FUNCTIONS/TASKS: Conducts a health and developmental history from the patient and/or family member and performs a physical examination using palpation, percussion, auscultation, observation skills, using appropriate diagnostic instruments.

Performs minor surgical and invasive procedures i.e., suture of lacerations not involving nerves or tendons, incisions and drainage of abscesses, insertion and/or removal of birth control, joint injections, toenail removal, skin biopsy and freezing of warts. Provides direct physical and psychological care in emergencies and in the presence of illness or disability in order to maintain life, provide comfort, reduce stress and to enhance the patient's coping ability. Supports the Medication Assisted Treatment (MAT) clinic to include prescribing, creating treatment plans, and engaging patients in counseling services. Provides health care and preventative services to healthy individuals, including guidance in nutrition, illness, prevention, accident prevention, growth and development. Prescribes medications as delineated in the approved clinical privileges for a variety of symptoms and illnesses. Monitors the effectiveness of medications, adjusts medication dosages as appropriate to the patient's response. Assesses, plans and is involved in meeting the health needs of community and group health needs, taking into consideration socioeconomic, epidemiological and cultural influences. Develops and conducts health education classes and/or specialty clinics such as immunization, well-baby, nutrition, pre-natal care, parenting, women's health, men's health, adolescent health or employee health. Adapts educational material/methods to meet the audience/patient level of understanding. Teaches and counsels patient and family on disease prevention and health maintenance techniques. Promotes responsible behavior and implements plans to further enhance patient/family understanding of medical problems. Contributes with other health professionals to develop treatment protocols, standards of practice and policies. Participates in ongoing quality improvement activities, including audits, chart review, development of review criteria, development of plans for improving performance and evaluation of effectiveness of actions in improving performance. Conducts in-service programs for clinic staff and other health care providers i.e. Community Health Representatives, school nurses) in the community. Consults with other health providers regarding health care issues and complex medical problems. Serves as a preceptor for nursing/nurse practitioner students scheduled to perform clinical rotations in the clinic or community setting. Performs supervisory and management duties as well as serve as the technical director for the clinic, subordinate primary health care providers and support staff, as assigned. Mi'kmaq Nation 

SUMMARY OF POSITON: The Medical Director (MD)/Primary Care Provider is responsible for the direct and comprehensive primary, preventive and therapeutic medical care across the patient life span i.e., geriatric, adult, adolescent, pediatric and infant patients and their families of the Mi'kmaq community. The MD will work autonomously as the solo provider in the facility performing most assignments independently and is self-directed with considerable latitude in the performance of duties. The MD resolves most conflicts and uses individual judgment and clinical judgment skills to develop new procedures, practices and approaches to care for patients.

EDUCATON (AND PERTINENT EXPERIENCE): Officially accredited to practice as a Medical Doctor (MD) by AMA with a minimum of five years’ experience. 

LICENSES OR CERTIFICATIONS: Must possess current and valid unrestricted Maine license (or eligible for) from the Maine Board of Licensure in Medicine. Meet all state requirements and obtain valid Prescriptive Authority and Drug Enforcement Agency (DEA) licensure. WORKING CONDITIONS: Work is performed in an ambulatory health care center or community setting where exposure to infections and communicable diseases is common. Requires the wearing of specialized protective equipment to prevent exposure to blood and body fluids. Exposure to all kinds of weather and/or outside climate is necessary to perform clinical assignments away from the duty station. The work may include a certain amount of exposure to hostile and emotionally disturbed patients, families and visitors. Work as the Ocean key target lead to advance and sustain the Tribal Habitat Strategy with tribal technical and policy staff and partner with researchers to conduct research, increase understanding and quantify how changing ocean conditions will/are impacting treaty resources. 4. Track the status of ocean and marine science to inform coastal tribes on the current state of knowledge with changing ocean conditions. 5. Create linkages between funding sources through pursuing and notifying tribes of funding for research and adaptation planning. Write grant reports and publish scientific literature that will benefit the interests and concerns of the coastal tribes.

Northwest Indian Fisheries Commission 

Position Overview: NWIFC is seeking candidates for the full-time, exempt role of Oceanographer. This position is integral to the Environmental Protection team and will focus primarily on changing ocean conditions and associated impacts to species of interest, specifically as they relate to tribal ocean fishery resources. The Oceanographer will work under the direction of the coastal tribe’s fishery managers and their pertinent technical staff to support their marine science needs.

