Duties and Powers of Justices:
a) All Justices of the Supreme Court, unless disqualified for conflict of interest or other cause, shall participate in the deliberations of that body and shall have the duty and power to conduct all court proceedings and issue all orders and papers incident thereto, in order to administer justice in all the matters within the jurisdiction of the Supreme Court. In doing so the Supreme Court shall:
b) Be responsible for creating and maintaining rules of the Court not contrary to the Tribal Constitution or Code, regulating conduct in the Supreme and District Courts to provide for the orderly and efficient administration of justice and the administration of the Courts. Such rules shall determine, where not otherwise provided by law, what actions be taken by a single Justice of the Court and shall be filed with the Clerk of the Court.
c) Hear appeals from the District Court at a designated time and place
d) Enter all appropriate orders and judgments.
e) Keep all appropriate records as may be required.
f) Perform all other duties as may be required for the operation of the Supreme Court and the District Court.
g) Supervise the actions of the District Court and all Clerks, Reporters, Bailiffs, and other officers of the Courts.
h) Perform any of the duties and powers of a District Judge in appropriate cases.

Pawnee Nation of Oklahoma 

The Pawnee Nation Supreme Court may hear appeals resulting from all final orders or judgments rendered by the District Court, appeals of other orders of the District Court subject to interlocutory appeal by law, and such original actions as may be provided by tribal law, and shall render its decision in writing to the parties of interest, files a copy thereof in the Supreme Court Clerk’s office and at the time of filing submit a copy to the official reporter of the decisions of the Court. The decision of the Supreme Court shall be final and binding upon the parties.

Compensation is $450 per Supreme Court Meeting.


To be eligible for selection or confirmation as a Justice of the Supreme Court, a person shall:
a)
Be either
1. Enrolled member of the Pawnee Nation
2. The parent, child, or spouse of an enrolled member
3. Actually domiciled within the territorial jurisdiction of the Pawnee Nation
4. An attorney, or
5. A lay advocate who has regularly practiced before the court as a member of the Bar of the Court for a period of seven (7) years
6. A graduate of an American Bar Association approved Law School, or a Paralegal program approved by the Supreme Court; and
b) have demonstrated moral integrity and fairness in business, public and private life, and c) have never been convicted of a felony or an offense punishable by banishment or involving moral turpitude, whether or not actually imprisoned or banished, and have not been convicted of any offense, except traffic offenses, for a period of five years preceding the appointment. The five-year period shall begin to run from the date the person was unconditionally released from supervision of any sort as a result of a conviction. d) have regularly abstained from the excessive use of alcohol and any use whatsoever of illegal drugs or psycho toxic chemical solvents. e) be not less than thirty (30) years of age f) not a member of the Tribal Legislative Body, or the holder of any other elective Tribal Office of this Tribe, provided, that a candidate who is a member of the Tribal Legislative Body, or the holder of some other elective Tribal Office, may be confirmed as a justice subject to his/her resignation. Upon resignation from his/her elected Tribal Office, he/she may be sworn in and assume the duties of judicial office. g) if less than fifty (50) years of age, have completed at least sixty (60) semester credit hours at an accredited college or university, or at least four years of previous experience as a Judicial Officer for a recognized court.
All Justices of the Supreme Court shall serve six (6) year terms of office beginning from the date of their confirmation and until their successors take office, unless removed for cause, or by death or resignation.

1. Representation of indigent adults and juveniles in criminal matters.
2. Representation of parents in neglect and deprived actions before the court.
3. Representation of juveniles in the capacity of guardian ad litem.
4. Represents indigent Indian individuals at bench trials.
5. Negotiates plea agreements.
6. Files motions, seeks places for defendants to perform community service, locates counseling to address client needs, explores alternatives to incarceration and investigates defendant's cases.
7. The Public Defender may be called upon to counsel with tribal citizens residing within the jurisdiction of the Pawnee Nation.
8. Performs other duties as may be assigned.

GENERAL RESPONSIBILITY: The Public Defender is responsible for carrying out faithfully the duties of this office to the best of his/her ability, and to cooperate, promote and protect the best interest of the members of the Pawnee tribe. The Public Defender is primarily responsible for representing indigent individuals in criminal matters before the court.

EXPERIENCE AND SKILLS: The Public Defender shall be a member in good standing of any State Bar Association or a graduate of any American Bar Association approved law school.

Mashpee Wampanoag Tribe 

The Mashpee Wampanoag Tribe Historic Preservation Office and National Grid’s Indigenous Peoples Initiative (IPI), are offering an eight-week paid summer internship. This unique collaboration between a Tribal Historic Preservation Office and a utility company reflects a shared commitment to strengthening culturally grounded preservation practice and meaningful Tribal engagement.

The internship places an intern within the Tribe’s Tribal Historic Preservation Office, providing direct, hands-on experience supporting cultural resource protection and preservation initiatives.

