— The Assembly of First Nations (AFN) and the National Congress of American Indians (NCAI) met today during the United Nations Permanent Forum on Indigenous Issues (UNPFII) to advance work on their renewed Declaration of Kinship and Cooperation (“the Declaration”), which was renewed and signed in a ceremony on March 24 of this year. The Declaration is a shared commitment to advancing the rights, well-being, and self-determination of First Peoples across the Canada–United States border.


Building on the momentum of the renewed Declaration, NCAI and AFN leaders met to advance collaboration and Indigenous-led solutions across key commitments. The meeting today focused on Indigenous free trade and border mobility, including the removal of tariffs on Indigenous trade, and the international trade of medicines, cultural, and traditional items related to Indigenous health. Today’s meeting reflects a continued focus on practical actions and collective leadership during a time of evolving political landscapes in both countries.

“Today’s meeting reflects the strength of our renewed kinship and our shared responsibility to act together on behalf of our Nations,” said NCAI President Mark Macarro. “Our Peoples have always maintained connections across these borders, and through this work with the Assembly of First Nations, we are advancing practical, Indigenous-led solutions that protect our rights, support our well-being, and strengthen the future for generations to come.”


“The First Peoples have always maintained relationships that exist and extend well beyond imposed borders,” said AFN National Chief Cindy Woodhouse Nepinak. “We are joining together to make tangible progress that supports our economies, ensures our people can move freely, and ensures our rights are upheld and respected. The theme of the 25th session of the UNPFII is 

“Ensuring Indigenous Peoples’ health, including in the context of conflict.”

 The AFN and NCAI recognize the importance of youth in all their work and were actively involved in today’s meeting, leading a session on Indigenous mental wellness, addictions and health.

“As young First Peoples of Canada, we are carrying both the impacts of intergenerational trauma and the strength of our Nations,” said Hanna Sewell, citizen of Batchewana First Nation and member of the AFN National Youth Council. “Our Nations are tackling mental wellness by grounding preventative solutions in our languages, revitalization of traditions, and connections to our sovereign territories. While the world is trying to adapt to the constantly changing geopolitics, young people across the globe are looking for a positive path forward that can benefit us all. We know the solutions that work. Cooperation across colonial borders allows us to share knowledge and build stronger, healthier futures for youth on both sides of the Medicine Line for seven generations to come.”

During the meeting, NCAI and AFN reaffirmed their commitment to deepening cooperation, strengthening advocacy at the international level, and advancing shared priorities through coordinated action. The NCAI and AFN will continue to meet regularly as affirmed in the Declaration. This work reflects a renewed and focused leadership approach rooted in unity, respect, and the enduring kinship among First Peoples.

The National Congress of American Indians (NCAI) honors former National Indian Gaming Commission (NIGC) Vice Chair Jeannie Hovland (Flandreau Santee Sioux Tribe) for her longstanding service to Tribal Nations and her broad contributions across Indian Country as she ends her federal service. Hovland has built a career grounded in public service, Tribal leadership, and a deep commitment to strengthening Native communities. At the NIGC — where she served in multiple leadership roles and as Vice Chair since January 17, 2021 — she has helped regulate and protect the integrity of more than 500 Tribal gaming facilities operated by over 245 Tribal Nations across 29 states.

Throughout her time in leadership, Hovland championed Tribal sovereignty, supported the long-term strength of Tribal gaming, and helped ensure that the industry continues to serve as an economic engine for Tribal Nations and their citizens. In recent years, her work has also included elevating awareness around urgent community safety issues, including efforts to combat human trafficking and other threats facing Tribal communities. The NIGC has specifically highlighted her advocacy for protecting Tribal sovereignty, developing the next generation of gaming leaders, and securing federal resources to address these issues.

“Jeannie has been a long-time friend and someone I have respected for many years,” said NCAI Executive Director Larry Wright, Jr. “Her work has never been limited to one lane. As Women’s History Month comes to a close, the National Congress of American Indians (NCAI) celebrates the achievements of Native women leaders of NCAI and across Indian Country. NCAI was established in response to federal termination and assimilation policies with a mission grounded in protecting treaty rights, defending Tribal sovereignty, and uniting Tribal Nations around shared priorities. In 1944, six women attended NCAI’s first convention, contributing to the organization’s formation and representing their Tribal Nations as they adopted resolutions that reflected this purpose.


“NCAI is strong because Native women continue to lead at every level of this organization,” said NCAI President Mark Macarro. “Every day, the Native women of NCAI demonstrate what leadership looks like in service to Indian Country. We proudly recognize the women whose voices are guiding critical conversations on sovereignty, governance, community well-being, and the future of our Nations. Their service reflects the strength, wisdom, and responsibility that Native women have always carried in Tribal leadership.”


