The National Congress of American Indians (NCAI) strongly opposes the use of the Congressional Review Act (CRA) to disapprove the 2025 Monument Management Plan for the Grand Staircase-Escalante National Monument. NCAI urges Congress to vote "no" on H.J. Res. 151 and S.J. Res. 109, which would overturn the Grand Staircase-Escalante Resource Management Plan and eliminate critical protections for Tribal Nations’ cultural resources, sacred places, and ancestral homelands.

“The Grand Staircase-Escalante landscape is inseparable from the histories, cultures, and lifeways of the Tribal Nations who have inhabited this land since time immemorial,” said NCAI President Mark Macarro. “This plan was developed through years of public input, scientific research, and meaningful Tribal consultation. Overturning it through the Congressional Review Act would disregard Tribal engagement, weaken protections for sacred places, and create unnecessary uncertainty for Tribal Nations and surrounding communities.”

Grand Staircase-Escalante National Monument, first designated in 1996, protects nearly 1.9 million acres in southern Utah. The landscape includes places of immense religious, spiritual, historic, and cultural significance, including ancestral footprints, petroglyphs, springs, plants, animals, and other resources central to Tribal Nations’ ways of life.

The 2025 Monument Management Plan includes important resource management directives that support the protection of Tribal cultural resources and sacred places, including the consideration of Indigenous Knowledge. NCAI is deeply concerned that the legislation now before Congress would eliminate these protections without the same level of consultation and engagement that shaped the plan.

Federal planning documents such as the Grand Staircase-Escalante Resource Management Plan provide transparency, trust, and informed decision-making for Tribal Nations with sovereign interests in protecting irreplaceable cultural landscapes. NCAI strongly opposes the continued misuse of the CRA to undo years of Tribal engagement and federal planning processes.

Using the CRA to overturn resource management plans also sets a dangerous precedent. Until recently, resource management plans had not been treated as rules subject to CRA review. This approach creates legal uncertainty, undermines informed land-use decisions, and places ancestral lands, cultural sites, and sacred resources at greater risk of looting, vandalism, and degradation.

NCAI Statement Opposing Congressional Review Act Efforts to Overturn the Grand Staircase-Escalante National Monument Management Plan

 — As the National Congress of American Indians (NCAI), Tribal Nations, and advocates observe Missing and Murdered Indigenous Women and Relatives (MMIWR) Awareness Day, we are reminded that this crisis is not abstract — it is personal. Behind every recommendation are families still searching for answers and communities working to keep their people safe.

The work to prevent tragedy and keep our women, children, and relatives safe is further strengthened by the leadership of the NCAI Violence Against Women (VAW) Task Force, which has consistently elevated the priorities of Tribal Nations in addressing violence against Native women and communities. The Task Force has played a critical role in ensuring that federal policies are informed by those closest to the issue and grounded in the realities facing Tribal communities. Their work reinforces a fundamental truth: Effective solutions must be shaped and led by the voices of victims, survivors, and families.

NCAI underscores the critical importance of the Not Invisible Act Commission (The Commission), the Not One More: Findings & Recommendations of the Not Invisible Act Commission (Not One More Report), and the response reports from the Department of Justice (DOJ), the Department of the Interior (DOI), and the Department of Health and Human Services (DHHS) as foundational efforts to address the ongoing crisis of Missing and Murdered Indigenous People (MMIP).

The work of The Commission reflects the voices of Tribal leaders, survivors, and families who have long called for action — not more studies, but real solutions. Together, they provide a roadmap to improve coordination, strengthen data systems, enhance victim services, and respect Tribal sovereignty in protecting our communities.

Shannon Holsey, NCAI VAW Task Force Co-Chair and President of the Stockbridge-Munsee Band of Mohican Indians, expressed her thoughts on the importance of this day of observance: “Today is a powerful reaffirmation of why the Violence Against Women Task Force exists — to center the voices of Native women, survivors, Tribal leaders, and advocates, and to ensure that safety for our women and families remains a national priority grounded in Tribal sovereignty. The Task Force’s work, including the recommendations advanced through the Not Invisible Act, reflects years of Tribal expertise, lived experience, and survivor‑led advocacy.”

She added, “These recommendations were not meant to sit on a shelf. They require full implementation, sustained coordination across federal agencies, and accountability at every level of government. The federal government has a responsibility to follow through — to move beyond acknowledgment and toward action — so that the commitments made to protect Native women and communities result in measurable, lasting change.”

Last year, the DOJ removed the “Not One More Report” from the DOJ website, eliminating access to this critical resource. Public access to these materials is essential. When they are removed or made difficult to find on government websites, it creates real barriers for those working on the ground to implement solutions and to hold the government accountable. This action raises serious concerns about transparency and signals a step backward at a time when sustained commitment is needed most. For Tribal Nations, this kind of erasure cuts deeper as it risks undermining the trust built through consultation and shared work.

Carmen O’Leary, NCAI VAW Task Force Co-Chair and Director of the Native Women’s Society of the Great Plains, stated, “The efforts to bring about the Not One More Report were time- and resource-consuming. Choosing commissioners was thoughtful work and brought together a group that included multiple disciplines and many Tribal Nations. The report analyzed the emotional accounts of many to identify the gaps in policy, law, and procedures that have led to the deaths and injustices suffered in Indian Country and beyond. Ignoring the final product of this work enables the injustices to continue and wastes the precious time and resources expended to shape the recommendations, to resolve problems, and create safety.”

