NCAI Celebrates Earth Day through Latest Policy Brief

— The Assembly of First Nations (AFN) and the National Congress of American Indians (NCAI) met today during the United Nations Permanent Forum on Indigenous Issues (UNPFII) to advance work on their renewed Declaration of Kinship and Cooperation (“the Declaration”), which was renewed and signed in a ceremony on March 24 of this year. The Declaration is a shared commitment to advancing the rights, well-being, and self-determination of First Peoples across the Canada–United States border.


Building on the momentum of the renewed Declaration, NCAI and AFN leaders met to advance collaboration and Indigenous-led solutions across key commitments. The meeting today focused on Indigenous free trade and border mobility, including the removal of tariffs on Indigenous trade, and the international trade of medicines, cultural, and traditional items related to Indigenous health. Today’s meeting reflects a continued focus on practical actions and collective leadership during a time of evolving political landscapes in both countries.

“Today’s meeting reflects the strength of our renewed kinship and our shared responsibility to act together on behalf of our Nations,” said NCAI President Mark Macarro. “Our Peoples have always maintained connections across these borders, and through this work with the Assembly of First Nations, we are advancing practical, Indigenous-led solutions that protect our rights, support our well-being, and strengthen the future for generations to come.”


“The First Peoples have always maintained relationships that exist and extend well beyond imposed borders,” said AFN National Chief Cindy Woodhouse Nepinak. “We are joining together to make tangible progress that supports our economies, ensures our people can move freely, and ensures our rights are upheld and respected. Our unity and momentum send a clear message to all governments and Nations: we can work together in partnership to advance solutions that benefit everyone.”

The theme of the 25th session of the UNPFII is 

“Ensuring Indigenous Peoples’ health, including in the context of conflict.”

 The AFN and NCAI recognize the importance of youth in all their work and were actively involved in today’s meeting, leading a session on Indigenous mental wellness, addictions and health.

“As young First Peoples of Canada, we are carrying both the impacts of intergenerational trauma and the strength of our Nations,” said Hanna Sewell, citizen of Batchewana First Nation and member of the AFN National Youth Council. “Our Nations are tackling mental wellness by grounding preventative solutions in our languages, revitalization of traditions, and connections to our sovereign territories. While the world is trying to adapt to the constantly changing geopolitics, young people across the globe are looking for a positive path forward that can benefit us all. We know the solutions that work. Cooperation across colonial borders allows us to share knowledge and build stronger, healthier futures for youth on both sides of the Medicine Line for seven generations to come.”

During the meeting, NCAI and AFN reaffirmed their commitment to deepening cooperation, strengthening advocacy at the international level, and advancing shared priorities through coordinated action. The NCAI and AFN will continue to meet regularly as affirmed in the Declaration. The National Congress of American Indians (NCAI) honors former National Indian Gaming Commission (NIGC) Vice Chair Jeannie Hovland (Flandreau Santee Sioux Tribe) for her longstanding service to Tribal Nations and her broad contributions across Indian Country as she ends her federal service. Hovland has built a career grounded in public service, Tribal leadership, and a deep commitment to strengthening Native communities. At the NIGC — where she served in multiple leadership roles and as Vice Chair since January 17, 2021 — she has helped regulate and protect the integrity of more than 500 Tribal gaming facilities operated by over 245 Tribal Nations across 29 states.

Throughout her time in leadership, Hovland championed Tribal sovereignty, supported the long-term strength of Tribal gaming, and helped ensure that the industry continues to serve as an economic engine for Tribal Nations and their citizens. In recent years, her work has also included elevating awareness around urgent community safety issues, including efforts to combat human trafficking and other threats facing Tribal communities. The NIGC has specifically highlighted her advocacy for protecting Tribal sovereignty, developing the next generation of gaming leaders, and securing federal resources to address these issues.

“Jeannie has been a long-time friend and someone I have respected for many years,” said NCAI Executive Director Larry Wright, Jr. “Her work has never been limited to one lane. As Women’s History Month comes to a close, the National Congress of American Indians (NCAI) celebrates the achievements of Native women leaders of NCAI and across Indian Country. NCAI was established in response to federal termination and assimilation policies with a mission grounded in protecting treaty rights, defending Tribal sovereignty, and uniting Tribal Nations around shared priorities. In 1944, six women attended NCAI’s first convention, contributing to the organization’s formation and representing their Tribal Nations as they adopted resolutions that reflected this purpose.


“NCAI is strong because Native women continue to lead at every level of this organization,” said NCAI President Mark Macarro. “Every day, the Native women of NCAI demonstrate what leadership looks like in service to Indian Country. We proudly recognize the women whose voices are guiding critical conversations on sovereignty, governance, community well-being, and the future of our Nations. Their service reflects the strength, wisdom, and responsibility that Native women have always carried in Tribal leadership.”


From the very beginning of NCAI’s history, women have served critical roles in advancing that work. NCAI’s earliest leadership included Ruth Muskrat Bronson (Cherokee), who served as the organization’s first Executive Director, followed by other influential leaders including: Helen Peterson (Oglala Sioux), Suzan Shown Harjo (Cheyenne/Muscogee), A. Gay Kingman (Cheyenne River Sioux), Rachel Joseph (Lone Pine Paiute), JoAnn K. Chase (Mandan, Hidatsa and Arikara), and Jacqueline Johnson Pata (Tlingit). Women have also served across NCAI’s Executive Committee, including in NCAI’s highest elected office: Presidents Veronica L. Homer (Mohave), Susan Masten (Yurok), and Fawn Sharp (Quinault Indian Nation). These women, along with the countless others who have served in leadership positions with NCAI, have helped shape policy advocacy, elevate Tribal priorities on a national stage, strengthen organizational capacity, and move Indian Country forward across generations.


