Wichita and Affiliated Tribes

The Program Director is responsible for the daily administration and services provided within the Department. Provides strategic oversight; manages day-to-day activities; establishes organizational structure; and provides leadership in all facets of planning, development, and implementation of project goals and objectives. Provides supervision to department staff. This position may work outside of the normal work week.

: Possess a Bachelor’s Degree in Psychology, Sociology, Criminal Justice, or any closely related field from an accredited College or University with three (3) years of verifiable, successful work experience as a Director or in a position of equal level or responsibility.

Director of Victims of Abuse Program 

1.Oversee the day to day operations of the Tax and TERO Department and its staff.

2.Review bids, contracts, lease agreements for tax compliance with the Economic Development Department
and the Fallon Business Council.

3.Attend pre-construction meetings with contractors to discuss tax and tero compliance

4.Implement and monitor new and existing taxes for the Tribal Government

5.Ensure purchasing and procurement processes are in compliance with the Tribes Financial Policy.

6.Prepares annual Tax and TERO Department Budgets (i.e. budget modifications)

7.Review the current tax laws, both federal and state and be able and willing to communicate with outside

8.Verify accuracy of taxpayer records and tax returns including accuracy of the TERO Compliance Agreements
to ensure there are no discrepancies or delinquencies

9.Attend Fallon Business Council meetings as needed.

10. Contact taxpayers in an effort to promote tax compliance and notification of noncompliance and taxes due.

11. Performs work to ensure compliance and enforcement of the Fallon Paiute-Shoshone Tribe tax and tero
ordinances and regulations.

12. Prepare Tax Exempt Letters as needed for tribal members residing on the Fallon Paiute-Shoshone Tribes
Reservation and contractors for delivery of materials.

13. Establish a tribal hiring hall and certifies qualified Indian applicants. Develops and maintains a register setting
forth the names of Native American individuals by trade and Native American owned firms certified for 
Indian preference.

14. Responsible for collecting the Tribal Employment Rights fee from all covered employers/contractors.

15. Implement the TERO guidelines for Indian preference and ensure responsibility of contractors to hire utilizing
the Indian Preference in Employment.

16. Act in conjunction with the Human Resources office on behalf of any individual, in cases of possible
employment discrimination on TERO projects; such investigations and attempted resolution of cases may 
require the use of available Tribal, State and Federal resources and laws.

17. Prepares compliance agreements/plans for local employers and contractors; maintains a variety of record
keeping systems and statistical data to ensure proper accounting of Indian preference individuals served and 
for use in attempting to secure funding for the TERO program. Inspects any and all non-privileged information 
set forth in the books and records maintained by any covered employer for the purpose of ensuring continued 
TERO compliance.

18. Educate potential employers and contractors, subcontractors, county, state and federal agencies.

19. Collects TERO fees and levies fines against contractors who violate the ordinance.

20. Develop forms and procedures to be utilized by the TERO office, forms and procedures to be approved by the
TERO Commission. Maintain the TERO administrative process including, intake, complaints processing, 
hearings, court proceedings and imposing of sanctions against parties found guilty of TERO violations.

21. Performs regularly scheduled on-site inspection of all TERO jurisdiction work location and/or reviews weekly
workforce reports and payroll records in order to monitor employment and contracting activities. 

22. Responsible for quarterly reports to supervisor, TERO Commission as requested; responsible for compliance
with duties and responsibilities outlined in the TERO Ordinance for the Fallon Paiute-Shoshone Tribe.

The Community Learning Center Director has full responsibility for providing a wide-range of services designed to ensure the educational success of tribal learners of all ages while building and maintaining the Fallon Paiute-Shoshone Tribal cultural identity and assisting to provide for the health, education, economy and social wellbeing of our members and future members; and to preserve and promote our culture, language and religious beliefs and practices and pass them on to our children, our grandchildren and to their grandchildren.The Director will develop and oversee implementation of the comprehensive academic services, including curriculum and assessments, will be a key liaison between Tribe and local educational agencies (LEA), and will work closely with staff to develop activities integrated with academics, cultural, and the tribal community.The CLC Director will coordinate services, and secondary, post-secondary, adult basic education /GED, after-school programs, comparing them to the established objectives, and taking steps to ensure that appropriate measures are taken to correct unsatisfactory results.

Community Learning Center Director 

Oversees all Tribal departments and programs; develop and train employees and delegate tasks and responsibilities to them in an effective manner; to plan and coordinate the functions of tribal operations in areas of personnel, property, and program management.

Provide leadership in planning, organizing, coordinating, and staffing components of the tribal government at FBC direction.

Develop and draft policies, procedures, and other assigned documents at the direction of the Chairman and/or the FBC and to implement those upon adoption by the FBC; to make policy recommendations to the Council on management analysis and need.

To pursue objectives and activities identified by the Council and report back regularly to the Council on the status those objective and activities.

Coordinates with grant personnel of the Tribe to ensure programs are meeting grant deliverables and oversees grants administered by tribal departments and programs with respect to overall goals and objectives established within the scope and purpose of the grants.

Coordinates department head meetings to review policy directives and obtains progress reports on a periodic basis. Evaluates the effectiveness of programs, identifies administrative problem areas, develops and implements corrective action plans in coordination with department heads.

At direction/assignment of the Council, reviews and researches contract/grant agreements and contracts for services or leases to ensure that the Tribe is receiving the maximum benefit while reducing and/or eliminating risks to the Tribe; and to ensure compliance and accountability with contracts and grants.

Works with the Treasurer and Finance Department to implement approved budgets and subsequent modifications, monitors and evaluates assigned department and program budgets in coordination with quarterly budget meetings with the Council.