#SEA-25-081: Supporting a Whole-of-Government Implementation of the “Not One More” / Not Invisible Act Commission Recommendations to Address Missing & Murdered Indigenous Peoples and Human Trafficking

 — adopted by the NCAI General Assembly at its 82nd Annual Convention — Tribal Nations expressed their unified voice: The federal government must restore these resources and fully implement the recommendations. This is not just a policy request; it is a call to honor the time, testimony, and lived experiences that shaped these efforts. When the voices of victims, survivors, and families are centered, the path forward becomes clearer, more effective, and more just.

Not One More Report and related responses

 from DOJ, DOI, and DHHS publicly available to ensure Tribal leaders, families, and advocates can continue to access these tools, push for progress, and hold the federal government accountable. This is the first time in over a year that these three documents have been presented together on a publicly accessible website.

NCAI calls for the immediate restoration and preservation of these resources on federal platforms as well as full implementation of the recommendations by Congress, the President, and all relevant federal agencies. Ensuring continued access and implementation is one step toward honoring survivors, supporting families, and making meaningful progress toward ending the MMIPR crisis. The work has already been outlined. What is needed now is follow-through.

The Commission identified gaps in law, policy, and practice that have allowed violence against Alaska Native and American Indian women and girls to go unaddressed for far too long. May 5th, the National Day of Awareness for Missing and Murdered Indigenous Women and Relatives, is a reminder that those recommendations are not suggestions. They are the pathway to safety. The recommendations exist. The path is clear. Our communities have waited long enough. It is time to act.”

NCAI and VAW Task Force Co-Chairs Commemorate Missing and Murdered Indigenous Women and Relatives Awareness Day

 — The National Congress of American Indians was honored to be represented by NCAI President Mark Macarro and Executive Director Larry Wright, Jr., during events held in conjunction with His Majesty King Charles III’s visit to Washington, D.C., including the Garden Party hosted at the British Ambassador’s residence. Guests included Yvette Cooper, Secretary of State for Foreign, Commonwealth and Development Affairs; Speaker of the United States House of Representatives Mike Johnson; former Speaker of the House Nancy Pelosi and her husband Paul; and Holly Cook Macarro, wife of NCAI President Macarro. In addition to the Garden Party, President Macarro was a special guest of King Charles III at the joint meeting of Congress, along with other dignitaries and leaders of causes important to His Majesty.

Their participation reflects the importance of ensuring Tribal Nations and Indigenous Peoples are visible and included in diplomatic, governmental, and international spaces where relationships are strengthened, histories are acknowledged — including difficult histories — and shared futures are discussed. NCAI’s inclusion in these events was meaningful and emblematic of a broader acknowledgment of the sovereign status of Tribal Nations and the importance of Indigenous representation in diplomatic spaces.

NCAI’s presence at these events underscores a fundamental truth: Tribal Nations are sovereign governments with enduring political, cultural, and diplomatic relationships that long predate the formation of the United States and continue to shape the world today. As heads of sovereigns, Tribal Leaders must be included in conversations with other Heads of State and Government to ensure our interests and rights are being preserved, protected, and enhanced.

“It was an honor to meet His Majesty King Charles III during his visit to Washington, D.C., and to attend the Garden Party at the British Ambassador’s residence alongside NCAI Executive Director Larry Wright, Jr.,” said NCAI President Mark Macarro. “We were also deeply honored to be among those invited to attend the King’s historic address before Congress. Today’s decision cruelly undercuts the Voting Rights Act, the foundational tool for Native voters and other voters of color to protect themselves from racial discrimination when voting, including in redistricting. This decision mocks our shared democratic principles and will have a direct impact on people’s lives. When a Tribal Nation or Native American community’s political voice is diluted, so is its ability to secure good schools, adequate infrastructure, health care access, environmental protections, and economic opportunity. Taking away voting protections, like what happened with today’s decision, makes it harder and at times impossible for Native voters to elect representatives who will respond to their needs.

Native American communities and other voters of color continue to face 

unique and unreasonable obstacles to voting and having their votes count

. This ruling denies the reality that racial discrimination is prevalent and ongoing, but it does not change the fact it is. Indeed, the Native American Rights Fund (NARF) has never lost on the merits of any redistricting lawsuit it has brought on behalf of Native people and Tribes. In just the last five years NARF and our partners have successfully brought cases in 

. Across this nation, the Voting Rights Act once stood as an important deterrent to those who would undermine the fundamental rights of Native voters, but today’s decision will embolden racial discrimination against Native voters and other voters of color.

Every voter’s voice should count. Over the more-than-fifty years since our foundings, we at the Native American Rights Fund and the National Congress of American Indians have — over and over again — joined organizers and advocates across the country to repel attacks on voting rights. In fact, every major civil rights victory in our history has grown out of a moment such as this one. "Today's Supreme Court decision on affirmative action is exceptionally disappointing and fails to take into account the realities centuries of destructive policies can have on a population. By encouraging Native students to repress their culture and assimilate to Western ways of knowing, the Federal government’s educational policy fostered a spirit of alienation amongst Native youth that has carried across generations and stifled academic achievement--particularly with respect to postsecondary institutions. While everyone deserves to be considered on their merits, it does more harm than good to ignore the fact that Native people were subject to genocide, colonization, and assimilation. Only when these realities are confronted head-on will meaningful progress be made, which is why the National Congress of American Indians will continue to fight to bring visibility to these issues and look for solutions to ensure future generations have access to the education so many of our past generations did not."