When asked about her experience, former NCAI President Susan Masten said, “It was an honor to be one of only three women to serve as President of NCAI, alongside Veronica Homer and Fawn Sharp. Native women bring strength, wisdom, and compassion to our Nations. Our leadership is rooted in culture and guided by our ancestors. During Women’s History Month, I honor the women who came before us and the young women who will carry our Nations forward.”

NCAI Honors the Women Who Have Helped Shape Indian Country and Strengthen Tribal Sovereignty

— The National Congress of American Indians (NCAI) and the Assembly of First Nations (AFN) today renewed their shared commitment to unity, cooperation, and mutual support through a Declaration of Kinship and Cooperation among the Indigenous Peoples and Nations of North America. The declaration was signed during the National Center for American Indian Enterprise Development’s Reservation Economic Summit (RES).

The declaration formalizes collaboration between NCAI and AFN to advance the well-being, rights, and priorities of American Indians, Alaska Natives, and First Nations on issues of shared international concern.

“Though borders were imposed upon our homelands, the relationships among our peoples never ceased,” said NCAI President Mark Macarro. “Trade did not end. Traditions endured. Our kinship has remained strong across generations. By renewing this declaration with the Assembly of First Nations, we reaffirm that our voices are strongest when we stand together in mutual respect, solidarity, and collective purpose.”

The renewed declaration reflects the enduring ties among Indigenous Nations across North America and strengthens collaboration on shared priorities, including international advocacy, sovereignty, and engagement with future generations of Indigenous leaders.

“With this agreement, we look forward to working alongside President Macarro today and the NCAI in unity, solidarity and friendship to realize the full potential our First Nations economy in North America,” said AFN National Chief Cindy Woodhouse Nepinak. “Despite the risks we face with Canada-US trade and the growth of extremism around the world, I am optimistic because First Nations on both sides of the Medicine Line are already making so much positive change. Unlike colonial governments, our leaders are showing it is still possible to tackle difficult cross-border discussions and shine a light on solutions. Leaders noted that RES provided an important space to publicly advance this renewed commitment. International convenings like RES create opportunities for Indigenous leaders to strengthen relationships, align priorities, and build momentum for cooperative action across Nations and across borders.

NCAI and AFN emphasized a shared belief that Indigenous youth must remain central to this work, ensuring that future generations inherit strong relationships, strong institutions, and strong pathways for collaboration.

 | As tensions rise across the United States, especially in Minneapolis, Minnesota, the number of incidents where Tribal citizens are being detained by U.S. Immigration and Customs Enforcement (ICE) is increasing.

The National Congress of American Indians (NCAI) is deeply troubled by these and other incidents and encourages Tribal citizens to ensure they are familiar with their rights both as citizens of their Tribal Nations and as citizens of the United States.

. This document includes information about Tribal citizen rights if approached at home, work, or in public.

NCAI encourages all Tribal citizens to carry at least one form of legal identification (e.g., non-expired Tribal or state ID, passport, or birth certificate). It is particularly important to note that federal law enforcement may not be familiar with Tribal IDs. If an ICE agent does not accept your Tribal ID as identification, NARF recommends that you request to speak to their supervisor. Native Americans who believe their rights have been violated can call NARF at 303-447-8760.

urged universities and museums to comply with the Native American Graves Protection and Repatriation Act of 1990 (NAGPRA)

. U.S. Senators Brian Schatz (D-Hawaii), Chairman of the Senate Committee on Indian Affairs, and Lisa Murkowski (R-Alaska), Vice Chairman of the Committee, have led this effort to ensure that Native American ancestral remains and cultural items are returned to their rightful communities.



The Senators sent letters to the University of California - Berkeley, Harvard University, Illinois State Museum, Indiana University, and the Ohio History Connection following media reports that these institutions have not fulfilled their obligation to return Native American cultural items and ancestral remains pursuant to NAGPRA.



NCAI President Fawn Sharp issued a statement commending the Senators' bipartisan efforts. "For centuries, our cultural items, our sacred items, and our ancestors have been taken from us and kept from us, but today's efforts acknowledge what we have long said: there is no acceptable reason to continue this practice and no acceptable reason for delays—now is the time to right this historic and ongoing wrong," Sharp said.

The National Congress of American Indians Commends Bipartisan Efforts to Urge NAGPRA Compliance

 repudiating long held, church-endorsed concepts that "fail[ed] to recognize the inherent human rights of indigenous peoples, including what has become known as the legal and political 'doctrine of discovery.'"

"The National Congress of American Indians commends Pope Francis and the Catholic Church for finally repudiating the dehumanizing Doctrine of Discovery and acknowledging what Indigenous peoples have known all along—that the Doctrine ‘did not adequately reflect the equal dignity and rights of Indigenous peoples'. It is no secret that many governments -- including the United States -- have relied on this doctrine to justify the mistreatment of Indigenous peoples and the taking of our lands. It is our sincere hope that today’s announcement is more than mere words, but rather is the beginning of a full acknowledgement of the history of oppression and a full accounting of the legacies of colonialism—not just by the Roman Catholic Church, but by all the world governments that have used racism, prejudice and religious authority to not only justify past inequalities, but to allow, fuel, and perpetuate the institutionalization of those inequalities that continue to this very day. NCAI Statement on Vatican's Repudiation of "Doctrine of Discovery"

The National Congress of American Indians (NCAI) 

 urging the swift confirmation of Patrice H. Kunesh to take place this week so that she can begin to serve as Commissioner of the U.S. Department of Health and Human Services (HHS) Administration for Native Americans (ANA). ANA works to promote self-sufficiency and economic opportunity for Native Americans by providing funding for community-based projects, training, and technical assistance to eligible Tribal Nations and Native organizations.

