Executive Director

Advance is looking for an Executive Assistant to join our growing team. The Executive Assistant reports directly to the Executive Director and is responsible for providing high-level administrative and organizational support. This role is responsible for scheduling and managing calendars, reimbursements, expense reports, arranging travel, preparing reports, managing communication in a fast-paced environment, and handling confidential information. They will serve as a scheduling liaison between the Executive Director and our staff, advisors, funders, and other stakeholders. This position requires excellent professional communication, organizational, and interpersonal skills. A typical day in the life could include tasks ranging from:

Daily standup meeting with the Executive Director to go over the day’s schedule, ensuring they have what they need for each meeting, including any helpful information or context about the stakeholders and meeting objectives.

Booking conference travel for an out of state multi-day convening and coordinating all logistics (e.g. rideshare or rental car, hotel, airfare, dinner and lunch meetings).

Responding to scheduling inquiries from key partners, checking in internally where there may be potential conflicts, and exercising discretion over which scheduling commitments may be moveable and which are non-negotiable.

Attending internal or external meetings on occasion, as a proxy, to collect and relay relevant information back to the Executive Director with recommendations for next steps.

Formatting and updating materials, in collaboration with other internal staff, to disseminate in advance of key stakeholder meetings (e.g. Advisory Board meetings, all team meeting agendas, prospective and current donor meetings).

These responsibilities are an estimation of the role. The role may change based on the applicant's skill sets, interests, and evolving needs of the organization.

Proactively manage the Executive Director’s dynamic calendar (surfacing questions, getting aligned on tradeoffs, ensuring enough space/travel time between meetings, holding space for review blocks, etc).

Manage and draft correspondence on behalf of the Executive Director prioritizing upcoming deadlines, awareness of staff involvement, and suggesting strategic opportunities for stakeholder engagement and efficiency.

Provide timely administrative support for the Executive Director (e.g. completing and submitting credit card expense reports, reimbursement requests, and other accounting-related paperwork).

Oversee all aspects of travel arrangements and itinerary planning that align with the Executive Director’s preferences (e.g. flights, accommodations, ground and public transportation, offsite meetings that take place during travel). Support Executive Director in consolidating travel notes and tracking follow up tasks after travel. On certain occasions, this can include accompanying the Executive Director on travel engagements and on-site meetings as needed.

Manage sensitive information with discretion, ensuring secure distribution and storage of confidential documents.

Willingness to work non-standard hours, including weekends and travel when required. Occasional travel to advisor meetings, retreats, and other on-site meetings as needed.

Manage scheduling with Advisory Board, meeting materials, and provide support as needed.

Serve as the primary liaison and administrative manager to the Advisory Board and Executive Director.

Schedule quarterly Advisory Board meetings and manage coordination and delivery of all moving parts in advance of meetings, including materials (agenda, packets, etc), confirmations, and follow up.

Take Advisory Board meeting notes, draft minutes, and track post meeting coordination and communication ensuring any necessary follow up takes place.

Support additional committee formations as needed, including scheduling meetings, sending meeting reminders, taking notes, and providing general project management.

Manage staff and leadership team meeting and retreat schedules.

Manage additional virtual office operations as needed, such as file system organization and data management, drafting correspondence, triaging requests, updating data across multiple documents or platforms.

Provide support to the operations team on organizational projects and initiatives when needed (onboarding and offboarding administration, staff retreats, note taking on weekly staff and leadership team calls, etc).

Hold a high-level awareness of the workflow of the Native Leadership Institute and other programs and support collaboration and administrative needs across the teams (fiscal sponsor requests, support cross-team communication, and maintaining an overview of big-picture priorities).

Provide administrative support for the expanding programmatic work of the organization, including scheduling with elected officials, Tribal leaders, allies, coalitions, support for program logistics as needed, and managing contacts and grantmaking data in our Salesforce database.

Special projects or event support as needed, including scheduling, logistical or project coordination.

Advance Native Political Leadership Action Fund

Our team is at an exciting juncture in the organization’s history. We’ve doubled our staff capacity over the last year, allowing us to run more effective programs, build a larger network of future Native candidates, and strengthen connections with more Native and Indigenous communities and organizations across the country. From an administrative and operations perspective, this means our Co-Founding Executive Director is being called upon for more external engagements and an increasingly complex docket of fast moving priorities and commitments. Responsibilities
Under the general direction of the Vice Chancellor, External Relations and Communications, the Executive Director, Tribal Relations will:
-Develop the Office of Tribal Relations, in partnership with the VC, and provide leadership and strategic direction for the Tribal Relations team/office.
-Provide advice, counsel and updates to system leaders regarding Native American Tribal issues, as well as governmental and political issues related to Native American issues.
-Develop and recommend integrated strategies and tactics to achieve short and long-term system goals and objectives related to Tribal matters.
-Lead collaborative efforts with various departments within the Chancellor’s Office and campuses to support Tribal relationships and partnerships.
-Cultivate relationships with Tribal leaders and Native American organizations to achieve goals and objectives.
-Build and sustain relationships between the Chancellor’s Office and with the California Native American Heritage Commission (NAHC) and key governmental leaders associated with Tribal issues (i.e. the Governor’s Tribal advisor, staff for legislative leadership, staff with Select Committee on Native American Affairs, etc.) in cooperation with AVC of Advocacy and State Relations.
-Oversee the systemwide NAGPRA policy and consider future modifications. Ensure campuses consult with tribes and follow proper repatriation procedures, systemwide and campus committees are operational, develop systemwide budget request, coordinate with campuses on needs and other NAGPRA related matters.
-Work with AVC of Advocacy and State Relations, AVC of Federal Relations, and AVC of Systemwide Budget on legislative, government and budget matters related to Tribal issues.
-Provide training, development and support for campus-based Tribal relations staff.
-Testify at legislative hearings and speak at public events on issues related to Native American Tribes, tribal issues, and NAGPRA compliance.
-Travel to meet with Tribal leaders and Native American organizations.
-Supervise the NAGPRA/CalNAGPRA Project Manager and provide strategic direction, evaluation, coaching and guidance on duties and responsibilities.
-Work with Division of Academic and Student Affairs to advance academic programs and services related to Native American students. Support and collaborate with the CSU Presidential Advisor on CSU’s Native American Initiative.
-Draft pieces of communication and updates regarding Tribal partnerships, issues, and matters.
-Engage the Office of the General Counsel on legal matters related to Tribes, as well as state and federal laws and regulations.