Qualifications: • Bachelor of Science degree in Oceanography or related biological science with course work in modeling and three years of permit work experience; an advanced degree may substitute for the required work experience. • Demonstrate expertise in statistical inference, ecological and oceanographic modeling, experimental and sampling design, and oceanographic research. • Communication skills required to create concise reports, summarizing complex information on both technical and non-technical matters as needed. Yurok Tribe

Under the general supervision of the General Counsel, the Associate General Counsel Attorney will assist the Tribal Council and Tribal Departments in the legal matters related to the business of the Tribe. Associate General Counsel Attorney 

DUTIES AND RESPONSIBILITIES:
1. Perform legal research including extensive analysis of legal positions. Determine and apply legal principles and precedents to problems and issues.
2. Provides legal advice, counsel and assistance to the Tribal Council and departments in relation to their duties and the operation of the Tribe and its programs in compliance with the Constitution, laws, and policies of the Yurok Tribe.
3. Negotiates Federal and State contracts.
4. Provides opinions concerning personnel policies and procedures.
5. Provides legal advice related to employment classification and dispute resolution.
6. Drafts appropriate ordinances and policies that assist in the implementation of the Tribe’s Self-Governance objectives.
7. Represents the Tribe in Indian Child Welfare cases as needed.
8. Provides opinions on, drafts documents and policies, and attends meetings concerning regulatory and environmental matters.
9. Reviews and approves contracts entered into by the Tribe.
10. Prepares legal briefs, develops strategy, arguments, and testimony in preparation for presentation of a case.
11. Manages all outside legal counsel.
12. Promotes Tribal sovereignty in alignment with the Constitution and laws of the Yurok Tribe.
13. Performs other related duties as assigned.


Under the general supervision of the Yurok Tribal Council, the General Counsel will assist the Yurok Tribal Council and Tribal Departments in the legal matters related to the business of the Yurok Tribe. Incumbent will be responsible for planning, organizing, directing, and controlling all activities of the Office of the Tribal Attorney. The General Counsel will ensure the efficient and economical use of the resources of the department, including budgeted funds, grant monies, personnel, facilities, and time, to accomplish short-term and long-range objectives.

EDUCATION/EXPERIENCE:
1. Juris Doctor degree required.
2. Law School graduate licensed to practice law in the State of California and 10 years practicing law as a licensed attorney.
3. Employee must be willing to acquire any special certifications or attend any training that is determined to be relevant or becomes required of the position in the future.
4. Candidates with equivalent combinations of education and experience will be taken into consideration.

MINIMUM QUALIFICATIONS:
1. Juris Doctor degree required.
2. Must be licensed to practice law in the State of California.
3. Must have computer knowledge sufficient to do legal research.
4. No convictions for misdemeanor offenses within the last twelve (12) months, no previous felony convictions.
5. Highly skilled, both orally and in writing.
6. Knowledge of tribal governments, Indian law, including issues of Tribal Employment Rights, P.L. 280, self-governance, NAGPRA, gaming, personnel law, ICWA, etc.
7. Ability to handle conflict and maintain positive working relationships with diverse stakeholders and constituents.
8. Supervisory experience required.
9. Ability to set priorities, meet critical deadlines, and review information for legality, accuracy and compliance with policies and procedures of the tribe and all applicable laws.
10. Ability to communicate with Yurok Tribal leaders as well as state, county and federal stakeholders and partners.
11. Understanding of the complex interaction of Tribal, state, and federal legal requirements for tribes and how they relate to tribal sovereignty.
12. Must have demonstrated experience in a senior level/management position in a law firm, public or private in-house counsel.
13. Experience working with Tribal governments is preferred.
14. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.
SUPERVISORY RESPONSIBILITIES:
Performs the full range of supervisory duties and responsibilities. Plans work of subordinates based on priorities, nature of assignment. Develops work performance plans and evaluates performance of subordinates. Provides advice, instruction, and guidance to subordinates on work and administrative matters. Effects minor disciplinary actions and determines developmental training needs of employees.
CONDITIONS OF EMPLOYMENT:
1. Pass the Yurok Bar exam within the first year of employment.
2. All applicants are subject to the Tribe’s Drug and Alcohol Policy including pre-employment screening.
3. Valid state issued driver’s license and/or the ability to obtain a California driver’s license. Must be insurable on the Tribe’s insurance policy.
4. Must pass a background investigation and fingerprint clearance.
5. This position requires compliance with the Indian Child Protection and Family Violence Prevention Act Public Law 101-630; 25 Code of Federal Regulations Part 63 – Indian child Protection and Family Violence Prevention; Crime Control Act of 1990, Employee Background Checks; and Executive Order 12968, Adjudicative Guidelines.
WORK ENVIRONMENT:
The work environment temperature can fluctuate between 40-90 degrees Fahrenheit due to open doors and windows. The job will require inside and outside activities. There are many distractions, and the noise level can escalate.
LANGUAGE SKILLS:
Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.