The National Congress of American Indians Responds to U.S. Supreme Court’s Rejection of Affirmative Action

Today, Department of the Interior Secretary Deb Haaland formally 

 the development of the Federal Indian Boarding School Initiative during her remarks at the National Congress of American Indians (NCAI) 2021 Mid Year Conference. The announcement comes one month after the discovery of the remains of 215 children at the Kamloops Indian Residential School in Canada, which prompted NCAI to 

 the need for a formal Commission to study the impacts of the federal Indian Boarding School Policy in the United States.

“The National Congress of American Indians commends the Department of Interior for taking the essential first step of providing an official account of the atrocities that Native children experienced during the boarding school era. By documenting who, what, when and where these egregious abuses occurred, Native families may not be able to fully heal, but they may be able to begin to reconcile with the past. Many mothers, fathers, siblings, and children of boarding school victims and survivors have walked on without ever knowing the full extent of what happened to their loved ones. But knowledge is power. By learning the truth, we can finally begin reconciling the past and healing for the future.”

NCAI President Sharp Addresses Today’s Announcement of the Federal Indian Boarding School Initiative

       WASHINGTON D.C.—On June 22, 2023, the United States Supreme Court refused to hold the United States accountable for water rights it holds in trust for the Navajo Nation. The Court’s decision in Arizona v. Navajo Nation held that the United States did not have an affirmative treaty or trust obligation to identify and account for Navajo Nation water rights in the Colorado River. While the Court agreed Tribal Nations indeed have water rights under the Winters doctrine, the Court nevertheless concluded there was no obligation to take steps to secure, or even identify, the water needed for the reservation. Winters rights, confirmed in the Winters case, are water rights tribal nations have to ensure their reservations are livable and productive.

       “The U.S. government excluded Navajo tribal citizens from receiving a share of water when the original apportioning occurred and today’s Supreme Court decision for Arizona v. Navajo Nation condoned this lack of accountability,” said Native American Rights Fund (NARF) 

. “Despite today’s ruling, Tribal Nations will continue to assert their water rights and NARF remains committed to that fight.”

       Thirty-seven tribal governments, the National Congress of American Indians (NCAI), the Affiliated Tribes of Northwest Indians, and the San Luis Rey Indian Water Authority filed an 

 in support of the Navajo Nation in February 2023. The brief urged the Court to respect the Winters water rights doctrine and enforce the trust relationship under which the United States has an obligation to assure water for the Navajo Reservation.


       "Water is necessary for all life, and when our ancestors negotiated agreements with the United States to secure our lands and our protection, water was understood and still is understood to be inseparable from the land and from our peoples Today, the Supreme Court has once again assisted in the United States' centuries-long attempts to try to get out of the promises they have made to Tribal Nations by stating that treaties only secure access to water, but do not require the United States to take any steps to protect or provide that water to our people. While this decision is a setback, through unity and vigilant advocacy, will continue to defend our sovereignty and preserve our cultures and ways of life,” said

Joint Statement: U.S. Supreme Court decision leaves Navajo Nation still battling for water rights in Arizona v. Navajo Nation

We are overcome with joy that the Supreme Court has upheld the Indian Child Welfare Act (ICWA), which is widely regarded as the 

 of child welfare. To fully understand the implications of this decision, we are conducting a thorough legal review and will provide in-depth analysis this afternoon.

One thing is certain: ICWA is crucial for the safety and well-being of Native children and families and the future of Native peoples and Tribal Nations. The positive impact of today’s decision will be felt across generations.




The Protect ICWA Campaign (the Campaign) was established by four national Native organizations: the

. Together, the Campaign works to serve and support Native children, youth, and families through upholding the Indian Child Welfare Act. The Campaign works to inform policy, legal, and communications strategies with the mission to uphold and protect ICWA.

Protect ICWA Campaign Initial Statement on Brackeen Supreme Court Decision

 is a massive victory for Native children, Native families, and the future of Native peoples. The Court’s decision affirmed that the Indian Child Welfare Act (ICWA) is constitutional, puts the best interests of Native kids first, and is grounded in tribal sovereignty. This ruling respects the work that Tribal Nations have done for millennia to ensure Native kids stay connected to their families, communities, and cultures whenever possible.

Not only will this ruling allow Indian Country to continue to advocate for the best interests of Native children, but it also reaffirms what we have said and known all along: Tribal Nations are sovereign nations. Similar to states or foreign countries, Tribal Nations have the inherent powers of self-government and have the right to provide for the social, economic, safety, and cultural needs of their citizens.

For too long, ICWA’s opponents have used cases like Haaland v. Brackeen to try to undermine tribal sovereignty. Today, the Justices have sent a clear message that these biased, ahistorical attacks have no legal foundation and will not be tolerated. We hope this decision will lay to rest the political attacks, but let this case show that Indian Country and its many bipartisan allies are united in defense of Native children and of tribal sovereignty.

Today’s ruling is a ringing endorsement of the protections that ICWA requires. The ruling reinforces that ICWA is binding federal law. The court’s opinion adds momentum to collective efforts to increase ICWA compliance, enact state-based ICWA laws that build on ICWA’s strong foundation, and continue to support tribal child welfare and justice systems.

Indian Country stands together in joy with the countless allies who have supported us throughout this case.

