TASKS:

SUMMARY
The primary function of the Legislative Services Attorney is to serve the Tribal Council and provide legal advice. The Legislative Services Attorney shall provide professional legal services to Tribal Council and Tribal Council committees.

Legislative Services Attorney

ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Ensures compliance with tribal laws, codes, and regulations, upholding the highest ethical standards throughout all Permanent Fund operations. 2. Collaborates with the Executive Officer, tribal leadership, Finance Department, and other necessary staff and support resources to provide professional, high-quality fiscal management of the Permanent Fund, including budget development, financial reporting, and ensuring fiscal responsibility across all operations. 3. Participates and collaborates on preparing and administrating the annual tribal budget, overseeing the allocation of resources for development projects, and ensuring financial efficiency. 4. Collaborates with the Executive Officer, tribal leadership, and stakeholders to develop, amend, and implement policies, procedures, key performance indicators, and business plans that align with tribal mission, vision, Tribal Council Priorities, goals, values, and long-term strategies. 5. Ensures that departments comply with policies, procedures, and applicable tribal code and federal regulations and proactively identifies and mitigates operational, financial, and reputational risks. 6. Assists with developing and revising administrative policies that support sustainable growth and enhance the effectiveness and efficiency of tribal programs and services regularly. 7. Actively participates in operational and strategic initiatives, including planning, team collaboration, and management meetings, ensuring alignment with the Permanent Fund’s mission and vision. 8. Assists in attracting and retaining talent, fostering a high-performance culture, and promoting teamwork to enhance staff engagement and program delivery. 15. Reports regularly to the Executive Officer and Tribal Council on the status of tribal projects, departments, programs, and any issues, concerns, and accomplishments of the Permanent Fund. 18. Keeps the Executive Officer informed on the progress of critical initiatives and operations, enabling informed decision-making and the alignment of tribal priorities. 19. Serves as the Executive Officer's delegate when needed, representing the Executive Office in meetings and decision- making processes while ensuring the timely communication of relevant information. 20. Remains available to address issues and emergencies. 21. Attends training as required and necessary to keep current with the advancements in tribal administration and management. 22. Southern Ute Indian Tribe

POSITION SUMMARY: This position supports the fiscal and operational management of the Permanent Fund, aligning its functions with the Tribe’s long-term strategic goals and vision. Key responsibilities include assisting the Executive Officer and tribal leadership in shaping policies, procedures, and strategic initiatives that foster sustainable growth, operational efficiency, and enhanced outcomes for tribal members. Assists the Executive Officer
and serves as a liaison between Department Directors, tribal membership, tribal entities, and tribal leadership. The incumbent assists with identifying and creating innovative, efficient, and effective programs and services within
established program policies, procedures, and approved budgetary limitations.

QUALIFICATIONS: Must have a BA/BS in Business, Public Administration, Management, or a related field and 10 years of work experience at an executive management level in government or enterprise within the last 15 years. Must have 5 years of supervisory experience, which includes supervising directors/managers. Must have experience working with and directing long-term comprehensive policy plans, strategic planning, policy and operational priorities, and the development and/or implementation of Annual Work Plans. Must have experience in the development and administration of complex multi-million-dollar budgets. Must have experience communicating orally and in writing to a governing board, supervisory personnel, employees, governmental entities, and the public. Must have demonstrated knowledge of tribal government operations, including 638 contracting and self-governance, federal Indian law, tribal treaties, constitutions, and tribal matters. Must have proven leadership in tribal governance as demonstrated through past progressive tribal governance leadership at an executive level. Must have computer experience in software programs including Microsoft Word, Excel, PowerPoint, Outlook, Adobe, and other appropriate programming within the organization. Must have a valid state driver’s license and be insurable under the tribal vehicle insurance policy program. Must pass a thorough background check, including criminal history and pre-employment drug test. Tribal Administrator and Operations Director 

Coordinate and facilitate the Stormwater Work Group and subgroup meetings, including preparing agendas, facilitating meetings, and preparing meeting summaries. Work closely with the work group co-chairs as the primary staff person responsible for coordinating this external group.

Ensure the Stormwater Work Group meets its charter commitments and workplan goals by collaborating to improve policy and management decisions, developing a shared understanding of stormwater management issues and methods to address them, and producing information that is valuable to anyone addressing stormwater management priorities and decisions.

Prepare and develop Stormwater Work Group plans, reports, documents, position statements, communication materials, and other informational material designed to implement the work group’s objectives.

Understand municipal stormwater permit requirements, including stormwater runoff best management practices, monitoring and reporting requirements, and emerging issues related to stormwater management.

Prepare outreach materials and give presentations on new and emerging stormwater issues to internal and external audiences.

