Data Operations is integral to the success of fundraising goals, and for providing support to other departments in the organization. • Consistent and clear communication with teammates to ensure correct usage of platforms, while maximizing its functionalities and helping to meet the organization’s revenue goals. • Ensure high standards of quality, consistency, and accuracy across all development records. • Support various aspects of fundraising strategy and execution including the annual fundraising appeals, donor/prospect cultivation, and stewardship plans. Assist with platforms used for online communications and pipeline development. • Serve as back-up Development database administrator, overseeing the integrity, performance and quality of data, systems (including Raiser's Edge and RE NXT, OLX, Research Point, etc.) and constituent information. • Design database queries, imports, exports, annual stewardship reports, and other regular reports. • Co-manage and monitor day-to-day operation of the data system, establish user access, maintain support tables, and perform necessary technical adjustments and updates. • Ensure the integrity and security of database information. • Process Target Analytics services such as Deceased Finder, Address Accelerator, Address Finder, etc. and Wealth Ratings. • Collaborate with the First Nations’ finance office, IT department, and other First Nations departments, as well as, Blackbaud and other related software vendors. • Assist and coach the Gift and Database Coordinators and Donor Database Assistant to ensure continued learning through training and professional development and increase staff capacity, skills, knowledge, and opportunities for career growth. This may include maintenance, quality assurance, tracking and donor communications, etc. 3 • Provide support to the Individual Giving team, including management of solicitations (renewals and acquisition), gift and participation reporting. • Assist and manage gift acknowledgement processes. • Ensure First Nations’ compliance with regulations governing fundraising and gift processing. • Collaborate with Associate Director of Database Management on the development of business processes for the Development office. • Provide database training to Development staff and other front-end users, and draft procedural documentation. • Collaborate with Individual Giving and Development team to track and report on fundraising progress and donor trend. • Ensure data quality of donor records, lists and reports to accurately report on and track progress. • Collaborate with vendors and keep abreast of new database features and trends to maximize database optimization and performance. • Lead cross-departmental data integration discussions relating to the impact of changes on various users, standardization of data entry and development of reports and data exports to meet the needs of First Nations. • Provide support and training in use of the application, including orientation for all new Development staff and specialized training in response to changing roles, business processes and database functionality. • Assist with third-party companies/vendors on direct mail and manage all aspects through to completion. Senior Human Resource Officer 

DEPARTMENT LEADERSHIP: Lead, mentor, and support the Directors and staff in the Government Relations department. Oversee the development and implementation of team structure, team goals and performance metrics. Work with the Development Department to cultivate support for our policy and advocacy work. Co-lead collaboration among NIHB’s departments in Public Health, Development, Operations, and Communications, with Government Relations. STRATEGIC ADVOCACY AND POLICY DEVELOPMENT: Design and implement organization’s government relations strategies to influence public policy and regulatory outcomes in alignment with organization’s goals and objectives and promotes Tribal health priorities. Collaborate with member organizations and key stakeholders and subject matter experts to identify and prioritize key legislative and administrative policy issues impacting Tribal health and formulate strategies to address them. Lead the preparation and dissemination of reports, testimonies, public comments, and other materials addressing the NIHB’s priority policy issues Oversee all Government Relations Technical Assistance, Capacity Building, and Outreach and Education initiatives. Lead the development of NIHB’s legislative and policy agenda, policy positions, advocacy materials, and strategic communications to support the organization’s objectives. LEGISLATIVE AND REGULATORY ENGAGEMENT: Build and maintain strong relationships with Congress, Administration officials, Indian Health Service leadership, and regulatory agencies and represent the organization’s interests on Capitol Hill and with the Executive Branch. Monitor and analyze legislative and regulatory developments, providing timely updates and recommendations to the Executive Team and Board of Directors. Represent the organization in meetings, hearings, and other forums related to policy and regulatory matters. COALITION BUILDING: Develop and maintain strategic partnerships and coalitions with member organizations, Tribes, and other advocacy groups to advance shared policy goals. Coordinate joint advocacy efforts and leverage collective resources to enhance the organization’s impact. Serve on public and private external bodies such as coalitions, boards, and steering committees. STRATEGIC COMMUNICATION: Work with the Communications Department to develop and execute communication strategies to convey the organization’s policy positions and advocacy efforts to Tribes, members, media, and the public. Direct the development of briefing materials, testimony, and reports for internal and external stakeholders. MONOTORING AND REPORTING: Track and report on the progress of legislative and regulatory initiatives, assessing their impact on Indian health. Provide regular updates and reports to the CEO, Executive Team, and Board of Directors on advocacy activities and outcomes. Other duties as assigned.