Statement from NCAI President Fawn Sharp on the Passing of Head Councilman Joe Garcia

On April 17, 2023, the South Dakota Board of Education Standards, in a 5-2 decision, voted to adopt new Social Studies standards. After a two-year transition period, the standards will be taught state-wide in the fall of 2025. The National Congress of American Indians (NCAI) and the National Indian Education Association (NIEA) stand in solidarity with the South Dakota Education Equity Coalition (SDEEC) and the nine Tribal Nations of South Dakota in opposition of the revisions to the K-12 Social Studies Standards.

NIEA Executive Director Diana Cournoyer commented, “It is disappointing that South Dakota has rejected calls from Tribal Nations to engage in meaningful consultation and collaboration on standards that are important not just for Native students, but all students in the state. Tribal Nations have been vocal in their opposition to the proposed standards and have provided solutions to address state education leader’s concerns. Ensuring Native history and culture is accurately represented in South Dakota’s newly adopted standards will be difficult without consultation and collaboration with Tribal Nations. Despite these setbacks, we know our communities will continue to advance their educational goals and support the teaching of a full and accurate history of tribal communities in and around South Dakota. We hope South Dakota will learn from other states, like North Dakota, which recently passed Senate Bill 2304, ensuring Native history is taught as a requirement for high school graduation.”

NCAI President Fawn Sharp responded to the adoption of the standards, saying, “The state of South Dakota failed to adequately consult Tribal Nations before adopting standards that will not only greatly impact all Native children, but also affect how Native people are understood across the entire state. Now, not only will Native children be robbed of educational opportunities to learn about their history and heritage, but this week’s decision by the South Dakota Board of Education continues centuries of trying to erase Native people from history and make us invisible—but we are here, we are resilient, and we won’t rest until we ensure equitable and respectful treatment of all our peoples and all of our histories.”

Numerous South Dakota Educational Organizations, including SDEEC and the South Dakota Great Plains Tribal Education Directors called upon the South Dakota Department of Education to engage in effective tribal consultation and collaborate with Indigenous educators to ensure adequate representation of Native peoples and cultures.

In 2018, the South Dakota State Board of Education adopted the Oceti Sakowin standards, a set of essential understandings developed by tribal working groups. In 2021, a workgroup that included tribal representation and leadership presented a draft of standards that incorporated the Oceti Sakowin essential understandings throughout K-12. The new standards eliminated many of these earlier inclusions, and were adopted despite 1,137 comments in opposition, 121 comments in favor, and 37 neutral comments.

The new standards include only six, of more than one hundred total, that directly reference Native peoples. Under the newly approved changes, after a student exits the seventh grade, they will encounter only two standards that directly reference Native peoples during the final five years of their public education.

NCAI and NIEA urge all educational standards be developed with meaningful consultation with Tribal Nations in order to halt the continued marginalization of Native voices and history.

National Native Organizations Respond to South Dakota Revisions to K-12 Social Studies Standards

Washington, DC | The National Congress of American Indians (NCAI) commends the bipartisan group of U.S. Senators who have 

urged universities and museums to comply with the Native American Graves Protection and Repatriation Act of 1990 (NAGPRA)

. U.S. Senators Brian Schatz (D-Hawaii), Chairman of the Senate Committee on Indian Affairs, and Lisa Murkowski (R-Alaska), Vice Chairman of the Committee, have led this effort to ensure that Native American ancestral remains and cultural items are returned to their rightful communities.



The Senators sent letters to the University of California - Berkeley, Harvard University, Illinois State Museum, Indiana University, and the Ohio History Connection following media reports that these institutions have not fulfilled their obligation to return Native American cultural items and ancestral remains pursuant to NAGPRA.



NCAI President Fawn Sharp issued a statement commending the Senators' bipartisan efforts. "For centuries, our cultural items, our sacred items, and our ancestors have been taken from us and kept from us, but today's efforts acknowledge what we have long said: there is no acceptable reason to continue this practice and no acceptable reason for delays—now is the time to right this historic and ongoing wrong," Sharp said.

The National Congress of American Indians Commends Bipartisan Efforts to Urge NAGPRA Compliance

NCAI Statement on Vatican's Repudiation of "Doctrine of Discovery"

The National Congress of American Indians (NCAI) 

 urging the swift confirmation of Patrice H. Kunesh to take place this week so that she can begin to serve as Commissioner of the U.S. Department of Health and Human Services (HHS) Administration for Native Americans (ANA). ANA works to promote self-sufficiency and economic opportunity for Native Americans by providing funding for community-based projects, training, and technical assistance to eligible Tribal Nations and Native organizations.

“Patrice understands that investing in tribal communities is essential to helping them achieve self-sufficiency and prosperity," said Fawn Sharp, President of the National Congress of American Indians. "Her commitment to Native language preservation, social and economic development, and understanding of how best to use federal funds will be valuable if confirmed to this important role."

As Commissioner, Kunesh will be responsible for promoting self-sufficiency through ANA's funding, training, and technical assistance programs. She will also work with other HHS programs and federal agencies such as the Administration for Children and Families to maximize resources on behalf of Native communities.

Kunesh, who is of Standing Rock Lakota descent, is a highly accomplished leader and advocate for Native communities. As the founder of Pe?í? Haha Consulting, she has worked to empower Native populations by augmenting their assets and promoting social and human capital development. Her extensive experience includes head positions at the Federal Reserve Bank of Minneapolis, U.S. Department of Agriculture, U.S. Department of the Interior, Mashantucket Pequot Tribal Nation; as well as teaching faculty roles at University South Dakota School Of Law and various posts at the Native American Rights Fund (NARF).