“Patrice understands that investing in tribal communities is essential to helping them achieve self-sufficiency and prosperity," said Fawn Sharp, President of the National Congress of American Indians. "Her commitment to Native language preservation, social and economic development, and understanding of how best to use federal funds will be valuable if confirmed to this important role."

As Commissioner, Kunesh will be responsible for promoting self-sufficiency through ANA's funding, training, and technical assistance programs. She will also work with other HHS programs and federal agencies such as the Administration for Children and Families to maximize resources on behalf of Native communities.

Kunesh, who is of Standing Rock Lakota descent, is a highly accomplished leader and advocate for Native communities. As the founder of Pe?í? Haha Consulting, she has worked to empower Native populations by augmenting their assets and promoting social and human capital development. Her extensive experience includes head positions at the Federal Reserve Bank of Minneapolis, U.S. Department of Agriculture, U.S. Department of the Interior, Mashantucket Pequot Tribal Nation; as well as teaching faculty roles at University South Dakota School Of Law and various posts at the Native American Rights Fund (NARF).

NCAI Urges Confirmation of Patrice H. Kunesh as Commissioner for the Administration for Native Americans

 Today, Keep America Beautiful, Inc. announced the transfer of ownership of the well-known “Crying Indian” anti-pollution public service announcement that first aired on Earth Day in 1971, to the National Congress of American Indians (NCAI) Fund. 

The advertisement, which became synonymous with furthering environmental protection and awareness in popular culture at the time of its creation, was later known for featuring imagery that stereotyped American Indian and Alaska Native people and misappropriated Native culture.

Keep America Beautiful, a non-profit organization whose mission is to inspire and educate people to take action to improve and beautify their community environment, decided it was time to officially retire the advertisement.

The property has now been assigned to the NCAI Fund, a 501(c)(3) public education nonprofit organization that is the oldest, largest and most representative American Indian and Alaska Native organization serving the broad interests of tribal governments and communities.

“NCAI is proud to assume the role of monitoring the use of this advertisement and ensure it is only used for historical context; this advertisement was inappropriate then and remains inappropriate today,” said NCAI Executive Director Larry Wright, Jr. “NCAI looks forward to putting this advertisement to bed for good.”

National Congress of American Indians Acquires Rights, Retires “Crying Indian”

Indian Country Releases Comprehensive Recommendations
for Federal Government to Meet Trust Responsibility

Washington, DC - American Indian and Alaska Native tribal governments and communities are bracing to be hit hard by the looming budget sequestration set to take place on March 1, 2013. Jefferson Keel, President of the National Congress of American Indians (NCAI) outlined the critical situation in letters to leading members of Congress this week. In the letters, NCAI outlined how an annual 5 percent across the board sequestration would lead to devastating impacts to health care systems, law enforcement, education, and other essential governmental services for tribal governments and communities. The Office of Management and Budget (OMB) estimates the effective percentage reduction will be approximately 9 percent for non-defense programs because the reduction will be implemented over the remaining seven months of the fiscal year.

The letters from the NCAI President come the week before the annual State of Indian Nations Address to be delivered by Keel from Washington, DC on February 14, 2013.

Letters sent to Chairwoman Maria Cantwell (WA) and Vice Chairman John Barrasso (WY) of the Senate Committee on Indian Affairs (SCIA) included the release of the annual Indian Country Budget Request publication. Letters were also sent to Representatives Tom Cole (OK) and Betty McCollum (MN), Co-Chairs of the House Native American Caucus, and Chairman Don Young (AK) and Ranking Member Colleen Hanabusa (HI) of the House Natural Resources Subcommittee on Indian and Alaska Native Affairs.

Fiscal Year 2014 Indian Country Budget Request: Supporting Tribal Economic Security and Prosperity

, was authored by NCAI in collaboration with tribal governments and 30 national and regional tribal organizations. The organization also plans to release the comprehensive recommendations to every member of Congress. In letters to each member, NCAI is calling on Congress to step forward and work with tribes to support economic security and prosperity for American Indian and Alaska Native people.

In the letter, Keel called on Congress to take immediate action to stop any cuts in the Indian Country budget and urged the federal government not to compromise the federal trust responsibility in any budget deal or sequester replacement:

“Congress will consider ways to address the debt ceiling, the remaining FY 2013 spending bills, sequestration, and the FY 2014 budget, and NCAI urges you to protect Indian program funding while Congress looks for more deficit reduction.

We also urge Congress to not include further cuts to non-defense discretionary programs overall. The approach to deficit reduction has so far been unbalanced. Discretionary programs have contributed $1.5 trillion in spending cuts from the Fiscal Year 2011 Continuing Resolution, the bipartisan Budget Control Act, and the bipartisan American Taxpayer Relief Act, while revenues have contributed just $600 billion. Additional cuts in discretionary programs would put the health, education, safety, and security of all Americans at risk.”

Already working to recover from decades of unmet investment requirements and facing persistent shortfalls, the Indian Country Budget Request highlights funding required to uphold the federal government’s responsibility to tribal nations.

Tribes would experience unsustainable cuts under the proposed sequestration. In the letters , NCAI specifically called for the budget of the Indian Health Service (IHS) to be exempt from any sequestration reductions or at least limited to the 2 percent sequester reduction limit.

