The COS is responsible for enforcing all policies and implementing the directives of the Tribal Council. This position provides direction to professional staff regarding the accomplishment of the overall mission, goals, and objectives of the Tribal Council.

This oversight shall include management of the centralized data base information systems, community-based surveys, needs assessment information; and instruments designed to meet the Tribal community needs.

Responsible for implementing & enforcing policies and procedures governing general program operations, including, but not limited to fiscal, personnel, travel, property & supply, and management of the tribal organization.

Responsible for the oversight and enforcement of all fiscal controls and management functions of the organization by providing assistance and ensuring the timely preparation and submission of the annual operating budgets, audit submissions and final audit reports, as well as all other accounting controls and requirements.

Responsible for supervising all professional staff, program directors, and department heads. This includes monitoring progress, conducting performance evaluations as required an enforcing personnel policies and procedures governing personnel management.

Responsible for evaluating departmental performance, preparation of performance reports, and other program compliance requirements of the various funding sources, governmental agencies, and other entities benefiting the Tribe.

Responsible for ensuring the security and maintenance of tribal equipment, facilities, and real property.

Wampanoag Tribe of Gay Head Aquinnah

This position reports directly to the Officers of the Tribal Council (Chairperson, Vice­ Chairperson, Treasurer and Secretary) and is responsible for day-to-day operations, supervision of senior staff and personnel, equipment, buildings, and maintenance scheduling, and the overall administration of programs and services on behalf of the Wampanoag Tribe of Gay Head (Aquinnah). This position is responsible for enforcement of all tribal policies and procedures including applicable regulations of funding agencies providing financial support to the tribe.

Summer Law Clerk 

Oversee the day-to-day operations of the Employment, Training and TERO Department and its staff.

Review bids, contracts, lease agreements for TERO compliance with the Economic Development Department and the Fallon Business Council.

Attend pre-construction meetings with contractors to discuss TERO compliance.

Coordinate with Contract Compliance to verify if prevailing wages are required on a contract and monitor any contracts requiring prevailing wage for compliance.

Ensure purchasing and procurement processes are in compliance with the Tribes Financial Policy.

Prepares annual Employment, Training and TERO Department Budget (i.e., budget modifications)

Review the current TERO laws and willing to communicate with outside entities in a professional manner.

Verify accuracy of the TERO Compliance Agreements to ensure there are no discrepancies or delinquencies.

Attend Fallon Business Council meetings as needed.

Performs work to ensure compliance and enforcement of the Fallon Paiute-Shoshone Tribe TERO ordinances and regulations.

Establish a tribal hiring hall and certifies qualified Indian applicants. Develops and maintains a register setting forth the names of Native American individuals by trade and Native American owned firms certified for Indian preference.

Responsible for collecting the Tribal Employment Rights fee from all covered employers/contractors.

Implement the TERO guidelines for Indian preference and ensure responsibility of contractors to hire utilizing the Indian Preference in Employment.

Act in conjunction with the Human Resources on behalf of any individual, in cases of possible employment discrimination on TERO projects; such investigations and attempted resolution of cases may require the use of available Tribal, State and Federal resources and laws.

Prepares compliance agreements/plans for local employers and contractors; maintains a variety of record keeping systems and statistical data to ensure proper accounting of Indian preference individuals served and for use in attempting to secure funding for the TERO program. Inspects all non-privileged information set forth in the books and records maintained by any covered employer for the purpose of ensuring continued TERO compliance.

Collects TERO fees and levies fines against contractors who violate the ordinance.

Develop forms and procedures to be utilized by the TERO office, forms and procedures to be approved by the TERO Commission. Maintain the TERO administrative process including, intake, complaints processing, hearings, court proceedings and imposing of sanctions against parties found guilty of TERO violations.

Performs regularly scheduled on-site inspection of all TERO jurisdiction work location and/or reviews weekly workforce reports and payroll records to monitor employment and contracting activities.

Responsible for quarterly reports to supervisor, TERO Commission as requested; responsible for compliance with duties and responsibilities outlined in the TERO Ordinance for the Fallon Paiute-Shoshone Tribe.

Work with Human Resources to develop and maintain a current list of Tribal manpower resources.

Interview and prescreen individuals who meet the minimum requirements for the placement with private employers/contractors.

Meet with employer/employees after placement to evaluate TERO Ordinance compliance.

Maintain and update a skills bank with TERO Clients for consideration of employment opportunities.

This position is responsible for overseeing the management of the Employment, Training and TERO Department and all related operations. Including the compliance and enforcement of the Fallon Paiute-Shoshone Tribe Employment, Training and TERO laws: Verifies calculations, collection of TERO fees due to Tribal government.Review contracts for TERO compliance as needed.Review and revise the TERO Ordinance for updates as necessary. Oversees the Vocational Rehabilitation and the TERO departments. Establishes and maintains public relations with civic, county, state and federal agencies. Promotes and highlights the skills and resources of the local workforce and the Fallon Paiute-Shoshone Tribe by creating job opportunities through utilization and implementation of the TERO ordinance. Planning and research of training opportunities for tribal members. Assists tribal members with training opportunities to obtain employment. Enforce the TERO Ordinance with contractors and ensure compliance is enforced.

The museum annually welcomes more than 30,000 visitors and serves another 20,000 Oregonians through its statewide educational programs. A winner of the 2018 National Medal for Museum and Library Service, the museum is accredited by the American Alliance of Museums, distinguishing it as one of the very best museums in the nation.

The Museum employs a staff of approximately 40 faculty, researchers, classified, administrative, and student employees across several facilities on the University of Oregon, Eugene campus. Annual expenditures are about $3 million, from dozens of funding sources and allocated among a variety of projects across four museum divisions.

The Director of Archaeological Research leads a transdisciplinary team of archaeologists and historic preservationists who conduct survey, excavation, data analysis, and reporting for state and federal agencies and a variety of public entities and private firms. The director is responsible for strategic planning and all aspects of project management including sponsor development, project proposal development, research design, data analysis, reporting, and publication. The Research Division’s sponsored project portfolio routinely includes sixty to eighty concurrent contracts, requiring careful prioritization, sponsor communication, and budgetary and capacity oversight.

The director actively participates in research dissemination and publication through peer reviewed journals, book chapters, professional conferences, university lectures, and other public presentations.