Tribal Historic Preservation Internship 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Provides Clinical supervision to the Social Services staff to ensure effective care and quality of services. 2. Coordinates and conducts weekly staff clinical supervision. 3. Monitors and reviews all client case records in 90-day intervals. Ensures cases are in compliance with tribal/BIA guidelines 4. Develops and maintains effective working relationships with staff, coworkers, Tribal Departments, community agencies, educational institutions, and the public. 5. Responsible for the facilitation of in-service trainings for the division staff. 6. Prepares reports for appropriate documentation of B.I.A. contracts and Title IV E contracts. Works in conjunction with the Division Head to ensure program compliance of all required BIA and Tribal forms. 7. Responsible for development and management of placement contracts and renewals when appropriate. 8. Ensures program compliance with agencies of contracted services. 9. Assigns referral cases to case management staff. 10. Carries a client caseload when the division is experiencing a staff shortage or a heavy caseload. 11. Assists in the training and orientation of new Social Workers, Therapists, and/or other staff as appropriate. 12. Serves as on-call supervisor as scheduled. 13. Performs duties and responsibilities in a professional and ethical manner which does not negatively impact the program, the clients, or the credibility and effectiveness of the position. 14. Assumes the position of Acting Social Services Division Head when the Division Head is out of the office. 15. Provides case management summaries to the Division Head as required and offers feedback to the Division Head on Social Worker and Therapist effectiveness. 16. Seeks and engages in continuing education to maintain current licenses and certifications and to maintain knowledge of best practices and current information concerning the position. 17. Performs other job-related duties as assigned by the Division Head.

Southern Ute Indian Tribe

This is a senior level position that provides Clinical Supervision to staff Social Workers providing a full range of intake and/or ongoing social casework services for a variety of program areas such as child abuse and neglect cases, youth-in-conflict cases, and adults unable to protect their own interests. This position also provides clinical supervision and oversees the Family Treatment Therapist and the Foster Care Program Coordinator.

QUALIFICATIONS: Must have a MA/MS in Social Work (MSW) or related human services field. Must be a Licensed Clinical Social Worker or Licensed Professional Counselor in any state and have the ability to obtain licensure in CO within one year. Must have 5 years of experience in social services casework, child/adult protection, and file management with increasing levels of responsibility. Must have contract & grant management experience. Must have experience using electronic file management systems. This is a senior level position that requires knowledge of the theories, principles, and concepts of social casework practice (assessment and treatment oriented) related to all of the assigned program areas. Knowledge of the following is also required: social group work principles and methods; medical symptoms related to injuries or failure to thrive in children; battered child syndrome, and the laws dealing with child abuse, neglect and other dependency conditions; problems of the elderly, persons with physical, mental, and emotional disabilities, alcohol and substance dependence; interviewing techniques, crisis intervention methods, and relevant treatment modalities; community resources, rules and regulations specific to profession. Must be able to work a flexible schedule, including on-call. Must have valid Driver’s License for state of residency and be insurable through Tribal Vehicle Insurance Policy. Must pass a thorough background check including Criminal History, fingerprint check, and pre-employment drug test. PREFERRED QUALIFICATIONS: Familiarity with the Southern Ute Indian reservation, culture, and traditions. Able to speak and understand the Ute language. TERO preference.

Clinical Supervisor 

Bankruptcy, Estate planning, Mobile homeowner rights (50–75% of role)

Provide consultations and direct legal services; prepare legal documents and filings.

Conduct community education presentations.

Support homeowner-focused outreach efforts.

Strengthen relationships with community organizations to expand awareness and improve service delivery.

Primary lead for meeting assigned project deliverables that support increased access to legal services, prevention of displacement, preservation of homeownership, and the development of sustainable long term service capacity in these issue areas.

Track deliverables, maintain required documentation, and coordinate with the Directing Attorney, Director of Legal Programs, and Director of Compliance & Legal Technology to ensure timely and accurate reporting.

Provide legal services in federal Indian law, environmental law, and expungement of criminal matters.

Provide legal services unique to the Eastern Field Office: senior legal services, simple probate avoidance, civil legal aid, tenant rights/eviction defense, consumer rights, and public benefits.

Client Development & Community Engagement

Develop and maintain strong relationships with Tribes and Tribal organizations in the service territory, including all funding sources.

Ensure the office pursues and secures meaningful opportunities to work with Tribes, Tribal organizations, and Native American individuals throughout the service territory.

Support client development tied to all CILS funding sources (grants, contracts, donations, etc.).

Collaborate on legal work management with Directing Attorneys and the Director of Legal Programs.

Assist with the administration of local legal work management systems.

Contribute to the development and implementation of grants and special projects.

California Indian Legal Services 

The Staff Attorney, under the supervision of the Directing Attorney, will provide all general Staff Attorney duties and will work collaboratively with other staff to provide exceptional legal services in all areas of federal Indian law. In addition to these general responsibilities, 50–75% of their time will be dedicated to implementing grant-funded initiatives that expand access to legal services in bankruptcy, estate planning, and mobile homeowner rights. The role requires close coordination with program leadership to meet project goals, ensure compliant reporting, and support the development of sustainable long-term service capacity for Tribal communities. In addition to project-based work, the attorney will contribute to client development efforts and collaborate with staff across the organization to strengthen legal services delivery.

