Responsible for the development, execution, and/or evaluation of program policies in support of administering taxes as prescribed by law and for administrative services to the Tax Department, including data processing, accounting, records management, publications, collection of delinquent accounts, personnel services, and budget and property control.

Provide an integrated, coordinated, and uniform system of tax administration and revenue collection for the Tribe, including a coordinated electronic method of collecting all taxes.

The Tax Director shall be directly responsible to the Tribal Council for the direction, control, and operation of the Agua Caliente Band of Cahuilla Tax Department. The Tax Director will be responsible for managing and expanding the Tax Department, which includes formulating all department administrative policies, processes, tax programs, along with defining all staffing and scope of work.

Demonstrated knowledge of issues related to CA state and tribal taxation such as dual taxation, tax assessments, exemptions, reporting, and tax avoidance.

Indigenous Conservation Council of the Chesapeake Bay

Position Overview: The Indigenous Conservation Council is seeking a creative, organized, supportive and culturally grounded Tribal Engagement Coordinator to join our team. The Tribal Engagement Coordinator will be responsible for coordinating outreach and engagement programs and events, and communicating and engaging with tribal leadership and communities to support conservation needs. The Tribal Engagement Coordinator will support the coordination and implementation of a new Listening to Our Lands program. This place-based program initiative is designed to bring Tribal Nations together with property rights holders of their ancestral lands to support land access and reconnection, conservation collaboration, and knowledge exchange within the lower Chesapeake Bay watershed and other regional watersheds within the Commonwealth of Virginia. The program will work directly with key partners such as the VA Department of Conservation Resources - Department of Natural Heritage (DCR - DHR), the Albemarle-Pamlico National Estuary Partnership - Tribal Coastal Resilience Connections (TCRC), the Virginia United Land Trust (VaULT), and other state and federal agencies and NGO Partners. The Listening to our Lands tours and sessions will provide opportunities for Tribal leaders, knowledge keepers, community members and youth to engage with conservation partners and scientists in an effort to deepen understanding and exchange of cultural respect and knowledge necessary to identify future acquisition priorities, cultural access agreements, key challenges, and shared restoration or conservation goals and opportunities for collaboration and training. The program seeks to advance Indigenous land access and tenure, data sovereignty, and long-term collaborative relationships between Tribes and conservation partners. The Tribal Engagement Coordinator plays a key role in the program’s execution and relationship building with Tribal communities.

Tribal Engagement Coordinator 

• Manage and maintain the ISN’s daily, monthly, quarterly and annual grants Making processes to ensure proper authorization, funding and timely payment of grants.


• Work closely with ISN Program Manager in the management and disbursement of subgrantee program.


• Manage, maintain and deliver grant-related reporting for both internal and external constituencies. Legal and compliance.


• Along with the Network Director and Finance Officer, ensure compliance with relevant tax laws governing the ISNs grants and source of funding.

Indigenous Stewardship Collective 

The Indigenous Stewardship Network (ISN) is an emerging non-profit organization created in 2022 under a Tribal Charter with the Yurok Tribe. This Native-controlled and Native-led organization was established to bring people together who are committed to advancing community health and wellbeing, traditions and cultural values through Indigenous-led stewardship. While gatherings on these important issues have occurred informally, there is a need for an organized and dedicated support system to coordinate efforts more intentionally for Indigenous land stewardship practitioners in what is colonially known as California. ISN’s core programmatic focus is to establish and leverage a network to develop strategies, models, investments as well as other opportunities that strengthens Indigenous stewardship. ISN is currently in its initial growth phase and seeking a part time (20 hours per week) Grants Writer to establish and maintain ISNs Grant and Subgrantee Program.


ISN is primarily funded through grants and donations, and the Grants Writer is responsible for creating competitive applications and managing their processes from application to final report. The ISN Grants Writer is also responsible for management of the ISN Subgrantee Program. ISN provides subgrants to qualified recipients from ISNs block grants. Duties include pursuing and applying for large block grants, grant reporting to local, state, and federal agencies, drafting RFPs for subgrantee program, working with Program Manager on subgrantee program, and working with ISN Finance Officer on budgets, grant applications and programming.


The Grants Writer must work collaboratively across multiple agencies and constituents, demonstrating a deep understanding of the needs of grantees, donors and other stakeholders and ensuring that those perspectives are incorporated in the grant-making process. While multiple parties may participate in the execution and oversight of the grants based on the source of funds, the Grants Writer has accountability for actively managing execution of the grants processes in terms of proper review, approval, accuracy and timeliness, monitoring, compliance with external rules and regulations, assessing adherence to donor intent when considering grant funding sources and ensuring accuracy on all grant reporting. The Grants Writer is accountable for the accuracy of all grant data reported internally or externally for ISN and its supporting organizations.