From the very beginning of NCAI’s history, women have served critical roles in advancing that work. NCAI’s earliest leadership included Ruth Muskrat Bronson (Cherokee), who served as the organization’s first Executive Director, followed by other influential leaders including: Helen Peterson (Oglala Sioux), Suzan Shown Harjo (Cheyenne/Muscogee), A. Gay Kingman (Cheyenne River Sioux), Rachel Joseph (Lone Pine Paiute), JoAnn K. Chase (Mandan, Hidatsa and Arikara), and Jacqueline Johnson Pata (Tlingit). Women have also served across NCAI’s Executive Committee, including in NCAI’s highest elected office: Presidents Veronica L. Homer (Mohave), Susan Masten (Yurok), and Fawn Sharp (Quinault Indian Nation). These women, along with the countless others who have served in leadership positions with NCAI, have helped shape policy advocacy, elevate Tribal priorities on a national stage, strengthen organizational capacity, and move Indian Country forward across generations.


When asked about her experience, former NCAI President Susan Masten said, “It was an honor to be one of only three women to serve as President of NCAI, alongside Veronica Homer and Fawn Sharp. Native women bring strength, wisdom, and compassion to our Nations. Our leadership is rooted in culture and guided by our ancestors. During Women’s History Month, I honor the women who came before us and the young women who will carry our Nations forward.”

NCAI Honors the Women Who Have Helped Shape Indian Country and Strengthen Tribal Sovereignty

— The National Congress of American Indians (NCAI) and the Assembly of First Nations (AFN) today renewed their shared commitment to unity, cooperation, and mutual support through a Declaration of Kinship and Cooperation among the Indigenous Peoples and Nations of North America. The declaration was signed during the National Center for American Indian Enterprise Development’s Reservation Economic Summit (RES).

The declaration formalizes collaboration between NCAI and AFN to advance the well-being, rights, and priorities of American Indians, Alaska Natives, and First Nations on issues of shared international concern.

“Though borders were imposed upon our homelands, the relationships among our peoples never ceased,” said NCAI President Mark Macarro. “Trade did not end. Traditions endured. Our kinship has remained strong across generations. By renewing this declaration with the Assembly of First Nations, we reaffirm that our voices are strongest when we stand together in mutual respect, solidarity, and collective purpose.”

The renewed declaration reflects the enduring ties among Indigenous Nations across North America and strengthens collaboration on shared priorities, including international advocacy, sovereignty, and engagement with future generations of Indigenous leaders.

“With this agreement, we look forward to working alongside President Macarro today and the NCAI in unity, solidarity and friendship to realize the full potential our First Nations economy in North America,” said AFN National Chief Cindy Woodhouse Nepinak. “Despite the risks we face with Canada-US trade and the growth of extremism around the world, I am optimistic because First Nations on both sides of the Medicine Line are already making so much positive change. Unlike colonial governments, our leaders are showing it is still possible to tackle difficult cross-border discussions and shine a light on solutions. United, we can do anything we put our minds to.”

Leaders noted that RES provided an important space to publicly advance this renewed commitment. International convenings like RES create opportunities for Indigenous leaders to strengthen relationships, align priorities, and build momentum for cooperative action across Nations and across borders.

NCAI and AFN emphasized a shared belief that Indigenous youth must remain central to this work, ensuring that future generations inherit strong relationships, strong institutions, and strong pathways for collaboration.

The National Congress of American Indians (NCAI) is deeply troubled by these and other incidents and encourages Tribal citizens to ensure they are familiar with their rights both as citizens of their Tribal Nations and as citizens of the United States.

NCAI encourages all Tribal citizens to carry at least one form of legal identification (e.g., non-expired Tribal or state ID, passport, or birth certificate). It is particularly important to note that federal law enforcement may not be familiar with Tribal IDs. If an ICE agent does not accept your Tribal ID as identification, NARF recommends that you request to speak to their supervisor. Native Americans who believe their rights have been violated can call NARF at 303-447-8760.

NCAI Mourns the Passing of Alaska Congressman Don Young

The National Congress of American Indians (NCAI) celebrates President Biden signing the Violence Against Women Act (VAWA) into law yesterday, codifying the 

 that strengthen tribal sovereignty and safety in Indian Country. The reauthorization of VAWA, passed as part of the Omnibus Spending Package for Fiscal Year 2022, empowers Tribal Nations to exercise restored jurisdiction to prosecute non-Indian perpetrators of child violence, sexual violence, sex trafficking, stalking, crimes against tribal law enforcement and correctional officers, and obstruction of justice.