IHS provides a wide range of clinical, public health and community services and serves 2.1 million American Indians and Alaska Natives through over 650 hospitals, clinics, and health stations on or near Indian reservations. IHS employs approximately 15,700 people. According to new estimates by the OMB indicates that the IHS and tribal hospitals and clinics would be forced to provide 3,000 fewer inpatient admissions and 804,000 fewer outpatient visits.

Called a “a quiet crisis” in a 2003 report by the U.S. Commission on Civil Rights, funding of the federal trust responsibility for essential tribal government services has been impacted in recent years by efforts to reduce the deficit enacted through the bipartisan Budget Control Act. The authority to fund tribal programs that fulfill the trust responsibility is founded in the Constitution, specifically the Indian Commerce Clause, the Treaty Clause and the Property Clause.

“Tribal programs, as part of the discretionary budget, have already done their part to reduce the deficit through the bipartisan Budget Control Act. Continued cuts will have severe consequences for every tribal citizen. Tribes urge the President and Congress to uphold the solemn promises of the trust responsibility throughout the federal budget in FY 2013 and future years. Further deficit reduction – including cancellation of sequestration through 2021 – must include additional revenues and non-defense discretionary funding should not be cut further. The 2013 sequestration should not be replaced with lowered discretionary caps. In 2013 and beyond, sequestration cuts should be replaced with balanced deficit reduction, including revenues. As the nation continues to debate the appropriate role and size of the federal government and how best to foster a stronger American economy, Indian Country remains committed to the work of rebuilding and shoring up tribal societies, bolstered with the tools of self-determination and self-government.”

Looming Budget Sequestration Poses Threat to Security and Progress for Tribal Nations and American Indian and Alaska Native Communities

WASHINGTON, DC | Today, National Congress of American Indians (NCAI) President Fawn Sharp begins her participation in the week-long 

 (WEF) in Davos, Switzerland. The 53rd annual convening of the WEF will bring together more than 3,000 individuals from both the public and private sector to “engage in peer-to-peer deliberations in the spirit of improving the state of the world” according to the WEF website.

“It is an honor to be able to participate in the World Economic Forum this year and to have an opportunity to work with individuals from around the planet to find a path forward on the greatest threats to our planet and our communities,” said Sharp. “I am particularly blessed to be able to raise the voice of Indigenous peoples from across the globe during the meetings and make sure that we are heard.”

Sharp’s engagement at WEF builds on NCAI’s continued dedication to advancing the rights of Tribal Nations and Indigenous peoples internationally. Sharp has dedicated much of her life—including her time as NCAI President—to fighting for tribal sovereignty and tribal self-determination, including advancing the rights guaranteed to all Indigenous peoples under the United Nations Declaration on the Rights of Indigenous Peoples.

While attending WEF, Sharp’s schedule includes involvement in a number of different matters, including addressing global climate change. “There is no issue more critical to the lives of Indigenous peoples and to the health of our shared home than global climate change,” Sharp noted, “and even in the face of incredible odds, I know the invaluable contributions to the fight against Climate Change that Native Americans and our Indigenous relatives globally will make to turn the tide.”

NCAI President Fawn Sharp to Attend World Economic Forum

Washington, DC | Today, Congress enacted a Fiscal Year (FY) 2023 omnibus spending package, including a historic provision providing advance appropriations for the Indian Health Service (IHS). Prior to this change, IHS was the only federal healthcare provider without basic certainty of funding from one year to the next.

The Indian health system serves approximately 2.5 million patients at IHS, Tribal facilities, and urban Indian organizations, and was created to meet the U.S. trust responsibility to raise the physical, mental, social, and spiritual health of all Native people to the highest standard. Unfortunately, Indian healthcare remains chronically underfunded – a U.S. policy exacerbated by disruptions in the discretionary appropriations process.

With advance appropriations, American Indians and Alaska Natives will no longer be uniquely at risk of death or serious harm during delays in an FY 2024 funding agreement. Inclusion of IHS advance appropriations in the spending bill means that IHS services will be protected from the harmful effects of disruptions in federal funding for FY 2024 because Congress has agreed to an amount this year that becomes available immediately on October 1, 2023.

NIHB, NCUIH, and NCAI Celebrate Historic Inclusion of Advance Appropriations for the Indian Health Service

 and the National Congress of American Indians (NCAI) are announcing a Digital Coach for Native and Indigenous-owned small businesses (SMBs). The program hosts local workshops, provides hands-on coaching, and offers opportunities to meet and learn from successful local businesses. The company’s philanthropy, 

, is also providing a $750,000 grant to NCAI to support the organization’s digital skilling efforts. NCAI will use this investment to foster a community of learning and to share best IT practices with Native and Indigenous-owned SMBs.

“While Native-owned small businesses have grown over the past thirty years and are significant contributors to growing tribal economies, entrepreneurial parity is still unrealized,” said NCAI President Fawn Sharp. “This is a key reason why NCAI is excited to continue our partnership with Grow with Google to bring the digital skills necessary to help Indian Country businesses thrive.”

Nearly 

 noted that adopting digital tools during the last two years created new opportunities for their business. To help more SMBs access digital tools, 

 will serve as the Grow with Google Digital Coach for Indigenous-owned businesses, hosting digital skills workshops specifically serving Indigenous communities. Jake is a Program Director at New Mexico Community Capital (NMCC) which provides culturally appropriate tools for success to emerging Indigenous-owned businesses, families, and tribal enterprises. In his new role as a Digital Coach, Jake will now bring these resources to Indigenous-owned businesses across Indian Country.