• Requires bachelor’s degree or equivalent experience in a field related to the nonprofit sector, or


• Minimum of three years of relevant experience, preferably in a nonprofit or foundation environment.


• Knowledge of tribal, federal, state and local government laws and regulations regarding grant agreements and administration, including California tax laws governing charitable contributions.

Part Time Grant Writer 

Development Strategy & Fundraising Leadership ● Partner with the Executive Director and leadership team to design and implement a comprehensive, multi-year fundraising strategy aligned with TCC’s mission and strategic priorities. ● Lead the development and execution of annual fundraising plans, including foundation, government, tribal, corporate, and individual giving. ● Identify opportunities to diversify and grow revenue streams, including major gifts, planned giving, and donor engagement initiatives. ● Ensure fundraising practices align with Indigenous values, reciprocity, cultural integrity, and ethical stewardship. 

Grant Development & Management ● Oversee the full lifecycle of grant development, including prospect research, proposal development, submission, reporting, and funder stewardship. ● Maintain strong relationships with institutional funders and partners, ensuring timely communication and compliance with reporting requirements. ● Collaborate with program and finance staff to ensure proposals and reports accurately reflect program outcomes, budgets, and impact. 

Donor & Partner Relations ● Build and sustain authentic, long-term relationships with donors, funders, and philanthropic partners. ● Support and partner with the Executive Director on major donor cultivation, solicitation, and stewardship. ● Coordinate donor engagement opportunities, including site visits, small gatherings, and relationship-building convenings. ● Ensure thoughtful, timely, and values-aligned donor stewardship across all levels of giving.

Development Systems & Operations ● Manage and maintain TCC’s donor database (CRM), ensuring accurate tracking, segmentation, reporting, and data integrity. ● Develop and refine development systems, workflows, and tools to support fundraising effectiveness and transparency. ● Work closely with the Vice President of Operations to ensure alignment between fundraising activity, financial tracking, and grant compliance. 

Communications and Public Engagement ● Leads the development and implementation of TCC’s communications strategy to strengthen visibility and engagement with Indigenous communities, funders, and the public. ● Oversee the production of TCC’s digital and print communications, including newsletters, social media, website content, and the annual report. ● Collaborate with staff, artists, and cultural partners to uplift community voices and storytelling across all communication platforms. ● Ensure consistent brand identity, messaging, and alignment with TCC’s mission and values. ● Support the design and communication of special initiatives, including public programs, campaigns, and organizational announcements. 

Leadership & Collaboration ● Serve as a member of TCC’s leadership team, contributing to organizational strategy, planning, and learning. ● Partner cross-functionally with program, operations, and leadership staff to align fundraising priorities with programmatic goals. ● Participate in Board meetings and committees, as requested, to support fundraising strategy and governance engagement. ● Supervise and mentor development staff, consultants, or contractors, fostering a collaborative and values-driven team culture.

The Cultural Conservancy (TCC) is an Indigenous-led nonprofit organization founded in 1985 and based in San Francisco, Marin, and Sonoma Counties in California. Our mission is to protect and restore Indigenous cultures, empowering Native peoples and communities to renew their ancestral lands, languages, and lifeways. Through collaborative programs in land, food, art, and cultural education, TCC works to strengthen Indigenous sovereignty, revitalize living cultural traditions, and nurture a more just and sustainable future for all. Position Overview 

The Director of Development is a senior leadership role responsible for leading and strengthening The Cultural Conservancy’s fundraising strategy, donor engagement, and development operations. Working in close partnership with the Executive Leadership and Staff, this role advances TCC’s long-term financial sustainability by cultivating diverse and values-aligned funding sources. The Director of Development builds donor/stakeholder relationships and oversees institutional and individual giving, grant strategy and management, donor stewardship, and fundraising systems. This position brings both strategic leadership and relational depth, grounded in Indigenous values, ethical philanthropy, and community accountability.

Qualifications & Attributes ● Minimum of 7–10 years of experience in nonprofit development or fundraising leadership roles. ● Demonstrated success securing institutional funding and managing donor relationships across multiple giving streams. ● Strong experience with grant strategy, proposal development, and funder reporting. ● Familiarity with donor databases and CRMs (e.g., Salesforce, EveryAction, or similar platforms). ● Strategic, organized, and systems-oriented, with the ability to manage multiple priorities and timelines. ● Relational leadership style grounded in humility, accountability, and collaboration. ● Deep commitment to Indigenous sovereignty, cultural stewardship, and The Cultural Conservancy’s mission and values.