National Indian Health Board

The Senior Director of Government Relations is responsible for providing strategic leadership in advancing the organization’s legislative, regulatory and policy objectives. The Senior Director of GR will lead the Government Relations department and manage advocacy strategies to align with NIHB’s mission. This position will collaborate with internal teams, government agencies, Tribal leaders, and other external stakeholders to shape policy decisions that impact Tribal health and related public policy matters. This position will also provide high-level advice and support to executive leadership and the board, ensuring the alignment of advocacy efforts with the organization’s goals and values. The Senior Director reports to the CEO, it’s full-time and based in Washington, DC.

Bachelor’s degree in Public Policy, Public Administration, Business Administration, Political Science, Law, or a related field; Master’s or advanced degree or equivalent experience preferred. Minimum of 8-10 years of experience in government affairs, public policy, or legislative advocacy, with a strong track record of success in a non-profit environment. Experience managing complex, cross-functional initiatives that support long-term sustainability, advocacy, and service delivery. Ability to work in a fast-paced environment and manage multiple priorities effectively. Excellent interpersonal, written, and verbal communication skills.

Key Responsibilities: 1. Strategy, Vision, & Leadership: Provide strategic management, guidance, and oversight across the organization. Drive NIHB’s five-year strategic planning process and implementation in conjunction with the CEO and senior leadership. Create and track key performance indicators, develop dashboards, and advise the CEO on processes for effective organizational oversight and reporting. The Chief Operating Officer (COO) serves as a key strategic partner to the Chief Executive Officer (CEO), providing leadership and direction across NIHB’s internal  operations. The COO oversees HR, Finance, and administrative functions to ensure the organization runs effectively and efficiently. This role is central to translating vision into action, strengthening systems and processes that support our team and the Tribal communities we serve.

QUALIFICATIONS Education: Bachelor’s Degree in Business Administration, Public Administration, Health Administration, Public Policy, Law, or related field. Advanced degree or equivalent experience preferred. Experience: At least 7 to 10+ years of relevant experience in a senior management (executive?) role, preferably as a COO or similar position in a non-profit organization. Strong background in nonprofit financial management, including budgeting, grants administration, financial reporting, and internal controls. Proven ability to support and oversee HR operations, including policy development, recruitment, employee engagement, and compliance with employment laws and best practices. Knowledge of operational best practices, facilities oversight, risk management, and organizational compliance in a nonprofit setting. Proficiency with nonprofit management systems, financial software, and basic IT infrastructure oversight. Chief Operating Officer 

Lead and oversee all phases of energy project development, ensuring that projects are delivered on time, within scope, and on budget.

Guide projects through their entire lifecycle, from initial identification and conceptualization to implementation, post-completion evaluation, and long-term sustainability.

Identify and evaluate potential energy projects that align with tribal aspirations for energy sovereignty.

Conduct feasibility assessments to ensure that projects meet both short-term needs and long-term strategic goals, while aligning with available funding and financing opportunities.

Stakeholder Engagement and Communication:

Engage continuously with stakeholders, including tribal leaders, community members, and local organizations, to ensure projects meet community needs and values.

The Director of Energy Project Development (DEPD) plays a pivotal role in spearheading the identification, development, and management of energy projects tailored to the unique needs and goals of tribal communities. The DEPD is instrumental in steering projects from conceptualization through to execution and long-term sustainability, including funding acquisition, implementation, and maintenance planning. The DEPD also plays a critical leadership role in the execution of a 5 year, $135 Million Dollar Solar for All project funded by the EPA to deploy solar+storage systems in 14 native communities.

Master's or Bachelor’s degree in Construction Management, Engineering, Project Management, Environmental Science, or related field or exceptional levels of experience in energy project development in tribal communities.

7+ years in energy energy project development and management, preferably in the renewable sector, with significant experience working on projects within indigenous communities and projects built with federal funding and/or innovative financing strategies.

Exceptional construction contracting and project management skills, excellent negotiation and interpersonal communication abilities, adept in stakeholder engagement, knowledgeable in renewable energy technologies, and proficient in strategic planning and implementation.

Must possess excellent interpersonal, oral/written communication, and strong leadership skills.