"Through the Grow with Google Digital Coaches program, we've seen firsthand how small businesses can reach their full economic potential when they have access to digital tools," said Lucy Pinto, Manager, Grow with Google Digital Coaches. This initiative builds on a previous $1.25M Google.org grant to NCAI and the success of an NCAI pilot training program that was created with support from Grow with Google. NCAI and Google Announce New Digital Coach for Indigenous-Owned Small Businesses

TAHLEQUAH, Okla. — The Cherokee Nation will kick off the 20th Anniversary Sovereignty Run, a cross-country run hosted by the National Congress of American Indians (NCAI) and 

, which will begin on the Cherokee Nation Reservation on October 3, 2022 and eventually end in Sacramento, California on October 31.

The Sovereignty Run program kicks off Monday, Oct. 3 at 8:15 a.m. at the One Fire Field just west of the Cherokee Nation W.W. Keeler Tribal Complex.

Dozens of participants from Cherokee Nation and NCAI members, partners and Indian Country allies will participate in the walk and run.

The Sovereignty Run calls attention to the erosion of tribal sovereignty on reservation lands, including raising awareness of the new attacks on tribal sovereignty in the face of the harmful Supreme Court decision in Castro-Huerta. The run also pays homage to Native Olympian Jim Thorpe.

“In the past two years, the Five Tribes here in Oklahoma have been challenged on our treaty rights, rooted in law by those who are trying to chip away at tribes and our rights to self-govern. We have taken to the U.S. Supreme Court steps twice and been reaffirmed that our reservations have always existed, and yet presented with more legal challenges. We look forward to this run and having our Native voices—and running shoes—carrying our message that our Tribal Nations are stronger today and that we will never waiver when it comes to our sovereignty,” said Cherokee Nation Principal Chief Chuck Hoskin Jr.

Nedra Darling, a co-founder of Bright Path Strong, said reviving the Sovereignty Run is a special way to remind the world of the collective power of Native people.

“The Sovereignty Run celebrates Jim Thorpe's winning spirit, exemplifies our resilience and perseverance as Native people, and showcases that we are at our best when we work collectively on behalf of Native nations and Native people.”

Runners can join for the one mile fun run or participate for the first leg of the longer relay through Oklahoma, and in which will eventually span 1,787 miles to Sacramento.

During the Sovereignty Run, a 25-foot totem pole created by the House of Tears Carvers of Lumni Nation will travel alongside runners symbolic of honoring, uniting and empowering communities to protect sacred places, cultures and tribal sovereignty along the way.

Cherokee Nation to Kick Off 20th Anniversary Sovereignty Run

On October 3, 2022 National Congress of American Indians President and Vice President of the Quinault Indian Nation Fawn Sharp will again lead the 2022 Sovereignty Run, beginning on the Cherokee Nation Reservation in Tahlequah, Oklahoma and ending in Sacramento, California. Sharp organized the 

 in 2002, which called attention to the erosion of tribal sovereignty on reservation lands. Similarly, the 2022 Sovereignty Run is intended to raise awareness of new attacks on tribal sovereignty and garner support for Tribal Nations in the face of harmful Supreme Court decisions (

).

In addition to raising support for Tribal Nations, the Sovereignty Run has also been revived, in part, to commemorate the historic 

 earlier this summer of Native American athlete Jim Thorpe's 1912 Olympic wins. Runners from Tribal Nations, Native American organizations, and other partners will join Sharp on the 1,787-mile relay. One of the organizations joining Sharp is 

, a non-profit organization created to amplify authentic Native American voices and stories, stress the importance of Native American representation, and continue Jim Thorpe's legacy of community service. "Bright Path" was Thorpe's Sac and Fox name. Thorpe was also of Potawatomi tribal heritage.

"We are in a critical time where, once again, our sovereignty is being threatened, and Jim Thorpe's home state of Oklahoma is ground-zero," said NCAI President Fawn Sharp. “Tribal Nations are strongest when we are unified and create our own 'bright path' forward together. The time to raise our voices—and collective awareness—is now. We are proud to dedicate this journey to fight for our sovereignty to the memory and legacy of Jim Thorpe, and we will carry Jim's strength, tenacity, and courage with us every step of the way."

Twenty years ago, the Sovereignty Run began on the Quinault Reservation in Washington, spanned 12 states, and ended on the steps of the Supreme Court. Sharp was inspired to start the run after attending heated NCAI meetings in Washington D.C. over what she called "terrible precedents restricting tribal jurisdiction." Those meetings happened to fall on September 11, 2001. In addition to confronting attacks on tribal sovereignty, she was also thrust into the worst terrorist attacks of recent history.

Upon returning to the Quinault Reservation, Sharp said running helped her cope with the gravity of both challenges and inspired her to start the Run to encourage and uplift others.

Now, partners like the Cherokee Nation, are joining in the effort to uplift Indian Country and to raise awareness alongside NCAI.

“The Cherokee Nation stands with our brothers and sisters at NCAI in bringing awareness to the attacks across this country on tribal sovereignty, especially in Oklahoma—the epicenter,” Cherokee Nation Principal Chief Chuck Hoskin Jr. said. “In the past two years, the Five Tribes here in Oklahoma have been challenged on our treaty rights, rooted in law by those who are trying to chip away at tribes and our rights to self-govern. Our goal was to fully restore Jim Thorpe's records as the sole gold medal winner in the 1912 Olympic Decathlon and Pentathlon. NCAI President Fawn Sharp to Lead 20th Anniversary Sovereignty Run Across Indian Country

WASHINGTON, D.C. | The National Congress of American Indians (NCAI) is pleased to announce the selection of Larry Wright, Jr. (Ponca Tribe of Nebraska) as its new Executive Director. In this position, Wright will be responsible for managing the day-to-day operations of the organization and creating a strategic pathway to long-term success for NCAI and the NCAI Fund. Wright will report directly to the NCAI Executive Committee.

