal government staff and ensures effective and efficient management of governmental functions and programs. The EDTA reports to the Tribal Council and implements Tribal Council’s initiatives, programs, policies, and projects.

Receptionist and Office Operations Coordinator

Data and Systems Management •Manage and maintain Salesforce Nonprofit Cloud, ensuring donor data is accurate, up-to-date, and secure. •Generate regular reports and dashboards on fundraising performance, donor activity, and departmental KPIs. •Support data segmentation for donor cultivation, campaigns, and stewardship activities. National Indian Health Board 

The Development Coordinator plays a vital role in supporting the operations and efficiency of the National Indian Health Board’s (NIHB) Development and Strategic Engagement Department. This position is responsible for managing donor data and reporting systems, supporting fundraising campaigns and events, assisting with partnership development, and ensuring smooth operations across all development activities. The Coordinator will oversee Salesforce Nonprofit Cloud, track key performance indicators (KPIs), impact reporting, and provide administrative and logistical support to help the department achieve its fundraising and partnership goals. Development Coordinator

PROJECT COORDINATOR — TWO OPENINGS (1) Project Coordinator, Tribal Health Programs (General) (2) Project Coordinator, Public Health in Indian Country Capacity Scan (PHICCS)

POSITION SUMMARY NIHB is seeking two Project Coordinators to assist on various projects related to public health infrastructure and capacity. This is an external-facing role requiring regular engagement with Tribal partners, stakeholders, and external organizations. The Project Coordinator is a member of the Tribal Health Programs division and supports the successful execution of public health projects by collaborating closely with project teams, Tribal partners, and stakeholders. Reporting to the Program Manager, the Coordinator ensures smooth project implementation by promoting team cohesion and efficient workflow, aligning activities with the NIHB's mission of advancing health equity for American Indian and Alaska Native (AI/AN) communities. These positions will provide critical programmatic, communications, administrative, and policy support and serve on projects focusing on Tribal public health research and assessment, infrastructure, quality improvement and performance management, core competencies, and training and capacity building. NIHB is filling two Project Coordinator positions under this posting: one supporting the Tribal Health Programs division generally, and one dedicated to the Public Health in Indian Country Capacity Scan (PHICCS) project (see PHICCS-specific responsibilities below). These are full-time, salaried positions based in Washington D.C. requiring up to 20% travel. Exceptional candidates who do not live in the DC-metro area will be considered for fully remote work. Additional Responsibilities for Senior Policy Analyst: • Oversee the creation and implementation of various projects integral to the Policy and Advocacy team. • Propose and prepare advance analysis of specific topics relevant to AI and or AN health. • Serve as a technical advisor and represent NIHB at TAC meetings with direct advisory role to Tribal representatives. • Support NIHB Member Organizations by updating monthly and quarterly Board Reports. • Prepare and deliver presentations to internal and external audiences on policy issues and advocacy efforts.


The National Indian Health Board (NIHB) seeks a Policy Analyst and a Senior Policy Analyst for its Policy and Advocacy Department. These full-time positions are based in our Washington, DC office with up to 25% travel required. Both roles involve monitoring regulations and agency activity, policy and budget analysis, Tribal Consultation, and technical assistance to Tribal leaders, federal agency officials, and policymakers through service on various federal Tribal Advisory Committees. The ideal candidate will understand health care delivery, public health, behavioral health, the federal trust responsibility, and the legal, policy, and political frameworks impacting the Indian health care system.

A minimum of a bachelor's degree in a relevant field is required. An advanced degree in political science, health policy, health administration, law, or another relevant field is preferred. An equivalent combination of education and experience working on federal Indian policy or with American Indian and or Alaska Native Tribal governments will be considered. 

Policy Analyst: A minimum three years of experience working on federal Indian policy or with American Indian/Alaska Native Tribal governments. Familiarity with Indian country and Indian policy is essential. Candidates should have demonstrated experience working collaboratively with diverse stakeholders, including Tribal Leaders, Tribal health programs, intertribal organizations, legislative staff, federal agencies, and non-governmental organizations. Senior Policy Analyst: A minimum five years of experience working on health policy, federal Indian policy, or with American Indianand or Alaska Native Tribal governments, as well as working collaboratively with diverse stakeholders (as noted above). 