Participates at tribal events and functions on request of the Council; meets and greets all dignitaries who are visiting or attending functions at tribal offices.

Takes corrective action when fiscal, contracting, personnel, or other administrative problems are identified and notifies the Chairman of the actions.

Provides regular periodic reports to the Fallon Business Council concerning the status of all assignments, duties, deadlines, projects and functions of the various programs and activities.

Attends all regular Fallon Business Council meetings; attends other special, closed, executive sessions/meetings of the Council as requested by the Chairman and/or Council.

Performs other related duties as directed by the Chairman or as directed by the Fallon Business Council through official vote, motion, and/or resolution.

The Tribal Administrator is responsible for the daily operations of assigned Tribal departments and programs, including all contracts and grants services, as directed by the authority of the Fallon Business Council and under day-to-day supervision of the Tribal Chairman. The Tribal Administrator works under direction of the Chairman to carry out the goals and objectives of the Fallon Business Council (FBC), which governs the Fallon Paiute-Shoshone Tribe.The Tribal Administrator performs his/her duties and responsibilities in recognition that the FBC is the final authority for the Tribe and works within their direction and guidance, as well as in compliance with Tribal laws and Tribal policies. He/she has the overall responsibility of overseeing all Tribal departments and programs.

Nottawaseppi Huron Band of the Potawatomi 

Under the direction of the CEO, the Health and Human Services Director is responsible for the delivery of all services offered through the health and human services department in accordance to the Strategic Priorities of the Tribal Council. Further services will be delivered in compliance with federal, state, Tribal regulations, policies, procedures and financial agreements.

Understanding of Indian Health Services regulations. 4. Ability to understand, gain knowledge and appreciate the differences with the Native American culture and customs. 5. Must be able to attend/travel to Michigan Tribal Health Directors Association meetings, grant meetings and other meetings to represent Tribal health concerns as necessary. 7. Must be able to successfully complete and pass a comprehensive background investigation and drug screening; must not have been found guilty of, or pled guilty or no contest to, any felony or misdemeanor offense under federal, state or tribal law involving crimes of violence, sexual assault, molestation, prostitution, or other crimes against persons, or offenses committed against children; must be able to successfully pass a drug screening by means of hair sample. 8. Administers the Tribe’s annual US Department of Housing & Urban Development (US HUD) Indian Housing Block Grant (IHBG), including drafting of annual Indian Housing Plans and performance reports for submittal to US HUD Office of Native American Programs (ONAP). 8. Administers contracts and manages projects related to all residential development and infrastructure projects at Pine Creek Reservation and other Tribal owned properties. 9. Liaises local county, township and village governments regarding Tribal land acquisition and maintenance of ‘Off-Reservation’ properties. 10. Acts as the department liaison regarding any catastrophic, environmental, or other emergency events, and in coordination with the emergency management team. 11. Participates in legal proceedings related to program occupancy as required. 14. Participates in real estate transactions involving NHBP as required or directed. 15. Performs other duties and assignments as directed by the CEO or as requested by NHBP Tribal Council. 16. Travels to various government meetings, public hearings, public offices, and property site visits. MINIMUM QUALIFICATIONS

The Housing Director manages the Tribe’s Rental Housing Program and is responsible for the administration of various housing assistance programs. The Housing Director supervises Housing Staff. The Housing Director will work with Social Services Department on related assistance programs provided by the Tribe. Additionally, the Housing Director administers the Tribe’s annual US Department of Housing & Urban Development (US HUD) Indian Housing Block Grant (IHBG), The Housing Director also acts as contract administrator and project manager for residential development and infrastructure projects and liaises external stakeholders This position involves significant research and writing responsibilities.

1. Bachelor’s degree in business administration or closely related field or four years of related experience. 2. Three years combination of experience in development or management of Tribal housing or free market rental programs or similarly related field. 3. Two years experience in grant writing and management, including the ability to interpret and apply grant administrative requirements and other regulations and official guidance. 4. Two years experience in contract administration and project management, including the ability to draft general project specifications, contract documents, and other form notices and statements to contractors. Two years experience in, or familiarity with, residential building trades and construction management. 6. Two years experience in, or familiarity with, real estate transactions and property title work. 7. Two years experience in program development and policy writing. 8. Understand or able to gain knowledge of and appreciate the Native American culture and customs. 9. Must maintain a valid driver’s license with good driving record; GSA certifiable. 10. Complete and pass a comprehensive background investigation and drug screening in accordance with NHBP standards. 11. Extensive experience working with computer processing and spreadsheet software abilities. 12. Extensive experience working with highly confidential and sensitive information and both preserving and maintaining confidential and sensitive information. 13. Experience making presentations and deal effectively with large groups. 

PREFERRED QUALIFICATIONS 1. Master’s degree in business administration, public administration, or related field and at least five years combination of education and experience in development or management of Tribal housing or fair market rental programs or related field. 2. Undergraduate or graduate coursework in business and contract law. 3. At least 5 years experience in county and municipal government, including ability to interpret and apply zoning ordinances, building code compliance, and other statutory documents. 4. At least five years’ experience in grant writing and management. 5. At least five years’ experience in contract administration and project development 6. Experience drafting technical specifications and reading and analyzing site plans and construction drawings. 7. State of Michigan Residential Builder’s License or apprentice-level experience in residential building trades. 8. Construction Specifications Institute (CSI), Engineers Joint Contract Documents Committee (EJCDC), or American Institute of Architects (AIA) document specialist certification.

The employee will work under standard office conditions as well as on construction sites and in housing units. Employee may be subjected to hazardous conditions in the field, including machinery, dust, dirt and general construction hazards. The employee may also be subjected to outdoor weather conditions. The noise level in the work environment is usually moderate to sometimes very loud.