Wright, a former tribal chairman of 11 years, has been serving as the Acting Executive Director at NCAI in addition to his role as the Director of Leadership Engagement for the organization.

“NCAI is excited to welcome and congratulate Larry Wright, Jr. in his new role within the organization,” said NCAI President Fawn Sharp. “He is a familiar face to many after having served as Chairman of the Ponca Tribe of Nebraska for more than a decade and serving as a board member of several tribal organizations across the country—including NCAI. His experience advocating on behalf of Tribal Nations coupled with his unique understanding of the critical role NCAI plays to protect and advance tribal sovereignty make him the ideal candidate to lead this organization forward.”

Before joining NCAI as a member of its staff, Wright represented the Great Plains Region as the Area Vice President for the NCAI Executive Committee. In addition, Wright served as a board member for the National Indian Health Board, as Chairman of the Nebraska Commission on Indian Affairs Board of Directors, and as Chairman of the Nebraska Inter-Tribal Coalition.

Wright is a military veteran who brings with him a diverse background in education, management, and entrepreneurship. He previously served as a secondary social studies teacher in Lincoln, Nebraska Public Schools and owned a general contracting business.

“Larry’s appointment is an example of the NCAI Executive Committee’s thoughtful commitment to building a strong organization from within, and we are confident that NCAI will benefit from Larry’s demonstrated history of leadership and ability to address the needs of Tribal Nations,” said Sharp. “We look forward to working together to build a stronger, more responsive organization that will continue to fiercely defend tribal sovereignty just as we have since our inception in 1944.”

NCAI Announces Larry Wright, Jr. as New Executive Director

This week, we are seeing the true breadth of those who champion the Indian Child Welfare Act (ICWA). In an outpouring of support, 497 Tribal Nations, 62 Native organizations, 20 states and DC, 87 congresspeople, and 27 child welfare and adoption organizations, and many others signed on to 

 submitted to the U.S. Supreme Court in favor of upholding ICWA. This large, bipartisan coalition of tribal leaders, policymakers, and organizations understand that the far-reaching consequences of challenging ICWA’s constitutionality in Haaland v. Brackeen will be felt for generations.

Both Native and non-Native people and organizations have authored briefs, ranging from legal perspectives affirming ICWA’s constitutionality to first-person perspectives from those whose lives are most impacted by ICWA—children and families navigating the child welfare system. The child development expertise provided in these briefs show us and the Court that ICWA serves children’s and families’ best interests. Additionally, tribal leadership, legal experts, and policymakers make the case that ICWA is not only constitutional but also upholds and respects tribal sovereignty.

Those who signed on to these briefs stand with Native kids. Adoption is one of the most influential events that can happen in a child’s life; it has the power to shape their entire future. ICWA ensures that this decision is given careful consideration so that the unique needs of Native children are met. ICWA places kids with their extended families or communities when possible, which is considered best practice by child welfare experts. Research shows that when kids are connected to their identity and culture it leads to positive outcomes, including 

higher self-esteem and academic achievement

.

On the opposing side, those who seek to dismantle ICWA have shown that they do not care about what is best for Native kids. ICWA opponents have two things in common: deep pockets and minimal contact with Tribal Nations, Native organizations, tribal leaders, or Native peoples. They say they want the best for Native children, but not a single Tribal Nation, not a single independent Native organization, and not a single independent child welfare organization supports their cause. They are motivated by self interests and want to grow their control of Native land, Native industry, and Native futures.

This case has huge implications for Native children and their families, and also has the potential to impact the future of Tribal Nations. If the protections of ICWA are dismantled, opponents could set legal precedent that has serious consequences for other issues like tribal economic development and land rights. A threat to ICWA is a threat to tribal sovereignty. The Protect ICWA Campaign and its supporters understand the importance of this law and urge everyone to stand with ICWA and stand with Native kids.

Supporters File 20 Amicus Briefs to Uphold the Indian Child Welfare Act in Haaland v. Brackeen

Just before the NCAI Mid-Year Convention on Saturday, June 11, the NCAI Executive Committee placed Mr. Desiderio on temporary administrative leave to fulfill their fiduciary and governance duties and abide by the organization’s policies and procedures. Washington, D.C. | Today, thousands of residential school survivors and their relatives gathered at the site of former Ermineskin Indian Residential School in Maskwacis, Canada, as Pope Francis issued a formal apology for the Catholic Church’s role in the atrocities and cultural genocide caused by Canada’s residential school system.

In his historic remarks, Pope Francis apologized for the ways in which many Christians supported the “colonizing mentality of the powers that oppressed Indigenous peoples.”

Following the apology, National Congress of American Indians (NCAI) President Fawn Sharp issued a letter to Pope Francis, acknowledging the beginning of a new chapter for truth and reconciliation. In the letter, President Sharp urges the Catholic Church to work together with NCAI to open all records currently being withheld related to Church-run Indian boarding schools, to deliver a full account of the abuses perpetrated against Native children, and to seek justice for all survivors and their families. The Catholic Church must also work with Tribal leaders on repatriating and rematriating all cultural items still within the holdings of the Church.

I write to express my gratitude for your apology to the survivors of Indian residential schools during your visit to the former Ermineskin Indian Residential School in Maskwacis, Alberta, Canada.

Though your apology was limited to the role the Catholic Church played in Canadian Indian residential schools, the history of cultural genocide, territorial dispossession, and death at assimilationist schools run by the Catholic Church is shared by American Indians, Alaska Natives, and Native Hawaiians in the United States. In fact, the segregated, compulsory, government-funded, and church-run Indian residential school system in Canada was modeled after the Federal Indian boarding school system in the United States.

