Picayune Rancheria of the Chukchansi Indians

The Finance Director performs or oversees all financial operations for the Picayune Rancheria of the Chukchansi Indians, which consist of grants and programs funded through federal, state, and tribal funding streams. Working closely with the Program Directors, the Finance Director will work to ensure continued compliance for all grant and other funding opportunities. In addition, the Finance Director will work directly with the Tribal Administrator in fiscal planning and budget preparation.

Education • Bachelor’s Degree from an accredited educational institution with a major in accounting, business, economics, finance or computer science, or a closely related field with governmental or non-profit fund accounting. • An MBA in Business or Finance is preferred. Experience • Five to seven years work experience in maintenance of financial records and reporting is required. • CPA as well as grant management and grant compliance strongly preferred. • Knowledge of accounting theory, principles and practices and their application to a wide variety of accounting transactions • Analyze and interpret financial documents and reports. • Understanding of governmental financial operations and terminology • Experience with standard office practices and equipment, including productivity software such as Word, Excel and Access • Understanding of payroll, fringe benefits, tax preparation and filing procedures; Experience with internal payroll systems desirable • Demonstrated knowledge of generally accepted accounting principles (GAAP) • Ability to understand and follow complex oral and written instructions, including grant reporting and auditing guidelines from various state and federal agencies. • Cash management experience is highly desirable. • Valid driver’s license required and must be insurable under the Tribe’s insurance policy. • A clear background investigation is required. Chukchansi Sovereign Enterprises (CSE) is a federal corporation chartered by the United States under Section 17 of the Indian Reorganization Act of 1934, 48 Stat. 984, on behalf of the Picayune Rancheria of Chukchansi Indians, a federally recognized Indian Tribe. The Chief Executive Officer oversees the corporation and its subdivisions to ensure compliance with applicable tribal, federal, and state laws and ensure profitability. DEFINITION & PURPOSE: Wassaja Family Services Wassaja Family Services Director Under general supervision, performs professional counseling of ranges of difficulty, enabling substance abuse clients to regain mental, emotional, physical and spiritual health. Promote and assist in develops the Substance Abuse Program for the community.

JOB SUMMARY:
The Communications Manager is responsible for the day-to-day administration, overall operation, and completion of activities within the Communications Department. Ensures the Tribe’s website, Tribal Social Media, and newspaper provide relevant and accurate content. Manage daily operations of the
Tribe’s website and web-based communication/marketing tools.

: Possess a Master’s Degree in Communications, Public Relations, Journalism, Mass Media, or Business Administration, or any closely related field from an accredited College or University with three (3) years of verifiable, successful work experience as an administrative assistant or in a position of equal level or responsibility.

: BA or BS degree in Communications, Public Relations, Journalism, Mass Media, or Business Administration. AND a minimum of 3 years’ experience in management capacity with a demonstrated experience serving in a high-level managerial or supervisory capacity, and/or a combination of education, training, and experience equal to 3 years can be substituted, which must be documented.

Knowledge of grant and program administration, budget management, financial projections, as well as experience in grant writing.

Knowledgeable and skilled in correct spelling, grammar, and management procedures.

Skills to read, analyze, and interpret documents and write routine reports and correspondence.

Communications Manager 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Conducts all survey work required to meet the needs of the Lands Division and the Southern Ute Indian Tribe, defined by the Lands Division. 2. As a licensed Professional Land Surveyor, conducts surveys and prepares plats which conform to the Colorado laws regulating the practice of land surveying under the following conditions: • The survey involves the boundary between Southern Ute Tribal and fee land. • The survey involves private land in any way, such as a right-of-way across private land for the Tribe. • The survey involves the establishment or re-establishment of a section corner, 1/4 corner, or 1/16 corner, including filing the monument record with the State of Colo. • Any survey that finds previously unrecorded evidence of an original government survey corner. • The survey involves surveying homesites for Tribal Members. • The survey involves an allotment. 3. When conducting administrative surveys provides complete and detailed plats and other information to the department requesting the survey. 4. Prepares and reviews legal descriptions and other plats as necessary. 5. Responsible for the maintenance, upgrading or replacement of survey equipment belonging to the Tribe. 6. Advises the Lands Division Head on the estimated cost and time required for specific surveys. 7. Maintains complete records on surveys conducted. Keeps track of time spent on each project. 8. Provides information to Tribal departments, Tribal members, and non-members relevant to surveys. 9. Researches and complies information as needed from records maintained by La Plata County, BIA, BLM, private surveyors, and any other sources available. 10. Recognizes the sensitivity of the position as it relates to confidential information pertaining to surveying. 11. While on duty conducts himself/herself in a manner reflecting positively on the Lands Division and the Southern Ute Indian Tribe. 12. Willingly accepts guidance and direction from his/her supervisor and makes changes in performance to comply with that direction. 13. Establishes and maintains an effective working relationship with co-workers, the public and supervisory staff. 14. Performs additional related work as assigned.

Southern Ute Indian Tribe

POSITION SUMMARY: This position conducts all administrative surveys and surveys as a licensed Professional Land Surveyor, needed to meet the needs of the Southern Ute Indian Tribe.

QUALIFICATIONS: Must have a High School Diploma or Equivalent. Must have a Current State of Colorado Professional Land Surveyors License. Must have 6 years of experience in land surveying. Must have 3 years of computer experience with a strong working knowledge of AutoCAD. Must have 3 years of experience creating plats. Must have experience and knowledge of the cadastral surveys in accordance with the Bureau of Land Management methods. Must be able to make clear, concise and effective verbal and written presentations and reports. Must sign confidentiality agreement. Must have valid Driver’s license for state of residency and be insurable under the Tribal Vehicle Insurance Policy. Must pass a thorough criminal history background check and pre-employment drug test. PREFERRED QUALIFICATIONS: Working knowledge of the Southern Ute Indian Reservation boundaries and ownership of land within the outer boundaries of the Reservation.