“The historic tribal provisions in this bill attest to years of powerful, collaborative efforts between survivors, tribal leaders, and allies across Indian Country,” said NCAI President Fawn Sharp. “We commend Congress’ momentous action to reauthorize the Violence Against Women Act and now, by exercising our inherent sovereignty and jurisdiction, Tribal Nations will continue to increase safety and justice for victims who had previously seen little of either.”

NCAI, which established the Task Force on Violence Against Women in 2003, has advocated alongside survivors, Tribal Nations, and domestic violence advocates to restore tribal jurisdiction and protect tribal communities from the highest crime victimization rates in the country. “This VAWA reauthorization goes beyond just restoring our inherent tribal jurisdiction to protect our communities, it creates another powerful tool to address the epidemic of Missing Murdered Indigenous Women across Indian Country,” said President Shannon Holsey, NCAI Treasurer and NCAI Task Force on Violence Against Women Co-Chair.

VAWA’s tribal provisions also create an Alaska pilot project, which allows a limited number of Alaska Native Villages to exercise Special Tribal Criminal Jurisdiction and civil jurisdiction over non-Indian perpetrators. Chief Mike Williams of the Akiak Native Community, who also serves as the NCAI Alaska Region Vice-President, said, “The Alaska pilot program and Alaska Native Village jurisdiction is pivotal to transforming the public safety crisis in Alaska. This reauthorization of VAWA empowers us to take the necessary steps to build healthier and safer tribal communities in Alaska and across Indian Country for generations to come.”

NCAI Applauds Historic Tribal Provisions as President Biden Signs VAWA into Law

Today, the U.S. Census Bureau released the national results of its Post Enumeration Survey (PES), which was conducted to assess the accuracy of the 2020 Census. The PES is used to determine estimates of undercounts and overcounts in the decennial census. Today’s results confirmed the analyses of many data experts that significant undercounts occurred in the 2020 Census for groups that are traditionally underrepresented in the census data. Most alarmingly, the 2020 Census results for American Indians and Alaska Natives (AI/ANs) living on reservation lands were estimated by the PES to be undercounted by 5.6%. In the 2010 Census, AI/ANs in reservation lands had the highest undercount of all groups at 4.9%. While the difference in undercounts between 2010 and 2020 is not statistically significant, this persistent undercount of AI/ANs living on reservation lands is unacceptable, given the importance of census data in determining federal, state, and local resource allocation, funding distributions, and policy decisions.

"These results confirm our worst fears that the 2020 Census results would significantly undercount AI/ANs on reservation lands as it did in 2010,” said President Fawn Sharp of the National Congress of American Indians. Every undercounted household and individual in our communities means lost funding and resources that are desperately needed to address the significant disparities we face."

Since 2019, the National Congress of American Indians (NCAI) wrote several letters and provided numerous comments to the U.S. Census Bureau with our concerns about the possibility of undercounts of AI/ANs in the 2020 Census due to a variety of factors, including the COVID-19 pandemic shutdowns, delays in census operations, the lack of broadband on tribal lands for the new internet response option, and the adverse impact of new privacy measures. While these letters were an attempt to motivate the U.S. Census Bureau to meet its federal responsibility for Tribal Nations and work to reduce these undercounts, the results today now confirm that our AI/AN reservation communities may be left behind in funding formulas and funding decisions.

"Federal agencies must consult on a government-to-government basis with AI/AN Tribal Nations to find solutions to ensure that these 2020 Census undercounts do not lead to continued underfunding of our communities,” said President Sharp. “Despite the challenges of the 2020 Census, AI/ANs living on reservation lands deserve to be counted and to receive their fair share of federal resources as a part of the federal trust responsibility. NCAI calls for immediate tribal consultation on these results and potential efforts to address and adjust for these undercounts in future census data products."

American Indians and Alaska Natives Living on Reservations Have the Highest 2020 Census Undercount

Today, the Biden Administration announced the nomination of Roselyn Tso (Navajo Nation) to serve as Director of the Indian Health Service (IHS). The National Congress of American Indians (NCAI) is pleased that the Biden-Harris Administration is taking steps to fill the IHS Director position, which is essential to fulfilling the federal government’s trust responsibility to Tribal Nations. We look forward to engaging with the candidate during the process and working with the Administration to ensure IHS is fully prepared to meet the needs of Indian Country.

A citizen of the Navajo Nation, Roselyn Tso is currently the Director of the Navajo Area of IHS, and previously held the position of Director of the Office of Direct Services and Contracting Tribes at IHS. Tso began working for IHS in 1984, and prior to working with the Navajo Area, she spent years working in the Portland Area, which included roles such as the Portland Area Planning and Statistical Officer, Equal Employment Officer, Special Assistant to the Area Director, and as Director of the Office of Tribal and Service Unit Operations. As Director for Tribal and Service Unit Operations, she was responsible for implementing the Indian Self-Determination and Education Act, working directly with tribes and direct service tribes.