As the President of the National Congress of American Indians, the oldest and largest organization comprising American Indian and Alaska Native tribal governments as well as their citizens, it is my hope that your visit and apology to the survivors of Canadian Indian residential schools marks the beginning of a new chapter of repair and reparations between the Church and all Indigenous peoples.

In May of this year, the United States Department of the Interior published the first Federal Indian Boarding School Investigative Report showing that, just like the Indian residential schools in Canada, Federal Indian Boarding Schools were designed to culturally assimilate Indigenous children and dispossess American Indian, Alaska Native, and Native Hawaiian peoples of our territories in the United States. The report identified 408 Federal Indian Boarding Schools operated and supported by the federal government, and found that over 500 children died at just 19 of the institutions studied—a number the Interior Department expects to increase as the investigation continues.

We fully recognize the Department of the Interior Boarding School investigative report is only the beginning of an accounting of how our most precious, innocent, and promising souls were barbarically tortured, ravaged, assaulted, raped, and brutally murdered. Our people and the broader public deserve a full account of the abuses perpetrated against Native children and families.

This is an urgent matter, essential to the health and physical, mental, and spiritual wellbeing of our communities. As the remaining victims and survivors of Federal Indian Boarding Schools age and walk on, the opportunity for answers, accountability, and closure dissipates.

The Catholic Church holds important records about Federal Indian boarding schools that can help bring the truth to light. We cannot hold abusers accountable, seek redress for harm, or reconcile with the Church, government institutions, and, in some cases, our own communities and families, until we know the full, unadulterated truth—truth the Catholic Church is actively withholding. It is crucial we have church support and partnership in working to bring the truth to light.

Following the leadership of the Assembly of First Nations, Metis National Council, and Inuit Tapiriit Kanatami— our counterparts in Canada—I invite His Holiness and the Catholic Church to work with the National Congress of American Indians to open all records related to Federal Indian boarding schools so that someday soon American Indian, Alaska Native, and Native Hawaiian peoples may host an apostolic—and maybe even apologetic—journey to our tribal lands here in the United States.

NCAI’s Open Letter to Pope Francis on Indian Residential Schools

 Proclaimed by many as the greatest athlete of all time, Jim Thorpe is now recognized as the sole champion of the decathlon and pentathlon in the 1912 Stockholm Olympic Games. Today, the International Olympic Committee (IOC) officially acknowledged the feat 110 years after its achievement.

“James Francis Thorpe, or Wa-tho-huk, ‘Bright Path’ in his Native language, has inspired our people for generations. He was a champion who did, indeed, brighten the path for hundreds of Native people who have lifted themselves up, against all odds, to achieve greatness,” said Fawn Sharp, President of the National Congress of American Indians (NCAI). NCAI is the largest Native American organization serving more than 500 Tribal Nations in the United States.

“The light of true greatness can never be extinguished no matter the forces of darkness that seek to deny it. Jim Thorpe’s light will eternally shine to inspire generations of our youth to believe in themselves and the infinite power of their God-given gifts, talents, and dreams,” said President Sharp.

The IOC stripped Thorpe of his gold medals for the events in 1913 for playing minor league baseball for meager earnings while he was in college. The IOC did return replica medals to the Thorpe family in 1982, but fell short of making true amends by designating him as a co-champion of the events he clearly won.

“The National Congress of American Indians applauds this new action and congratulates the family of this great hero, as well as Bright Path Strong, a Native American organization largely responsible for this achievement,” said President Sharp.

Jim Thorpe, Sac and Fox Nation and Potawatomi, was the first Native American to win a gold medal for the United States in the Olympic Games. Born on May 28, 1888, in Prague, Oklahoma, to Hiram Thorpe and Charlotte Vieux, Thorpe is considered one of the most talented and versatile athletes in modern sports. He was a football star at Carlisle Indian College and, following his feats in the Olympics, became a professional athlete.

“Football, baseball, basketball, track and even hockey - he played them all at the highest level with an ability that was truly beyond belief,” said President Sharp. “Native Americans all across this country know his name and speak it with great honor.”

Thorpe played professional baseball for the Cleveland Indians (now known as the Cleveland Guardians), the Cincinnati Reds, the New York Giants, and the Boston Braves. He also played six years in the National Football League and was named to the Football Hall of Fame in its inaugural year of 1963.

NCAI Applauds Reinstatement of Jim Thorpe’s Olympic Gold Medals

 the nomination of Patrice H. Kunesh to serve as Commissioner of the U.S. Department of Health and Human Services (HHS) Administration for Native Americans (ANA). In this role, nominee Kunesh will promote self-sufficiency for Native Americans by providing funding for community-based projects, training, and technical assistance to eligible Tribal Nations and Native organizations, including vital roles in Native language preservation, social and economic development, and the administration of American Rescue Plan Act (ARPA) programs. In order to maximize resources on behalf of Native communities, ANA partners with related programs in the Administration for Children and Families, other HHS programs, and other federal agencies and nonprofit organizations.

Of Standing Rock Lakota descent, Kunesh is a nationally recognized attorney, thought leader, and policy advocate, and is well known for influencing and inspiring cross-sector leaders to create inclusive economic systems. Kunesh is the founder and director of Pe?í? Haha Consulting, which is a social enterprise committed to building more engaged and powerful Native communities by expanding assets and fostering social and human capital. Her experience includes establishing and leading the Center for Indian Country Development at the Federal Reserve Bank of Minneapolis, which is an economic and policy research center dedicated to Indian Country issues, and was appointed to the U.S. Treasury Community Development Advisory Board (CDFI Fund) as the representative for Native communities. Kunesh also served as Deputy Under Secretary for Rural Development at the U.S. Department of Agriculture, Deputy Solicitor for Indian Affairs at the U.S. Department of the Interior, in-house counsel to the Mashantucket Pequot Tribal Nation, faculty at the University of South Dakota School of law, and multiple roles with the Native American Rights Fund.