J.D. and California bar membership in good standing.

At least 1-5 years of experience practicing law.

Demonstrated knowledge of, or enthusiastic willingness to learn, federal Indian law.

Excellent communication, writing, and organizational skills.

Strong work ethic and able to work nights and weekends when many tribal councils meet.

Ability to travel overnight and a valid driver’s license.

Solid understanding of Native Americans and Tribes in California.

A commitment to providing high-quality legal services for Native Americans.

Ability to work independently, as part of a team, and to take initiative.

Experience with estate planning, probate, or related property-transfer legal matters.

Foundational knowledge of consumer bankruptcy law, including Chapter 7 practice, or demonstrated ability to develop proficiency with training and supervision.

Legal Services and/or Nonprofit legal work experience.

Experience working with Native Americans, Tribes, or Tribal communities.

Experience in dependency/child welfare law.

Deep connection and commitment to the CILS mission and Tribal communities.

Experience providing legal education or conducting community workshops.

Familiarity with mobile home residency law or experience working with mobile homeowner communities.

Experience with outreach-oriented legal service programs or community-based legal work.

Staff Attorney 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Represents financially eligible Native Americans or other defendants as authorized by applicable Tribal or federal law in all stages of criminal proceedings. 2. Represents financially eligible Native or other respondents as authorized by applicable Tribal or federal law in all stages of juvenile delinquency proceedings. 3. Represents respondents in involuntary commitment proceedings 4. Provides guardian ad litem services when so appointed by the Southern Ute Tribal Court in dependency and neglect proceedings. 5. Represents children in all stages of proceedings under the Tribal Civil Truancy Code. 6. Meets with clients and maintains sufficient communication to keep clients informed of case status and legal options and provides legal advice and counsel to clients regarding their rights, case developments, and available options. 7. Prepares for hearings in all stages of each case, including but not limited to arraignments and bond hearings, motions hearings, plea hearings, bench trials, jury trials, and sentencing hearings. 8. Thoroughly evaluates all evidence, secures information, investigates cases, engages expert witnesses as necessary, as well as contacts and interviews witnesses to ensure effective representation of clients. 9. Communicates timely and professionally as needed with other attorneys, including negotiating plea bargains as appropriate. 10. Researches, timely drafts and prepares, and reviews all legal documents filed on behalf of clients. 11. Prepares for, and appears at, all scheduled Court appearances, including Wellness Court or other specialty court appearances, as required. 12. Prepares and pursues appeals in appropriate cases to the Court of Appeals of the Southern Ute Indian Tribe. 13. Performs any other action necessary to ensure each defendant receives adequate and effective legal representation consistent with professional standards. 14. Conducts all client representation, including with respect to client confidentiality and conflicts of interest, consistent with the Rules of Professional Conduct as adopted and amended by the American Bar Association. 15. Responsible for the day-to-day operation of the Public Defender’s office including preparing and administering the Public Defender budget and maintaining responsibility for the personnel management of the Public Defender’s office, to include hiring, orientation, training, scheduling, performance evaluations, disciplinary actions, and termination in accordance with Personnel Policies and Procedures. 16. Performs other job-related duties as assigned.

Represents eligible Native American or other defendants as authorized by applicable Tribal or federal law in criminal proceedings prosecuted in the Southern Ute Tribal Court. Responsibilities include representing respondents in involuntary commitment proceedings, representing juveniles in delinquency proceedings, truancy proceedings, and serving as guardian ad litem in dependency and neglect proceedings brought in the Southern Ute Tribal Court.

QUALIFICATIONS: Must have a law degree from an American Bar Association accredited law school. Must be licensed to practice law in the State of Colorado and be in good standing with the Colorado Supreme Court or eligible to waive into admission in that State within a year of hiring. Must be admitted or eligible for admission to practice before the Southern Ute Tribal Court and possess and maintain necessary licensing and eligibility to practice. Must have 2 years of criminal law experience with robust trial experience. Must have general knowledge of Tribal jurisdiction and Indian Law. Must be familiar with or have the ability to quickly become familiar with the Tribe’s Criminal Procedure Code and other relevant Tribal Codes, the Federal Rules of Evidence, and applicable federal laws governing jurisdiction on the Reservation, such as the Major Crimes Act, the Violence Against Women Act, the Tribal Law and Order Act, and the Indian Civil Rights Act, in order to prepare and present an effective defense in court or administrative proceedings. Must have an understanding of the legal reference resources, research techniques, and practices and procedures needed for effectively representing those charged with criminal offenses. Must have knowledge of basic public administration principles and practices, including budgeting, policy/procedure development, and employee training and supervision. Must have a valid Driver’s License for state of residency and be insurable through the Tribal Vehicle Insurance policy. Must pass a thorough background check including professional references, Criminal History, fingerprint check, and preemployment drug test. PREFERRED QUALIFICATIONS: Experience in Tribal court. Direct representation of criminal defendants. Jury trial experience. Experience with Juvenile Court Proceedings. Have an understanding of programs to which respondents may be assigned as a result of involuntary commitment proceedings. TERO preference.