 Today, Keep America Beautiful, Inc. announced the transfer of ownership of the well-known “Crying Indian” anti-pollution public service announcement that first aired on Earth Day in 1971, to the National Congress of American Indians (NCAI) Fund. 

The advertisement, which became synonymous with furthering environmental protection and awareness in popular culture at the time of its creation, was later known for featuring imagery that stereotyped American Indian and Alaska Native people and misappropriated Native culture.

Keep America Beautiful, a non-profit organization whose mission is to inspire and educate people to take action to improve and beautify their community environment, decided it was time to officially retire the advertisement.

The property has now been assigned to the NCAI Fund, a 501(c)(3) public education nonprofit organization that is the oldest, largest and most representative American Indian and Alaska Native organization serving the broad interests of tribal governments and communities.

“NCAI is proud to assume the role of monitoring the use of this advertisement and ensure it is only used for historical context; this advertisement was inappropriate then and remains inappropriate today,” said NCAI Executive Director Larry Wright, Jr. “NCAI looks forward to putting this advertisement to bed for good.”

National Congress of American Indians Acquires Rights, Retires “Crying Indian”

Indian Country Releases Comprehensive Recommendations
for Federal Government to Meet Trust Responsibility

Washington, DC - American Indian and Alaska Native tribal governments and communities are bracing to be hit hard by the looming budget sequestration set to take place on March 1, 2013. Jefferson Keel, President of the National Congress of American Indians (NCAI) outlined the critical situation in letters to leading members of Congress this week. In the letters, NCAI outlined how an annual 5 percent across the board sequestration would lead to devastating impacts to health care systems, law enforcement, education, and other essential governmental services for tribal governments and communities. The Office of Management and Budget (OMB) estimates the effective percentage reduction will be approximately 9 percent for non-defense programs because the reduction will be implemented over the remaining seven months of the fiscal year.

The letters from the NCAI President come the week before the annual State of Indian Nations Address to be delivered by Keel from Washington, DC on February 14, 2013.

Letters sent to Chairwoman Maria Cantwell (WA) and Vice Chairman John Barrasso (WY) of the Senate Committee on Indian Affairs (SCIA) included the release of the annual Indian Country Budget Request publication. Letters were also sent to Representatives Tom Cole (OK) and Betty McCollum (MN), Co-Chairs of the House Native American Caucus, and Chairman Don Young (AK) and Ranking Member Colleen Hanabusa (HI) of the House Natural Resources Subcommittee on Indian and Alaska Native Affairs.

Fiscal Year 2014 Indian Country Budget Request: Supporting Tribal Economic Security and Prosperity

, was authored by NCAI in collaboration with tribal governments and 30 national and regional tribal organizations. The organization also plans to release the comprehensive recommendations to every member of Congress. In letters to each member, NCAI is calling on Congress to step forward and work with tribes to support economic security and prosperity for American Indian and Alaska Native people.

In the letter, Keel called on Congress to take immediate action to stop any cuts in the Indian Country budget and urged the federal government not to compromise the federal trust responsibility in any budget deal or sequester replacement:

“Congress will consider ways to address the debt ceiling, the remaining FY 2013 spending bills, sequestration, and the FY 2014 budget, and NCAI urges you to protect Indian program funding while Congress looks for more deficit reduction.

We also urge Congress to not include further cuts to non-defense discretionary programs overall. The approach to deficit reduction has so far been unbalanced. Discretionary programs have contributed $1.5 trillion in spending cuts from the Fiscal Year 2011 Continuing Resolution, the bipartisan Budget Control Act, and the bipartisan American Taxpayer Relief Act, while revenues have contributed just $600 billion. Additional cuts in discretionary programs would put the health, education, safety, and security of all Americans at risk.”

Already working to recover from decades of unmet investment requirements and facing persistent shortfalls, the Indian Country Budget Request highlights funding required to uphold the federal government’s responsibility to tribal nations.

Tribes would experience unsustainable cuts under the proposed sequestration. In the letters , NCAI specifically called for the budget of the Indian Health Service (IHS) to be exempt from any sequestration reductions or at least limited to the 2 percent sequester reduction limit.

IHS provides a wide range of clinical, public health and community services and serves 2.1 million American Indians and Alaska Natives through over 650 hospitals, clinics, and health stations on or near Indian reservations. IHS employs approximately 15,700 people. According to new estimates by the OMB indicates that the IHS and tribal hospitals and clinics would be forced to provide 3,000 fewer inpatient admissions and 804,000 fewer outpatient visits.

Called a “a quiet crisis” in a 2003 report by the U.S. Commission on Civil Rights, funding of the federal trust responsibility for essential tribal government services has been impacted in recent years by efforts to reduce the deficit enacted through the bipartisan Budget Control Act. The authority to fund tribal programs that fulfill the trust responsibility is founded in the Constitution, specifically the Indian Commerce Clause, the Treaty Clause and the Property Clause.

“Tribal programs, as part of the discretionary budget, have already done their part to reduce the deficit through the bipartisan Budget Control Act. Continued cuts will have severe consequences for every tribal citizen. Tribes urge the President and Congress to uphold the solemn promises of the trust responsibility throughout the federal budget in FY 2013 and future years. Further deficit reduction – including cancellation of sequestration through 2021 – must include additional revenues and non-defense discretionary funding should not be cut further. The 2013 sequestration should not be replaced with lowered discretionary caps. In 2013 and beyond, sequestration cuts should be replaced with balanced deficit reduction, including revenues. As the nation continues to debate the appropriate role and size of the federal government and how best to foster a stronger American economy, Indian Country remains committed to the work of rebuilding and shoring up tribal societies, bolstered with the tools of self-determination and self-government.”