NCAI Applauds White House Nomination of Patrice H. Kunesh as Commissioner for the Administration for Native Americans, U.S. Department of Health and Human Services

 his historic intent to appoint Chief Marilynn Malerba of the Mohegan Tribe as the first-ever Native American to serve as Treasurer of the United States. In this role, she will oversee the U.S. Mint, Bureau of Engraving and Printing, Fort Knox, as well as be a key liaison with the Federal Reserve. Chief Malerba will serve as senior advisor to Treasury Secretary Janet Yellen in the areas of community development and public engagement.

 the creation of a new Office of Tribal and Native Affairs, which will also be led by Chief Malerba, to coordinate tribal relations across the entire Department. The establishment of the Office of Tribal and Native Affairs delivers on a long-standing

Chief Malerba brings an extraordinary amount of experience and expertise to the role of Treasurer of the United States and lead of the new Office of Tribal and Native Affairs. As the first female Chief in the Mohegan Tribe’s modern history, she has served on tribal, national, and regional boards and advisory committees advancing tribal sovereignty, economic development, and health care in Indian Country. Most recently, Chief Malerba served as the Chairwoman of the Indian Health Service Tribal Self-Governance Advisory Committee, a member of the Treasury Tribal Advisory Committee, and as the Board Secretary of the United South and Eastern Tribes (USET) and the USET Sovereignty Protection Fund.

In March 2020, the U.S. House Committee on Ways and Means Subcommittee on Select Revenue Measures held a 

 on “Examining the Impact of the Tax Code on Native American Tribes,” which discussed the issues facing Tribal Nations in building tribally-driven economies. This hearing highlighted the importance of empowering Tribal Nations and their work with policymakers to support Indian Country’s taxation and economic development priorities. The establishment of the Office of Tribal and Native Affairs is a testament to the Biden-Harris Administration’s responsiveness to tribal priorities and will play a critical role in carrying these important issues throughout the U.S. Treasury.

NCAI Applauds White House Intent to Appoint Chief Malerba as U.S. Treasurer and Lead New Treasury Office of Tribal and Native Affairs

ANCHORAGE, AK – The National Congress of American Indians (NCAI) announced today that its Chief Executive Officer (CEO) Dante Desiderio is observing an administrative leave of absence, effective yesterday.

“While we acknowledge the timing of this leave is inopportune given that the NCAI Mid-Year Convention commences on Sunday, June 12, the Executive Committee, the governing body of NCAI, agrees that placing the CEO on a temporary administrative leave is necessary and proper to fulfill their fiduciary governance duties and to abide by NCAI's policies and procedures,” said Fawn Sharp, President of NCAI. “Thank you in advance for understanding that we are not in a position to share more information regarding Desiderio’s leave and for respecting his privacy.”

Desiderio has not separated from the organization and his leave is appropriate under the organization's policies governing the current situation. The Executive Committee will temporarily rely on its existing internal team leaders, Dr. Yvette Roubideaux, Larry Wright, Jr., and Warren Hope to administer the important day-to-day work of NCAI. NCAI is confident that the leadership stepping in will ensure that the Mid-Year Convention is a success and that operational tasks are carried out with integrity.

NCAI Statement on CEO

Today, the United States Senate confirmed the nomination of Sunshine Skyes to serve as a judge on the U.S. District Court for the Central District of California. Justice Sykes is the first Native federal judge in California, the fourth active Native American Article III federal judge in the nation, and just the seventh Native federal judge ever appointed.

With her strong legal experience and perspective, Judge Sykes is well qualified to serve on the federal bench. Prior to her confirmation, Judge Sykes spent years working for California Indian Legal Services, as a juvenile defense attorney with the Southwest Justice Center, and as a Riverside County Attorney. She has served as a judge on the Superior Court of Riverside County for nine years, where she most recently presided over a civil litigation department and acted as the presiding judge of the appellate division.

The National Congress of American Indians (NCAI) First Vice President Mark Macarro noted that, “Judge Sykes’ extensive knowledge and experience are vitally important for the federal judiciary, particularly in California where countless federal Indian law issues arise among the more than 100 Tribal Nations within the state.” Macarro added, “NCAI congratulates Judge Sykes on her historic confirmation and furthering the representation of Natives in the federal judiciary. It is critical, now more than ever, that more qualified American Indians and Alaska Natives be appointed to the federal courts, especially given how much of tribal life is controlled by federal law and the courts’ interpretations of those laws.”

NCAI and NARF Congratulate Judge Sunshine Sykes (Navajo) on Her Confirmation to Serve as California’s First Ever Native American Federal Judge

The National Congress of American Indians (NCAI) supports the tribal leaders of the Oceti Sakowin in their efforts to hold the Grand Gateway Hotel accountable for a recent troubling civil rights incident. These unlawful actions have no place in a country of equality and democracy and we call on the U.S. Department of Justice (DOJ) to investigate this gross violation of American law.

NCAI stands alongside tribal leaders of Oceti Sakowin, advocacy groups, and allies in calling on the DOJ to investigate the Grand Gateway Hotel’s actions. In order to bring justice to all affected by this violation of civil rights, any racially-motivated measures taken to oppress or harm should be investigated to the fullest extent.