While acting independently on behalf of the Stormwater Work Group, serve as a liaison to the Water Quality Program, advising on interactions between the program and the work group.

A judge of the Tohono O’odham Nation shall have the duties and powers vested by Article VIII of the Constitution of the Tohono O’odham Nation and the Nation’s laws, including:
(1) Hearing and determining, when assigned by the chief judge or the deputy chief judge, any matter arising under the laws and Constitution of the Tohono O’odham Nation and entering an order or judgment in favor of a party;
(2) Presiding over criminal cases, including jury or bench trials;
(3) Hearing and determining uncontested and contested petitions for adoption, custody dependency, guardianship of, or other similar actions concerning the status of minors or incompetence of incapacitated persons;
(4) Hearing and entering judgment in juvenile offender cases;
(5) Hearing and determining any matters pertaining to the evaluation, treatment, and placement of individuals with mental health issues;
(6) Hearing and determining any matter pertaining to the dissolution of marriage, probate of estates, and any civil matter filed pursuant to the laws of the Tohono O’odham Nation;
(7) Issuing orders, judgments, or decrees on written stipulations;
(8) Hearing and ruling on any motion or application relative to an order, judgment, or decree granted or signed by a judge, provided that the motion or application is made in accordance with the applicable Rules of Court and Nation’s laws;
(9) Issuing orders to show cause requiring a person to appear before a judge of the Tohono O’odham Judicial Court to show cause why the Court should not issue a contempt of Court;
(10) Issuing arrest warrants pursuant to the Nation’s laws and Rules of Court;
(11) Entering ex parte orders or granting injunctive relief in accordance with the Nation’s Rules of Court; and
(12) Performing other judicial duties as assigned.

Tohono O'odham Legislative Branch

$204,046.75 (licensed attorney), $155,513.07 (Nation’s member with bachelor’s
degree), and additional compensation for fluent O’odham speakers, the chief
judge, and deputy chief judge

QUALIFICATIONS: (1) Possess a juris doctorate degree and be licensed to practice in any state; be a member in good standing with a state bar association; have at least four years of experience as a practicing attorney; and have at least four years of trial and other in-court litigation experience as an attorney, advocate, or judge; or (2) Possess a bachelor’s degree; have at least six years of work experience and training in a judicial or law-related field which provides the desired knowledge, skills and abilities; have at least four years of trial and other in-court litigation experience as an attorney, advocate, or judge; and be an enrolled Nation’s member, with preference for O’odham speakers and candidates who understand O’odham Ñi’okĭ. 

DISQUALIFICATIONS: A person shall not be eligible for appointment as a judge of the Judicial Court if he or she: (a) has been convicted of a felony; 3 (b) has been convicted of a misdemeanor (other than a non-moving traffic violation or a traffic violation on the Nation that would be a civil offense in the State of Arizona) within the past ten years; or (c) has been admonished, censured, reprimanded, or disciplined (collectively, “disciplined”) in any jurisdiction, and by a formal procedure providing due process, for a violation of applicable ethical rules or canons applicable to judges, lawyers, or non-attorney legal advocates within the last ten years. KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of Nation’s criminal, civil, traffic laws, regulations, and applicable state and federal laws. Picayune Rancheria of the Chukchansi Indians

The Finance Director performs or oversees all financial operations for the Picayune Rancheria of the Chukchansi Indians, which consist of grants and programs funded through federal, state, and tribal funding streams. Working closely with the Program Directors, the Finance Director will work to ensure
continued compliance for all grant and other funding opportunities. In addition, the Finance Director will work directly with the Tribal Administrator in fiscal planning and budget preparation.

Qualifications: Education • Bachelor’s Degree from an accredited educational institution with a major in accounting, business, economics, finance or computer science, or a closely related field with governmental or non-profit fund accounting. • An MBA in Business or Finance is preferred. Position Summary: Native News Online seeks an experienced and passionate
Senior Reporter to lead editorial coverage for a three-year, grant-funded project called “Cultivating Culture: Indigenous Food and Language Project.” This full-time position will involve in-depth reporting on two critical areas facing Indian Country: food sovereignty and Native language revitalization.
The Senior Reporter will work independently and collaboratively with a dynamic team to produce impactful stories that reflect the challenges, innovations, and successes emerging from tribal communities. This role requires a strong commitment to cultural accuracy, journalistic integrity, and community-focused storytelling. Candidates must be willing to travel to conduct on-the-ground reporting in Native communities.

Required Qualifications:
● 5+ years of experience in journalism or reporting, with a focus on
Indigenous issues, food systems, or language preservation.
● Proven experience in long-form storytelling, investigative reporting, and
multimedia content creation (audio, video, photography).
● Strong understanding of Indigenous communities, food sovereignty, and