Looming Budget Sequestration Poses Threat to Security and Progress for Tribal Nations and American Indian and Alaska Native Communities

WASHINGTON, DC | Today, National Congress of American Indians (NCAI) President Fawn Sharp begins her participation in the week-long 

 (WEF) in Davos, Switzerland. The 53rd annual convening of the WEF will bring together more than 3,000 individuals from both the public and private sector to “engage in peer-to-peer deliberations in the spirit of improving the state of the world” according to the WEF website.

“It is an honor to be able to participate in the World Economic Forum this year and to have an opportunity to work with individuals from around the planet to find a path forward on the greatest threats to our planet and our communities,” said Sharp. “I am particularly blessed to be able to raise the voice of Indigenous peoples from across the globe during the meetings and make sure that we are heard.”

Sharp’s engagement at WEF builds on NCAI’s continued dedication to advancing the rights of Tribal Nations and Indigenous peoples internationally. Sharp has dedicated much of her life—including her time as NCAI President—to fighting for tribal sovereignty and tribal self-determination, including advancing the rights guaranteed to all Indigenous peoples under the United Nations Declaration on the Rights of Indigenous Peoples.

While attending WEF, Sharp’s schedule includes involvement in a number of different matters, including addressing global climate change. “There is no issue more critical to the lives of Indigenous peoples and to the health of our shared home than global climate change,” Sharp noted, “and even in the face of incredible odds, I know the invaluable contributions to the fight against Climate Change that Native Americans and our Indigenous relatives globally will make to turn the tide.”

NCAI President Fawn Sharp to Attend World Economic Forum

Washington, DC | Today, Congress enacted a Fiscal Year (FY) 2023 omnibus spending package, including a historic provision providing advance appropriations for the Indian Health Service (IHS). Prior to this change, IHS was the only federal healthcare provider without basic certainty of funding from one year to the next.

The Indian health system serves approximately 2.5 million patients at IHS, Tribal facilities, and urban Indian organizations, and was created to meet the U.S. trust responsibility to raise the physical, mental, social, and spiritual health of all Native people to the highest standard. Unfortunately, Indian healthcare remains chronically underfunded – a U.S. policy exacerbated by disruptions in the discretionary appropriations process.

With advance appropriations, American Indians and Alaska Natives will no longer be uniquely at risk of death or serious harm during delays in an FY 2024 funding agreement. Inclusion of IHS advance appropriations in the spending bill means that IHS services will be protected from the harmful effects of disruptions in federal funding for FY 2024 because Congress has agreed to an amount this year that becomes available immediately on October 1, 2023.

For far too long, the federal government has allowed political disputes over budgets to jeopardize the lives of American Indian and Alaska Native people. Every single time there is a stopgap budget, the funding for urban Indian health clinics is deferred and reduced. This compromises the delivery of health care. NIHB, NCUIH, and NCAI Celebrate Historic Inclusion of Advance Appropriations for the Indian Health Service

 and the National Congress of American Indians (NCAI) are announcing a Digital Coach for Native and Indigenous-owned small businesses (SMBs). The program hosts local workshops, provides hands-on coaching, and offers opportunities to meet and learn from successful local businesses. The company’s philanthropy, 

, is also providing a $750,000 grant to NCAI to support the organization’s digital skilling efforts. NCAI will use this investment to foster a community of learning and to share best IT practices with Native and Indigenous-owned SMBs.

“While Native-owned small businesses have grown over the past thirty years and are significant contributors to growing tribal economies, entrepreneurial parity is still unrealized,” said NCAI President Fawn Sharp. “This is a key reason why NCAI is excited to continue our partnership with Grow with Google to bring the digital skills necessary to help Indian Country businesses thrive.”

 noted that adopting digital tools during the last two years created new opportunities for their business. To help more SMBs access digital tools,

Jake is a Program Director at New Mexico Community Capital (NMCC) which provides culturally appropriate tools for success to emerging Indigenous-owned businesses, families, and tribal enterprises. In his new role as a Digital Coach, Jake will now bring these resources to Indigenous-owned businesses across Indian Country.

NCAI and Google Announce New Digital Coach for Indigenous-Owned Small Businesses

TAHLEQUAH, Okla. — The Cherokee Nation will kick off the 20th Anniversary Sovereignty Run, a cross-country run hosted by the National Congress of American Indians (NCAI) and 

, which will begin on the Cherokee Nation Reservation on October 3, 2022 and eventually end in Sacramento, California on October 31.

The Sovereignty Run program kicks off Monday, Oct. 3 at 8:15 a.m. at the One Fire Field just west of the Cherokee Nation W.W. Keeler Tribal Complex.

Dozens of participants from Cherokee Nation and NCAI members, partners and Indian Country allies will participate in the walk and run.

The Sovereignty Run calls attention to the erosion of tribal sovereignty on reservation lands, including raising awareness of the new attacks on tribal sovereignty in the face of the harmful Supreme Court decision in Castro-Huerta. The run also pays homage to Native Olympian Jim Thorpe.

