American Indian Cancer Foundation 

The American Indian Cancer Foundation (AICAF), a national nonprofit, is committed to supporting Native cancer patients, communities, tribal leaders, and healthcare providers with the knowledge and resources to improve cancer prevention, early detection, treatment, and survivorship outcomes across Indian Country. By educating and empowering, we can collectively work towards a cancer-free future for our people and future generations. 

The NCCCP Project Coordinator position will focus primarily on the National Comprehensive Cancer Control Program (NCCCP), a nationwide initiative overseen by the Centers for Disease Control and Prevention (CDC). Through this program, the American Indian Cancer Foundation (AICAF) works to advance comprehensive cancer control efforts by collaborating with Tribal Nations, Indigenous organizations, and partners to reduce the burden of cancer among American Indian and Alaska Native communities. The NCCCP Project Coordinator will work closely with, and under the supervision of, the NCCCP Project Manager and will assist with the implementation of the NCCCP Program. As the NCCCP Project Coordinator you will assist with and support the project efforts that include but are not limited to: 1) coalition building and facilitation, community engagement, collaboration, and buy-in support with various entities, such as tribal, local, state, and national organizations; 2) the development and dissemination of culturally tailored materials and messaging; 3) knowledge of traditional tobacco practices; 4) the ability to implement activities and strategies to support positive outcomes; and 5) familiarity and capacity to understand and implement policy, systems, and environmental changes related to colorectal cancer, tobacco cessation, lung cancer, and survivorship. Please Note: while the primary focus of this role involves this ongoing NCCCP Project, you may be asked to contribute to other tasks or projects, temporarily or permanently, as determined by organizational needs.

Qualifications Education and Experience • Degree in a health care field, such as public health, nursing, clinical health, or similar (Associate’s, Bachelor’s or Master’s). • 2+ years of experience with public health programs and working with AI/AN health systems and/or communities. NCCCP Project Coordinator

Key Responsibilities: ● Support hatcheries and enhancement facilities in their compliance with their EPA and WA DOE NPDES permits by having a thorough understanding of how NPDES permit requirements are applied at hatcheries, and familiarity with uses/ limitations of permitted substances. This includes: ● Maintain up to date and accessible digital compliance records for all hatcheries, hold up to date copies of supporting documents: Best Management Practices (BMP), Pollution Prevention Plans, etc. and provide Quality Assurance Plan and BMP templates and revisions ● Assist tribal staff with preparation of reports, including required calculations, and submitting required materials, including annual reports ● Attend meetings/ workshops relevant to hatchery operations and provide a thorough recap and regular updates on anything that is being "tracked", host training/ workshops for NPDES compliance related activities ● Perform routine (at least annual) site visits to each permitted facility to confirm that Best Management Practices still apply to each hatchery in its current state, check for general compliance, review and help develop internal inspection checklists for each hatchery. Write professional compliance reports that summarize findings and recommendations ● Assist in logistical support including the maintenance of WA DOE accreditation for Chlorine testing, the administering testing when treatments require, locating laboratories for compliance samples, and reviewing monitoring analysis ● Work with the other members of the Tribal Fish Health Program to evaluate proposed treatment recommendations and determine/ provide confirmation that they are feasible/legal under current hatchery conditions ● Provide written comments on behalf of permittees and maintain open communication with EPA and WA Department of Ecology ● Maintain consistent communication with tribal water quality staff, EPA, Ecology, WDFW, DOH and other outside researchers and agencies to support informative and relevant CTWQP meetings on a quarterly basis. Follow topics of priority to the group, as determined with tribes and related Environmental Protection Division staff ● Support tribal water quality staff by creating relevant and necessary tools (templates, comment letters, POC, webinar info, tribal coding group to advance tribal resource protection objectives) ● Support hatchery staff during NPDES compliance inspections. Offer review of compliance reports. Offer support in addressing compliance concerns ● Monitor other relevant NPDES permits not associated with hatchery activities to compare effluent limitations, understand monitoring and compliance standards. Use this knowledge to provide informed comments and discussion points during permit re-issuance process for both aquaculture permits and permits which may impact tribal resource protection objectives ● Facilitate Coordinated Tribal Water Quality Program (CTWQP) meetings with a minimum of 4 meetings per year

Northwest Indian Fisheries Commission 

Position Overview: The Northwest Indian Fisheries Commission (NWIFC) is seeking a dedicated and knowledgeable Hatchery NPDES Permit and Coordinated Tribal Water Quality Program Biologist. This role will be responsible for providing scientific expertise, technical support and coordination for the Western Washington Treaty Tribes as they operate their salmon hatcheries and select aquaculture programs in compliance with NPDES permit requirements. Equally, the incumbent will facilitate tribal technical capacity through the Coordinated Tribal Water Quality Program (CTWQP) to address water quality issues more broadly.