Biden Administration Announces Nomination for Indian Health Service Director

—Today, the U.S. Supreme Court announced that it will hear a challenge to the Indian Child Welfare Act (ICWA), a 44-year-old law which has long been considered the gold standard in child welfare policy. The far-reaching consequences of this case will be felt for generations.

ICWA is widely supported by an impressive array of stakeholders within and outside of Indian Country. At the lower court, 486 Tribal Nations, 59 Native organizations, 31 child welfare orgs, 26 states + DC, and 77 members of Congress 

. These supporters recognize that ICWA is firmly in the best interests of Native children. In keeping them connected to their extended family and cultural identity, the 

 and include higher self-esteem and academic achievement. Further, they recognize that collaboration between sovereign Tribal Nations and state child welfare systems is effective and just governance.

ICWA supporters are immersed in the historical background and present-day application of this law, which cannot be said of the few opponents who wish to overturn the law. In a coordinated, well-financed, direct attack, Texas and other opponents aim to simultaneously exploit Native children and undermine tribal rights. Their goal, weakened protections for Native children, would be a certain outcome of dismantling ICWA, clearing the way for bad actors to grow their control of Native land, Native industry, and Native futures.

Our opponents do not represent the best interests of Native children, families, or peoples; in fact they seek to undermine them. ICWA is a cornerstone to our Tribal Nations, and the Protect ICWA campaign will continue to defend ICWA in the interest of Native children and the future of Tribal Nations.

U.S. Supreme Court Will Hear Challenge to ICWA

WASHINGTON, DC | Today, President Biden announced his nomination of Judge Ketanji Brown Jackson to fill the forthcoming vacancy on the U.S. Supreme Court when Justice Stephen Breyer retires at the end of the current term. If confirmed, she will become the first Black woman to serve on the highest court. “We, in Indian Country, know how important it is to have diverse perspectives and diverse voices on the bench – especially on the highest court in our country,” said National Congress of American Indians’ (NCAI) President Fawn Sharp. “We call on the U.S. Senate to fulfill its duties and hold hearings to consider the record of Judge Jackson.”

John Echohawk, Executive Director of the Native American Rights Fund, offered the following assessment, “We look forward to working with the National Congress of American Indians on Judge Jackson’s nomination.”

On Wednesday, February 2, 2022, the National Congress of American Indians (NCAI) Executive Committee held a special election and elected Stephen Roe Lewis, Governor of the Gila River Indian Community, to fill a vacancy for the position of Recording Secretary. NCAI’s Executive Committee is composed of four Administrative Board Officers, and Regional Vice-Presidents and Alternates from each of the 12 NCAI regions.

Recording Secretary Lewis, after being sworn in to serve his first term as an Administrative Board Officer, said he looked forward to his new role with NCAI.

National Congress of American Indians Elect Governor Stephen Roe Lewis as Recording Secretary in Special Election

WASHINGTON, DC | The National Congress of American Indians (NCAI) demands accountability for the harms caused by Native “themed” mascots and imagery as the National Football League’s (NFL) Washington, DC franchise revealed its new team name, the “Commanders.” The announcement by the Washington Commanders comes a year and a half after it retired the “R-word” name and mascot, a decision it reached following years of protest from Tribal Nations, leaders, and activists. However, following the announcement, the team released videos to promote its new identity which prominently displayed the offensive branding from its previous incarnation.

“Today, we are grateful for the end of a dark era, one in which the NFL and the Washington franchise commercially exploited and dehumanized Native people and culturally appropriated our most sacred practices.

Make no mistake, the deep wounds and harm caused by a near century of open and celebrated racism and bigotry remains. Roger Goodell and Dan Snyder have yet to take step one, as promised to the National Congress of American Indians, toward owning the genocidal history of the former name. They have shown a lack of accountability for the unspeakable harm to our citizens that they accepted, perpetuated, and profited from.

Without an apology, without any measure of accountability, and without fulfilling the honored commitments they made to Tribal Nations in 2020 to right this wrong, the NFL and Snyder are simply ‘Commanding’ a continued course of open, intentional and profit-driven racism and erasure.

Until the behavior of the NFL and the franchise owners change, the league will continue to endure racism scandals, civil rights lawsuits, activist protests, and public relations embarrassments. It’s time that both we and the public at large demand more. We have every intention to do our part and aggressively hold the NFL accountable for the harm caused. Much work remains. NCAI Demands Accountability from Washington Commanders, NFL on Native “Themed” Mascots

WASHINGTON, DC | Today, the U.S. Department of State announced National Congress of American Indians (NCAI) President Fawn Sharp has been credentialed as a delegate during the 26th United Nations Climate Change Conference of the Parties (COP26), becoming the first tribal leader elected exclusively by tribal citizens to receive diplomatic recognition from the United States.