California State University, Office of the Chancellor

Position Information
The California State University, Office of the Chancellor, is seeking an Executive Director, Tribal Relations to be responsible for facilitating engagement with Native American tribes and associated government entities in order to build strong Tribal partnerships, ensure compliance with state and federal laws, and conduct government to government tribal relations.
The ED Tribal Relations will lead and develop the Office of Tribal Relations, an office within the Division of External Relations and Communications.
The ED of Tribal Relations represents the Chancellor in government-to-government relationships, leads NAGPRA compliance and supports academic programs and resources in order to enhance, develop and create progressive and enriched relationships between the CSU, Chancellor’s Office and Tribal communities. Acts as the point of contact for California Indian Tribes to consult with the Chancellor of the CSU system. Serves as the primary contact and resource on all Tribal issues, providing leadership to enhance, develop and create progressive and enriched institutional partnerships and collaborations with Tribal governments and various Tribal entities. Ensures that the CSU follows state and federal laws regarding Tribal issues, including NAGPRA and CalNAGPRA.
Under the direction of the VC, and in partnership with campus and Chancellor’s Office leadership, the ED Tribal Relations will oversee the development, implementation, and maintenance of the CSU’s systemwide NAGPRA policy. The ED Tribal Relations will engage state government stakeholders (Governor’s Tribal Advisor, California Native American Heritage Commission, etc.), statewide tribal organizations, and Tribes directly to advance CSU-Tribal partnerships. The ED Tribal Relations will work with the Board of Trustees, Chancellor, and senior leadership across the university to develop programmatic and policy priorities to advance the CSU’s relationship with Tribes and Native American organizations in order to serve Tribal needs and the needs of Native American students.
The ED will conduct their work and represent the CSU with a deep understanding and appreciation of the unique culture and history of California Native American Tribes.

The anticipated salary hiring range is up to $14,167 per month, commensurate with qualifications and experience. The salary range for this classification is $9,625 to $30,896 per month.

This position requires:

-Strong oral and written communication skills to fulfil leadership responsibility, as well as to successfully communicate CSU efforts with CSU executive leadership and Tribal partners.
-Knowledge of Tribal law and Tribal governance in order to resolve issues facing the Chancellor’s Office and campuses.
-Proven ability to work with Tribal, government, political and community leaders in order to resolve problems.
-Understanding of Tribal protocols in order to build trust.
-Demonstrated ability to work with individuals from varied backgrounds and cultures in order to be sensitive to Tribal perspectives.
-Strong organizational and strategic skills to develop and implement the goals of the Office of Tribal Relations.

Executive Director, Tribal Relations 

The incumbent carries out the following specific responsibilities

:

1. Provides direct supervision of two Senior Executive Service officials: the President of Haskell
Indian Nations University and Southwestern Indian Polytechnic Institute. Located in Lawrence,
Kansas and serving a student population of approximately 1,000 per semester, Haskell Indian
Nations University offers both bachelor and associate degrees to members of federally recognized tribes. Established in 1971 as a vocational training center, Southwestern Indian Polytechnic Institute serves approximately 500 students per semester by providing associate degrees and vocational certification training programs to members of federally-recognized tribes.



2. Tribally-Controlled University Grants Management and Scholarship Program:


- Oversee the implementation of the BIE's Tribally-Controlled University Grants program, which
provides national funding to 33 Tribally-Controlled Universities across the country.
- Research, design, and implement the BIE's nation-wide scholarship program for members of
federally recognized tribes. This program was assumed from the Bureau of Indian Affairs in
recent years and requires the additional level of oversight to improve effectiveness and efficiency.




- Oversee the development and implementation of performance management systems to monitor,
evaluate, and improve the effectiveness and efficiency of BIE educational programs.
- Establish key performance indicators (KPIs) and benchmarks to assess programmatic success
and drive data-informed decision-making.



4. Stakeholder Engagement and Collaboration:


- Cultivate partnerships with Tribal leaders, educators, community organizations, and other
stakeholders to enhance collaboration and align programmatic efforts with community needs and
priorities.
- Represent the BIE at national and regional conferences, meetings, Congressional engagement,
Executive Branch political appointees, and other forums to promote awareness of BIE programs
and initiatives and advocate for the interests of Native American students and communities.