Required Qualifications: Minimum educational and experience requirements: ● Bachelor’s degree in environmental science, ecology, or related field with three years pertinent work experience that includes water quality assessment, environmental monitoring, or water management. An advanced degree may substitute for some work experience ● Strong knowledge of fish and/ or shellfish hatchery facilities and operations ● Proficient organization and coordinating skills. A familiarity with facilitating virtual and in-person meetings. ● Working knowledge of water quality regulations and policies ● Solid computer skills in word processing, spreadsheet analysis, and databases are necessary ● Strong professional interpersonal communication skills and the ability to communicate to a variety of technical and non-technical audiences. Hatchery NPDES and Coordinated Tribal Water Quality Program Biologist

As Instructor (Legal), GS-1701, your typical work assignments may include, but not limited to:

Identifying training program needs, development and revision of legal training materials related to law enforcement in Indian Country.

Instructing classes and conducts practical evaluations according to pre-established lesson plans/course outlines in such a manner that the students achieve the course objectives.

Monitoring and evaluating the performance of students participating in classroom, laboratory, practical exercises, and academic/remedial examinations.

Is assigned duties as class coordinator for on-site and field training programs. These duties include supervising students, class scheduling, class evaluation, and all areas of logistics involved in conducting a law enforcement training program

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

. Oversee the practice groups and law fellows to ensure a high volume of work is distributed evenly and based on capabilities and availability. National Indian Health Board 

POSITION SUMMARY:
The Vice President of Policy and Advocacy is responsible for providing strategic leadership in advancing the organization’s legislative, regulatory and policy objectives. The Vice President of GR will lead the Policy and Advocacy department and manage advocacy strategies to align with NIHB’s mission. This position will collaborate with internal teams, government agencies, Tribal leaders, and other external stakeholders to shape policy decisions that impact Tribal health and related public policy matters. Organizational Engagement• Prepare and deliver legislative briefings for NIHB’s Board of Directors, Tribal leaders, and external partners.• Secure congressional speakers for NIHB’s national conferences and represent NIHB at external events, including presenting relevant workshops.• Support NIHB’s national convenings as a representative and presenter on policy topics.• Mobilize grassroots engagement to advance NIHB’s Legislative and Policy Agenda.• Serve as an active leader within NIHB’s Policy Division, working alongside other directors and staff to advance NIHB’s overall policy, regulatory, and legislative priorities.

The Congressional Relations Director serves as NIHB’s lead strategist and advocate with Congress, responsible for advancing Tribal health priorities on Capitol Hill. Reporting to the Vice President of Policy, the Director manages NIHB’s work in appropriations and Tribal budget formulation, builds bipartisan relationships with Members of Congress and staff, and ensures effective execution of NIHB’s Legislative and Policy Agenda in collaboration with Tribal leaders, coalitions, and partners.


The Director leads and manages a small team of policy staff and works in close coordination with the broader Policy Division to ensure NIHB’s congressional strategy aligns with organizational priorities and Tribal needs. This is a full-time, exempt position based in Washington, D.C., requiring approximately 25% travel. NIHB offers a hybrid work schedule, with two days per week remote.


REQUIREMENTS AND QUALIFICATIONS:• 5 to 10 years of experience on Capitol Hill (committee or personal staff), or in legislative/government affairs with a national advocacy organization.• Minimum 3 years of direct experience working with Tribal governments or Tribal organizations.• Bachelor’s degree in Political Science, Public Policy, or related field. Advanced degree (JD, MPA, MPP, MPH) preferred.• Strong understanding of health care delivery, the federal trust relationship, and the legal, policy, and political frameworks impacting the Indian Health Service (IHS) and Tribal health systems.• Exceptional written and oral communication skills, including public speaking and speechwriting.• Demonstrated ability to lead and mentor staff, manage projects, and foster collaboration within a cross-functional policy team.• Ability to work independently and as part of a team in a fast-paced environment.• Flexibility to work extended hours, including evenings or weekends, as legislative priorities require.• Demonstrated expertise in the federal appropriations and budget process.• Deep knowledge of federal Indian policy; expertise in Indian health policy strongly preferred.• Proven track record in bipartisan engagement and coalition-building.


This position is based on a hybrid work arrangement, combining remote and on-site work, due to the collaborative nature of the role.

Responsibilities include monitoring Congressional committee activities, hearings, and federal legislative developments; identifying, tracking, and analyzing legislation and regulations affecting Tribal governments and organizations; researching federal health policy issues, including Medicare, Medicaid, behavioral health, and public health initiatives; and preparing white papers, memoranda, legislative summaries, reports, client alerts, and other written materials. The Advisor will also support attorneys and Tribal clients by providing strategic legislative and policy analysis and assisting with advocacy efforts before Congress and federal agencies. Candidates must be highly organized, able to manage multiple priorities in a fast-paced environment, and capable of working both independently and collaboratively. Experience in congressional affairs, government relations, legislative advocacy, health policy, or a related field is required. Experience working with Tribal governments, Tribal organizations, or national health policy organizations is preferred.
