Amnesty International USA 

The Fellow will be housed in AIUSA’s Programs Unit, reporting to the National Director of Programs. Programs are ongoing bodies of work on human rights issues staffed by experts who create and implement strategies to win human rights victories and make long-term human rights impact. Programs help build the foundation for successful campaigns, which are shorter-term, highly focused, time-bound, and winnable projects that advance long-term programmatic work. The Indigenous Peoples’ Rights Fellow will have the opportunity to work on federal advocacy on human rights issues in the Washington, D.C. office (hybrid) of AIUSA, specifically on efforts to end sexual violence against Indigenous women. The Fellowship is full-time and requires an 18-month commitment. The Fellow will also have one long-term project completed over the fellowship. The salary is $112,500 for the 18-month fixed term (based on an annual salary of $75,000) plus benefits.

The Fellow will gain and strengthen their expertise in human rights research and advocacy including, but not limited to, developing and implementing advocacy strategies and materials, contact with governmental bodies and officials, conducting legislative research, drafting memoranda and blogs, managing databases, analyzing emerging areas of relevant law and government policy, tracking the progress of legislation in the United States Congress, and learning about the international human rights framework. The Indigenous rights fellow will help build and maintain coalition partnerships to help pass relevant legislation in Congress and to change/advance relevant policy and rules in the administration (including through the Indian Health Service and Bureau of Indian Affairs).

Strong written and analytical skills, experience working on human rights issues related to Indigenous people in the USA

Indigenous Peoples Rights Fellow

The incumbent carries out the following specific responsibilities

Provide oversight and guidance to the BIE Performance Office, ensuring effective management of all Government Accountability Office (GAO) and Office of Inspector General (OIG) engagements and timely implementation of report recommendations.

Direct strategic data management initiatives to enhance data-driven decision-making and performance monitoring across BIE programs and operations.

Exercise high-risk oversight over programmatic and fiscal activities, implementing risk mitigation strategies and corrective actions as necessary to safeguard BIE resources and integrity.

Manage the BIE's responsibilities under A-123 regulations, ensuring compliance with internal control standards and promoting a culture of accountability and transparency.

2. Leadership of Sovereignty in Indian Education Office:

Oversee the management of the Johnson O'Malley program and Early Childhood Learning programs, ensuring alignment with tribal priorities and the needs of Native American students and families.

Provide direct support to Tribal Education Departments, fostering collaboration and capacity-building efforts to strengthen educational governance and leadership within tribal communities.

3. Leadership of BIE Division of Planning and Research:

Lead the research, design, and implementation of strategic education initiatives, including the development and management of the BIE's five-year Strategic Direction.

Foster innovation and continuous improvement in educational programming and service delivery, leveraging research findings and best practices to enhance educational outcomes for Native American students.

4. Leadership of BIE Office of Wellness, Behavioral Health, and Student Safety:

Develop and implement comprehensive programs to address the mental and behavioral health needs of students, promoting a safe and supportive learning environment for all.

Collaborate with tribal partners, community organizations, and external stakeholders to enhance access to culturally responsive wellness and behavioral health services for Native American students and families.

In our Safe Women, Strong Nations project, we: • Raise public awareness to gain strong federal action to end violence against Native women and children; • Provide legal advice to Native women’s organizations and Indian and Alaska Native nations on ways to restore tribal criminal authority, to preserve tribal civil authority, and to prevent violence against Native women and girls; • Advocate at the United Nations and the Organization of American States to attack violence against Indigenous women as a human rights violation; and • Build alliances with indigenous and indigenous women’s organizations and indigenous communities and peoples in the United States and in Mexico and Central South America to help them address all forms of violence and discrimination against indigenous women and children. Indian Law Resource Center 

The Indian Law Resource Center seeks a Staff Attorney with a demonstrated, serious commitment to protecting and advancing indigenous peoples’ rights, including particularly indigenous women’s rights. The attorney must be licensed to practice law in at least one state within the United States. Knowledge and experience in United States federal Indian law and experience in working with indigenous peoples’ rights are required. Ideally, the attorney will have the ability to work in both Spanish and English or Portuguese and English, but this is not required. The Indian Law Resource Center is an American Indian nonprofit organization providing legal help without charge to indigenous peoples in the United States and throughout the Americas. The Center is known for its leadership in winning the adoption of the UN Declaration on the Rights of Indigenous Peoples. The Center recently received an eight-year, $20 million grant from the Kellogg Foundation to support our new project to expand and strengthen indigenous collective land ownership in Mexico and Central and South America. Managing Director of Museum, Interpretation and Cultural Affairs 

Leadership: As an active member of the President’s Council, the VP of Government Relations is expected to provide the highest level of leadership and performance and provide the CEO with strategic support. Leadership requires embodying and modeling CITC’s values in all aspects of work, demonstrating a deeply held belief in the endless potential of Our People, embodying a deep commitment to our mission and vision, and adhering to CITC’s core principles.