"As I accept the honor of being the first tribal leader to receive full credentials as a delegate to the United Nations Conference of Parties, I do so with an incredible sense of optimism, because I know the invaluable contributions to the fight against Climate Change that Native Americans and our Indigenous relatives globally will make to turn the tide," said Sharp.

The international COP26 summit comes at a critical juncture where all nations and communities must find consensus to address one of the world’s climate crisis. Tribal Nations and Indigenous communities globally have a different and unique sense of land and place rooted in, and often dependent upon, their environment and local natural resources for cultural practices, traditions, community, food, economies, and ways of life. As a result, Tribal Nations and Indigenous populations possess longstanding traditional ecological knowledge and expertise in environmental sustainability that must be included in the international discourse on combatting climate change.

“It is impossible to confront the global existential crisis of climate change without the active leadership and engagement of the world's Indigenous peoples, and the Tribal Nations of the United States of America have an incomparable brain trust of leaders, scientists, and policymakers who are ready to lead that effort,” said Sharp. NCAI President Fawn Sharp Receives Diplomatic Recognition from United States at COP26

On Thursday, October 14, 2021, the National Congress of American Indians (NCAI) swore in the newly elected 2021-2023 NCAI Executive Committee at the “Building Together” 78th Annual Convention. The Executive Committee is comprised of four Executive Board Officers and Regional Vice-Presidents and Alternates from each of the 12 NCAI regions.

Quinault Vice President Fawn Sharp, who was elected to her second term as President of NCAI by acclamation, expressed a message of unity and healing on the horizon for Indian Country.

"I am honored and humbled beyond words by the faith entrusted in me by Tribal leaders, elders, and youth from every section of the country and from every imaginable indigenous background,” said Sharp. “We have been through so much the last few years, and the challenges on the horizon seem even greater, but we are the generation of leaders our ancestors were waiting for. Thanks to the infinite grace and mercy of our Creator, I believe that together we will make the coming years an era of reconciliation, restoration, and healing for indigenous peoples here and around the world."

President Sharp is joined by newly elected NCAI First Vice President Mark Macarro, who also serves as the Chairman of the Pechanga Band of Luiseno Indians.

Sault Ste. Marie Tribe of Chippewa Indians Chairperson Aaron Payment and Stockbridge-Munsee Band of Mohican Indians President Shannon Holsey were elected by acclamation to the positions of NCAI Recording Secretary and NCAI Treasurer, respectively.

National Congress of American Indians Elects 2021-2023 Executive Committee at 78th Annual Convention

(Portland, Ore., October 12, 2021)—On Friday, 180 tribal nations and 35 Native organizations, 25 states and the District of Columbia, and Casey Family Programs and 10 child welfare and adoption organizations filed briefs to protect the Indian Child Welfare Act (ICWA) before the United States Supreme Court. These three amicus briefs were filed in support of the United States and tribal intervenors’ petitions asking the United States Supreme Court to review the Fifth Circuit Court of Appeals’ decision in 

, a case challenging the constitutionality of ICWA.

The briefs provide important context for the Court’s decision, expected by early to mid-January, about whether to review the lower court’s ruling. The 

 focuses on the Indian child welfare crisis that led Congress to enact ICWA. The 

 describes how ICWA has become a critical tool for protecting Indian children and fostering state-tribal collaboration. And the 

 highlights how ICWA exemplifies child welfare best practices and leads to better outcomes for Indian children.

The Protect ICWA Campaign advocates to uphold ICWA and its critical protections for Indian children and families who are in state court child custody proceedings. For more than 40 years, ICWA has helped tens of thousands of Indian children and families by supporting the role of tribal governments in determining the best interests of Indian children and keeping Indian children connected to their family, community, and culture whenever possible.

The National Congress of American Indians (NCAI) and the Native American Rights Fund (NARF) congratulate Lauren J. King, a citizen of the Muscogee Nation, on her confirmation as a federal judge in the U.S. District Court of Washington, Western District. She joins the federal bench as only the third active Native American federal district court judge in the United States, the fifth in the history of the federal judiciary, and the first Native American federal judge in the state of Washington.

The Honorable Lauren King is well qualified for her new role. She previously served as a judge for the Northwest Intertribal Court System and currently serves on the board of the Northwest Tribal Court Judges Association. She chaired Foster Garvey P.C.’s Native American Law Practice Group and has been consistently recognized for her work in litigation matters and Native American law. She has previously served as Chair of the Washington State Bar Association Indian Law Section Board and as an adjunct professor of Federal Indian Law at Seattle University School of Law.