EXPERTISE PATHWAYS Candidates should possess expertise in one or more of the following pathways: • Healthcare Policy Pathway: Experience and familiarity with the Indian healthcare system and health policy issues, including knowledge of Medicare and Medicaid programs, the Indian Health Service (IHS), and Tribal public health issues. • Federal Indian Policy Pathway: Experience in Indian country federal policy across sectors (education, housing, economic development, environmental protection, etc.) with demonstrated knowledge of Tribal governance, the Indian Self-Determination and Education Assistance Act (ISDEAA), and Tribal policy landscapes. • Combined Pathway: Experience in both healthcare policy and broader Indian country policy. NOTE: While we value expertise in Medicare/Medicaid and ISDEAA/Indian health policy, these are not prerequisites. Policy Analyst and Senior Policy Analyst 

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES Essential job duties are performed in adherence to First Nations’ standards, policies, and procedures, and to local, State, and Federal laws and regulations. • Develop and maintain systems for tracking status and deadlines of all funding applications, renewals and reports to individuals, corporations, foundations, and other First Nations’ supporters • Manage the proposal development process, including assisting with budgets, reviewing proposals, and providing supporting documents in coordination with leadership and program staff, and submitting proposals to First Nations supporters • Facilitate intra-organizational cooperation for grant applications and the submission process. The Grants Development Officer reports to the Senior Program Officer of Institutional Development and works in close collaboration with First Nations’ development, finance, program, and administrative staff.

MINIMUM REQUIREMENTS
• Bachelor’s Degree.
• Analytical skills to review and interpret proposals, reports and other documents and formulate appropriate responses and resolve issues
• Demonstrated experience with non-profit fundraising, including proposal development and work with institutional funders
• Knowledge of core fundraising principles, techniques, strategies, and information sources
• Ability to organize and meet deadlines for a wide variety of job assignments simultaneously, with minimum supervision
• Excellent written and verbal communication skills, with the ability to communicate clearly and professionally with diverse internal and external partners
• Demonstrated initiative and ability to work independently as a self-starter, while also collaborating effectively as part of a team
• Sound judgment, resourcefulness, and problem-solving skills, with the ability to troubleshoot issues and manage projects through completion
• Advanced computer proficiency, including, but not limited to, MS Office (including the use of templates and document formatting), Excel (including the use of sophisticated Excel formulas and macros) and PowerPoint
• Experience using databases or data management systems to manage projects and activities
• Ability to translate user requirements into data management and reporting specifications
PREFERRED REQUIREMENTS
• Prospecting research experience
• Grant writing and grant management experience
• In-depth technical knowledge of Raiser’s Edge/RENXT platform and Airtable
• Knowledge of and/or familiarity with tribal nations
• Sophisticated nonprofit fund and federal grant accounting and management experience

Grants Development Officer 

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES 

Essential job duties are performed in adherence to First Nations’ standards, policies, and procedures, and to local, State, and Federal laws and regulations. • Identifies, cultivates, solicits, and stewards major gifts, planned giving donors, and prospects through virtual and in-person visits and other forms of direct personal contact • Tracks and reports on assigned goals to meet organization’s objectives 2 • Maintain a portfolio of approximately 150 donors and prospects • Manage information-tracking processes regarding acknowledgement, recognition, ongoing communication and continued cultivation of donors in portfolio • Provide input to development team on campaigns to support mission • Establish and maintain collaborative working relationships with First Nations’ program teams, development colleagues, and consultants to maximize total gift revenue to advance First Nations’ mission • Assist in short- and long-range planning activities to create and implement goals and objectives • Assist in developing strategies to engage supports in First Nations’ mission • Make effective use of the First Nations’ databases and other resources to ensure appropriate management of donors and prospects • Conduct research to identify prospects, with an emphasis on major gifts exceeding and creates strategies to match prospects' interests to the strategic priorities of the First Nations • Be available and willing to perform other tasks assigned by direct supervisor Please note this job description is not designed to cover or contain a comprehensive listing of activities. First Nations Development Institute (First Nations) is a 45-year-old Native American controlled nonprofit organization whose mission is to uplift and sustain the lifeways and economies of Native communities through advocacy, financial support, and knowledge sharing. The Development Officer supports the strategic fundraising efforts of First by enlisting support for the organization’s key programs and initiatives with an emphasis on individual, planned, and monthly gifts. The Development Officer identifies, cultivates, solicits, and stewards individual donors and prospects in accordance with goals set in First Nations’ strategic plan. The Development officer develops brief proposals and reports to funders to demonstrate impact of investments and spends the majority of time interacting with supporters through virtual and in-person visits. The Development Officer will work collaboratively with the individual giving team to ensure departmental goals are achieved. 

Minimum Requirements • Bachelor’s degree. • 1 to 3 years of experience working in individual giving or on other fundraising initiatives • Strong computer skills, including MS Office Suite (e.g., Outlook, Word, Excel, PowerPoint, Teams) and selected fundraising and project management software • Availability to travel frequently as needed (up to 14 times per year to include mandatory First Nations’ meetings). Preferred Requirements • 3 plus years of experience working in individual giving or on other fundraising initiatives • Experience with Blackbaud Raiser’s Edge fundraising and RENXT software • Experience working in a nonprofit organization • Experience and knowledge regarding nonprofit organizations and best practices • Knowledge of and familiarity with Tribal Sovereignty and the historical and contemporary legal development and workings/status of Tribal Nations (highly desirable) 3 • Demonstrated experience working with diverse cultures/audiences, and specific experience with American Indian, Alaska Native and/or Native Hawaiian communities and cultures