“In the past two years, the Five Tribes here in Oklahoma have been challenged on our treaty rights, rooted in law by those who are trying to chip away at tribes and our rights to self-govern. We have taken to the U.S. Supreme Court steps twice and been reaffirmed that our reservations have always existed, and yet presented with more legal challenges. We look forward to this run and having our Native voices—and running shoes—carrying our message that our Tribal Nations are stronger today and that we will never waiver when it comes to our sovereignty,” said Cherokee Nation Principal Chief Chuck Hoskin Jr.

Nedra Darling, a co-founder of Bright Path Strong, said reviving the Sovereignty Run is a special way to remind the world of the collective power of Native people.

“The Sovereignty Run celebrates Jim Thorpe's winning spirit, exemplifies our resilience and perseverance as Native people, and showcases that we are at our best when we work collectively on behalf of Native nations and Native people.”

Runners can join for the one mile fun run or participate for the first leg of the longer relay through Oklahoma, and in which will eventually span 1,787 miles to Sacramento.

During the Sovereignty Run, a 25-foot totem pole created by the House of Tears Carvers of Lumni Nation will travel alongside runners symbolic of honoring, uniting and empowering communities to protect sacred places, cultures and tribal sovereignty along the way.

“We are in a critical time where, once again, our sovereignty is being threatened, and Jim Thorpe's home state of Oklahoma is ground-zero,” said NCAI President Fawn Sharp. “Tribal Nations are strongest when we are unified and create our own 'bright path' forward together. Cherokee Nation to Kick Off 20th Anniversary Sovereignty Run

On October 3, 2022 National Congress of American Indians President and Vice President of the Quinault Indian Nation Fawn Sharp will again lead the 2022 Sovereignty Run, beginning on the Cherokee Nation Reservation in Tahlequah, Oklahoma and ending in Sacramento, California. Sharp organized the 

 in 2002, which called attention to the erosion of tribal sovereignty on reservation lands. Similarly, the 2022 Sovereignty Run is intended to raise awareness of new attacks on tribal sovereignty and garner support for Tribal Nations in the face of harmful Supreme Court decisions (

).

In addition to raising support for Tribal Nations, the Sovereignty Run has also been revived, in part, to commemorate the historic 

 earlier this summer of Native American athlete Jim Thorpe's 1912 Olympic wins. Runners from Tribal Nations, Native American organizations, and other partners will join Sharp on the 1,787-mile relay. One of the organizations joining Sharp is 

, a non-profit organization created to amplify authentic Native American voices and stories, stress the importance of Native American representation, and continue Jim Thorpe's legacy of community service. "Bright Path" was Thorpe's Sac and Fox name. Thorpe was also of Potawatomi tribal heritage.

"We are in a critical time where, once again, our sovereignty is being threatened, and Jim Thorpe's home state of Oklahoma is ground-zero," said NCAI President Fawn Sharp. “Tribal Nations are strongest when we are unified and create our own 'bright path' forward together. The time to raise our voices—and collective awareness—is now. We are proud to dedicate this journey to fight for our sovereignty to the memory and legacy of Jim Thorpe, and we will carry Jim's strength, tenacity, and courage with us every step of the way."

Twenty years ago, the Sovereignty Run began on the Quinault Reservation in Washington, spanned 12 states, and ended on the steps of the Supreme Court. Sharp was inspired to start the run after attending heated NCAI meetings in Washington D.C. over what she called "terrible precedents restricting tribal jurisdiction." Those meetings happened to fall on September 11, 2001. In addition to confronting attacks on tribal sovereignty, she was also thrust into the worst terrorist attacks of recent history.

Upon returning to the Quinault Reservation, Sharp said running helped her cope with the gravity of both challenges and inspired her to start the Run to encourage and uplift others.

Now, partners like the Cherokee Nation, are joining in the effort to uplift Indian Country and to raise awareness alongside NCAI.

“The Cherokee Nation stands with our brothers and sisters at NCAI in bringing awareness to the attacks across this country on tribal sovereignty, especially in Oklahoma—the epicenter,” Cherokee Nation Principal Chief Chuck Hoskin Jr. said. “In the past two years, the Five Tribes here in Oklahoma have been challenged on our treaty rights, rooted in law by those who are trying to chip away at tribes and our rights to self-govern. We have taken to the U.S. Supreme Court steps twice and been reaffirmed that our reservations have always existed, and yet presented with more legal challenges. We look forward to this run and having our Native voices —and running shoes— carrying our message that our Tribal Nations are stronger today and that we will never waiver when it comes to our sovereignty.”

Nedra Darling, a co-founder of Bright Path Strong and Sharp's longtime friend, said the Sovereignty Run is an ideal partner event for the organization. Darling said the Sovereignty Run exemplifies values important to Jim Thorpe, like staying active, helping others and bringing Native Americans of all Tribal Nations together to support a common cause.

"Two years ago, Bright Path Strong set out to do what others tried unsuccessfully to do for decades. Our goal was to fully restore Jim Thorpe's records as the sole gold medal winner in the 1912 Olympic Decathlon and Pentathlon. And after nearly 110 years, justice for Jim has finally been served," said Nedra Darling, co-founder of Bright Path Strong. "With the help of tribal partners like NCAI and the thousands of people who joined us in petitioning the International Olympic Committee, attempts to erase Jim Thorpe from history are over. The Sovereignty Run celebrates his winning spirit, our resilience and perseverance as Native people, and helps show we are stronger when we work together. Reviving the Run is a special way to remind the world, but most importantly, each other, that we are at our best when we work collectively on behalf of Native nations and Native people."