Joint Statement: NCAI and NARF Congratulate Lauren King on Confirmation to the U.S. District Court

The National Congress of American Indians (NCAI) and the National Indigenous Women's Resource Center (NIWRC) are encouraged by the bipartisan calls to modernize, reauthorize, and strengthen the Violence Against Women Act (VAWA) made during the U.S. Senate Committee on the Judiciary’s hearing yesterday.

A key component of VAWA reauthorization must be reaffirming Tribal Nations’ jurisdiction to prosecute non-Indians who commit crimes of sexual violence, child abuse, elder abuse, stalking, sex trafficking, and assaults against law enforcement officers in Indian Country. Since VAWA’s reauthorization in 2013, 

Tribal Nations have successfully prosecuted non-Indian perpetrators

 in Indian Country, making their communities safer for American Indian and Alaska Native women, as well as the non-Indians who live among and with them.

However, Tribal Nations have identified jurisdictional gaps, which continue to leave many Native victims of violence vulnerable and without access to justice. To truly modernize and strengthen VAWA, we must build on the success of the 2013 VAWA tribal provisions by closing these gaps and increasing resources available to Tribal Nations to protect their communities.

We thank members of the Committee who shared their experiences listening to domestic violence survivors and victim service providers and called for VAWA legislation that would protect all victims including those that are citizens of Tribal Nations. Senators, from both sides of the aisle, called for child predators to be brought to justice and spoke at length about how child abuse victims must receive much needed support. We agree, as true justice will not be achieved until tribal criminal jurisdiction over anyone who abuses an Indian child on tribal lands is fully restored.

VAWA reauthorization must also include additional resources and reimbursements for Tribal Nations. As U.S. Deputy Attorney General Monaco shared, “demand is outpacing supply” when we look at domestic violence resources and services. Today, the high demand for resources, services, and justice can be found all across Indian Country.

In March 2021, the House of Representatives passed 

, a bipartisan VAWA reauthorization bill with strong tribal provisions that builds on the restoration of tribal criminal jurisdiction, which began in VAWA 2013. The Senate must do the same and act quickly to support victims and survivors across the country.

NCAI and NIWRC call on the Senate to ensure that VAWA is modernized, reauthorized, and strengthened by reaffirming tribal jurisdiction and increasing resources for Indian Country, in 2021. Every day a bipartisan VAWA bill is not passed is another day that our women and children remain vulnerable in their own homes. The time to act is now. We cannot afford to wait.

National Day of Remembrance for Indian Boarding Schools

, federal, congressional, and community partners took action toward truth and reconciliation for Indian Boarding Schools. On this Day of Remembrance, the National Congress of American Indians (NCAI) solemnly acknowledged the occasion and was heartened by these actions.

“Today we join our relatives in Canada to recognize September 30, 2021, as a National Day of Remembrance for Indian Boarding Schools, and reaffirm our commitment to truth and reconciliation for Tribal Nations,” said NCAI President Fawn Sharp. “We, along with the National Native American Boarding School Healing Coalition and our brothers and sisters across the continent, pay homage to our elders and the losses they were forced to endure. We mourn for our communities, our cultures and languages, and the innocence that was stolen. NCAI will continue to work to ensure that none of our American Indian and Alaska Native children are ever forgotten and to ensure the wrongs imposed upon both past and present generations will never be repeated.”

Today, in one of several actions taken on to reconcile with the legacy of federal boarding schools, the U.S. Department of the Interior (DOI) released a 

 announcing three tribal consultations on the implementation of the Federal Indian Boarding School Initiative. The Initiative will culminate in a report due to the Secretary of the Interior by April 1, 2022. In June, Secretary Deb Haaland announced the Department of the Interior’s Federal Boarding School Initiative to review the legacy of federal boarding school policies on American Indian and Alaska Native (AI/AN) communities at the NCAI 2021 Mid-Year Conference.

NCAI applauds this historic first step from DOI and 

 to take further action and conduct an official Congressional Truth and Healing Commission on Indian Boarding School Policies.

In this vein, Senator Elizabeth Warren, alongside Representatives Sharice Davids and Tom Cole, introduced mirror, 

 to establish a commission to investigate Indian Boarding School policies and practices, protect unmarked graves, support repatriation, and stop modern-day assimilation practices.

“The Truth and Healing Commission on Indian Boarding School Policies in the United States Act would provide an important avenue for an investigation about the losses that occurred through the Indian Boarding School Policies and the lasting consequences of the violence of this attempted genocide,” said Juana Majel Dixon, NCAI Board Secretary and Traditional Councilwoman of the Pauma Band of Mission Indians. “Only through a formal investigation which includes meaningful consultation with Tribal Nations and significant input from survivors and their descendants, can the U.S. begin to reconcile with the past and can tribal communities begin to move toward healing from the egregious abuses which occurred.”