The Sovereignty Run will wind its way through five states before concluding in Sacramento, California, on October 31, 2022— the day tribal leaders from across the United States will convene to defend tribal sovereignty at the

NCAI President Fawn Sharp to Lead 20th Anniversary Sovereignty Run Across Indian Country

WASHINGTON, D.C. | The National Congress of American Indians (NCAI) is pleased to announce the selection of Larry Wright, Jr. (Ponca Tribe of Nebraska) as its new Executive Director. In this position, Wright will be responsible for managing the day-to-day operations of the organization and creating a strategic pathway to long-term success for NCAI and the NCAI Fund. Wright will report directly to the NCAI Executive Committee.

Wright, a former tribal chairman of 11 years, has been serving as the Acting Executive Director at NCAI in addition to his role as the Director of Leadership Engagement for the organization.

“NCAI is excited to welcome and congratulate Larry Wright, Jr. in his new role within the organization,” said NCAI President Fawn Sharp. “He is a familiar face to many after having served as Chairman of the Ponca Tribe of Nebraska for more than a decade and serving as a board member of several tribal organizations across the country—including NCAI. His experience advocating on behalf of Tribal Nations coupled with his unique understanding of the critical role NCAI plays to protect and advance tribal sovereignty make him the ideal candidate to lead this organization forward.”

Before joining NCAI as a member of its staff, Wright represented the Great Plains Region as the Area Vice President for the NCAI Executive Committee. In addition, Wright served as a board member for the National Indian Health Board, as Chairman of the Nebraska Commission on Indian Affairs Board of Directors, and as Chairman of the Nebraska Inter-Tribal Coalition.

Wright is a military veteran who brings with him a diverse background in education, management, and entrepreneurship. He previously served as a secondary social studies teacher in Lincoln, Nebraska Public Schools and owned a general contracting business.

“Larry’s appointment is an example of the NCAI Executive Committee’s thoughtful commitment to building a strong organization from within, and we are confident that NCAI will benefit from Larry’s demonstrated history of leadership and ability to address the needs of Tribal Nations,” said Sharp. “We look forward to working together to build a stronger, more responsive organization that will continue to fiercely defend tribal sovereignty just as we have since our inception in 1944.”

NCAI Announces Larry Wright, Jr. as New Executive Director

This week, we are seeing the true breadth of those who champion the Indian Child Welfare Act (ICWA). In an outpouring of support, 497 Tribal Nations, 62 Native organizations, 20 states and DC, 87 congresspeople, and 27 child welfare and adoption organizations, and many others signed on to 

 submitted to the U.S. Supreme Court in favor of upholding ICWA. This large, bipartisan coalition of tribal leaders, policymakers, and organizations understand that the far-reaching consequences of challenging ICWA’s constitutionality in Haaland v. Brackeen will be felt for generations.

Both Native and non-Native people and organizations have authored briefs, ranging from legal perspectives affirming ICWA’s constitutionality to first-person perspectives from those whose lives are most impacted by ICWA—children and families navigating the child welfare system. The child development expertise provided in these briefs show us and the Court that ICWA serves children’s and families’ best interests. Additionally, tribal leadership, legal experts, and policymakers make the case that ICWA is not only constitutional but also upholds and respects tribal sovereignty.

Those who signed on to these briefs stand with Native kids. Adoption is one of the most influential events that can happen in a child’s life; it has the power to shape their entire future. ICWA ensures that this decision is given careful consideration so that the unique needs of Native children are met. ICWA places kids with their extended families or communities when possible, which is considered best practice by child welfare experts. Research shows that when kids are connected to their identity and culture it leads to positive outcomes, including 

higher self-esteem and academic achievement

On the opposing side, those who seek to dismantle ICWA have shown that they do not care about what is best for Native kids. ICWA opponents have two things in common: deep pockets and minimal contact with Tribal Nations, Native organizations, tribal leaders, or Native peoples. They say they want the best for Native children, but not a single Tribal Nation, not a single independent Native organization, and not a single independent child welfare organization supports their cause. They are motivated by self interests and want to grow their control of Native land, Native industry, and Native futures.

This case has huge implications for Native children and their families, and also has the potential to impact the future of Tribal Nations. If the protections of ICWA are dismantled, opponents could set legal precedent that has serious consequences for other issues like tribal economic development and land rights. A threat to ICWA is a threat to tribal sovereignty. The Protect ICWA Campaign and its supporters understand the importance of this law and urge everyone to stand with ICWA and stand with Native kids.

Supporters File 20 Amicus Briefs to Uphold the Indian Child Welfare Act in Haaland v. Brackeen

WASHINGTON, D.C. – The National Congress of American Indians (NCAI) Executive Committee today released the following statement:

“For almost 80 years, it has been our utmost interest and priority to serve as a leading voice for tribal sovereignty interests and initiatives. To continue to better serve our diverse sovereign Tribal Nations, we have parted ways with Mr. Desiderio. Our organization values accountability and has an ambitious agenda and we’re excited to strengthen our organization, build on our successes and achieve our strategic goals.”

Just before the NCAI Mid-Year Convention on Saturday, June 11, the NCAI Executive Committee placed Mr. Desiderio on temporary administrative leave to fulfill their fiduciary and governance duties and abide by the organization’s policies and procedures. The NCAI Executive Committee will continue to rely on Interim Chief Executive Officer Larry Wright, Jr. of the Ponca Tribe of Nebraska to administer the important day-to-day work of NCAI.