Additionally, Senator Lisa Murkowski introduced a 

 to officially designate September 30, 2021, as a National Day of Remembrance for U.S. Indian Boarding Schools to recognize, honor, and support the lost children, survivors, and their families. In her remarks on the Senate floor, Senator Murkowski acknowledged the lasting impact of federal boarding school policies on AI/AN communities.

“Our Nation’s history and the treatment of Native American people is not an easy one to tell, it's not easy to hear, or to acknowledge, but our discomfort in sharing painful collective history probably pales in comparison to the lived experience and the realities that so many Native people continue to face today… The impact of these actions authorized by our government upon Native American people and cultures is something that we never can truly make whole. In many respects, Native cultures were gutted by the impact and loss of Native children, and that is something that we as American people need to acknowledge, learn from, and reckon with in order to support Indian self-determination and healing.”

, which includes $3.5 trillion in budget reconciliation instructions. The spending enacted under budget reconciliation rules allow for passage by a simple majority in both the House and Senate.

The budget resolution and reconciliation instructions show promise for additional historic investments and budgetary improvements for Indian Country including advance appropriations for certain Indian Health Service (IHS) accounts. Negotiations on the reconciliation spending are currently underway, with Committees starting their markups next week.

What is the Budget Resolution and Budget Reconciliation?


The budget resolution sets recommended spending levels for Fiscal Years (FY) 2022-2031. The resolution also includes reconciliation instructions for additional spending. Reconciliation instructions provide directives to Congressional Committees to send legislative text that fits within the instructions, in order to “reconcile” the additional spending.

This resolution includes instructions for 12 Committees in the Senate and 13 Committees in the House, including $20.5 billion for the Senate Committee on Indian Affairs and $25.6 billion for the House Committee on Natural Resources. The vast majority of the spending will occur across the additional Committees within the instructions, and tribal spending could be included in any of the assigned Committees. This means that Tribal Nations and advocates should consider reaching out to any of the assigned Committees to ensure that Indian Country funding is included.



What is the Timing and the Process for Advocacy?


The deadline for Committees to submit spending legislation is 

, with many Committees looking to move faster. For example, the House Committee on Natural Resources will be holding its mark-up on 

. It is important to contact members of Congress on the Committees and professional staff on the Committees now. Each member of Congress has influence within and outside their Committee assignments, and your representative could advance your priorities among their colleagues.

Once reconciliation text is introduced and passed through each Committee, the bill must pass in the House and Senate with a simple majority vote then head to the President for signature.



Congress Adopts Budget Resolution Outlining $3.5 Trillion in Reconciliation Spending; Tribal Nation Advocacy Needed

NCAI Supports the Nomination of Charles Sams III as Director of National Park Service



On August 18, 2021, the White House announced its intention to nominate Charles “Chuck” Sams III, a citizen of the Confederated Tribes of Umatilla with 25 years of experience in tribal and state conservation and land management, as Director of the National Park Service. The National Congress of American Indians (NCAI) recognizes Sams as a uniquely qualified candidate, and supports his nomination as it moves to the U.S. Senate for consideration.

“Chuck Sams knows the importance of protecting our precious natural resources, wildlife, and habitats while balancing the challenges of welcoming millions of visitors per year to our pristine National Parks,” said NCAI President Fawn Sharp. “As the Park Service’s first Native American director, Chuck is well-positioned to balance recreational uses and stewardship with our Tribal Nations’ needs to maintain our traditional and ancestral ties to these lands.”

Writers and historians have called our National Parks “America’s best idea,” saying their values of conservation, environmental stewardship and historic preservation “reflect us at our best rather than our worst.” Likewise, the nomination of Sams as the first Native American to lead the National Park Service and its first permanent director in more than four years is another excellent idea.

U.S. Census Bureau releases 2020 Census Redistricting Data and a First Look at AI/AN Population Data

The U.S. Census Bureau held a news conference on August 12, 2021 on their release of the 2020 Census P.L. 94-171 Redistricting Data File. This is the second major data product from the 2020 Census after the release of apportionment data in April 2021. This data release begins the official redistricting process at the state and local levels and the data is available in the “legacy format,” which requires special methods to analyze. By September 30, 2021, the data will be released to the public in easier to use formats.

States primarily use the P.L. 94-171 Redistricting Data File to draw new congressional, state, and local districts that will influence representation, voting, and the allocation of new resources to communities. The National Congress of American Indians (NCAI) is a part of the Coalition Hub Advancing Redistricting and Grassroots Engagement (C.H.A.R.G.E.) initiative, and our civic engagement team is conducting trainings for tribal communities to encourage their participation in state and local redistricting efforts. Local advocates can define local communities of interest, testify at local hearings on redistricting, and talk about the importance of fair elections, accurate redistricting, and the need for all communities to get the representation and resources they deserve.

We also are excited that the official redistricting season can now begin with today’s release of the redistricting data. We are encouraging all Tribal Nations to participate in their local and state redistricting efforts to ensure that Tribal Nations are fairly represented and have access to the resources they need and deserve.” 

The U.S. Census Bureau also released results from the 2020 Census on population changes, race and ethnicity counts, and results from new diversity measures. The 2020 Census count was impacted by COVID-19, shutdowns and closures preventing in-person enumeration, and lack of access to online response in some rural and remote communities. The new privacy measures may cause problems with the quality and usability of census data especially in small, rural, and remote populations. However, the results show the growing diversity of the U.S. population, which creates more opportunities for all to learn about the rich diversity of Tribal Nations.

The U.S. Census Bureau announced that the total American Indian and Alaska Native (AI/AN) alone and in combination population increased from 5.2 million in 2010 to 9.7 million in 2020, which is an 86.5% increase. AI/ANs now represent 2.9% of the U.S. population.

“Today, we are pleased that the 2020 Census data show the increase in diversity in the United States, and a large increase in the AI/AN population,

 said Dante Desiderio, NCAI Chief Executive Officer. 

American Indians and Alaska Natives are a fundamental part of American history, and we hope these data inform efforts to ensure that our schools teach more American Indian and Alaska Native history in their courses about American history. Tribal Nations make significant contributions to the local, state, and regional economies and have a rich and vibrant culture that contributes positively to the past and current history of the United States.”

NCAI is now analyzing the data from the P.L. 94-171 Redistricting Data File to determine counts for the AI/AN population and tribal lands (geographies) and to assess the quality and usability of the data, especially for small, rural, and remote populations and Tribal Nations. The 2020 Census data will be important for Tribal Nations in the redistricting process, federal funding formulas, local tribal governance, and AI/AN research. NCAI will post updates on its Policy Research Center website in the coming weeks.

NCAI Congratulates Bryan Newland on Confirmation as Assistant Secretary-Indian Affairs

WASHINGTON, DC | The National Congress of American Indians (NCAI) commends today’s announcement by the Major League Baseball (MLB) franchise in Cleveland of its new team name and mascot, the “Guardians.” The announcement by the Cleveland Guardians comes seven months after its decision to retire its long-used “Indians” name and mascot, a decision it reached following an extensive process to engage with and learn from tribal leaders, leading scholars, local and national Native organizations, and community stakeholders.

“With today’s announcement, the Cleveland baseball team has taken another important step forward in healing the harms its former mascot long caused Native people, in particular Native youth,” said NCAI President Fawn Sharp. “We call on the other professional sports teams and thousands of schools across the country that still cling to their antiquated Native ‘themed’ mascots to immediately follow suit. NCAI also looks forward to continuing its work with the Cleveland Guardians to help grow the national movement of respect for Tribal Nations, cultures, and communities, a movement that values, teaches, and validates who Native people are today, what makes us unique, the many important contributions we make to this country, and our rightful place in the diverse mosaic that is America.”

NCAI Commends Announcement by Major League Baseball’s Cleveland Franchise of Its New Name “Guardians”

Statement from National Congress of American Indians (NCAI) President Fawn Sharp:

“On the one year anniversary of the Washington Football Team’s retirement of their racist mascot, we take a moment to recognize the grit and dedication of Tribal Nations, tribal leaders, citizens, advocates and allies who tirelessly helped in the mission to educate Americans on the immense harms Native-themed mascots and team names cause Native people.

Last year sparked a wave of momentum and in 2020 alone, a total of 70 schools voted to retire or alter their Native-themed mascots, with more than 30 schools following suit in 2021 thus far. On the state level, several states have fully or partially banned Native-themed or race-based mascots – including in my home state of Washington. This growing movement shows no signs of slowing down.

True respect for Native people and other people of color requires our country to rid itself of the symbols of racism and intolerance that have far too long been embedded in popular culture and which have marginalized and dehumanized us. These symbols and names have no place in American society, and our work is not yet done.

NCAI will not rest until all offensive Native-themed mascots and associated imagery are removed from popular culture and we call upon our partners and allies across the nation to join us in our resolve to push this positive momentum forward.”

In May 2020, the National Congress of American Indians (NCAI) launched a 

 that tracks the more than two dozen different Native “themed” school mascots in use by K-12 public schools across the country and continues to actively engage and educate those schools deliberating the retirement of their mascots.
