CILS Directing Attorneys report to the Director of Legal Programs and are responsible for the day-to-day operation of their field office. Collaborate with Senior Staff Attorneys and the Director of Legal Programs for the purpose of legal work management that includes Staff Attorney mentoring and supervision, assistance and administration of legal work management systems, grant and special project development and implementation, as directed by the Director of Legal Programs.

Office management and administration responsibilities include supervision of all attorney and non-attorney staff; ensuring that program policies and priorities are implemented; preparing any reports that are requested by the Director of Legal Programs, Director of Compliance & Legal Technology or Director of Human Resources & Administration; and participation with the Director of Legal Programs and Director of Human Resources & Administration in field office hiring of attorney and non-attorney support staff.

Client development responsibilities include developing and maintaining effective relationships with Tribal communities, Tribes, and Indian organizations in the service territory, including all funding sources, and ensuring that the office pursues and secures meaningful opportunities to work with Tribes, Tribal organizations, and Native American individuals throughout the service territory.

California Indian Legal Services 

Founded in 1967, California Indian Legal Services (CILS) is the oldest public interest Indian rights law firm in the country, promoting the fundamental rights of California Tribes and Indians through litigation, legislative and administrative advocacy, community development, and other strategies for systemic change. CILS provides a full range of legal representation to California Indian Tribes and Indian organizations, advocates for the rights of California Indians at the local, state, and national levels, and provides direct services and community education to low-income Native American individuals on issues related to Federal Indian Law. Currently, CILS offers services statewide and maintains four offices throughout California – Eastern (Bishop), Southern (Escondido), Northern (McKinleyville), and Central (Sacramento). 2) Be a licensed attorney admitted in and in good standing with the California Bar.

Directing Attorney, Southern Office 



1) Builds and maintains sustainable support systems, practices and resources within the high schools, TCUs, and communities we partner with for improved and increased student supports.

Use peer learning opportunities and communities of practice, when possible, to support college readiness activities and goals to build and foster a college going culture in Native communities.

Plan convenings and site visits to TCUs and partner institutions in collaboration with Student Success Services team to maintain partnerships.

Plan, facilitate and implement summer programming and convening for program participants in collaboration with the Student Success Services team.

Seek out professional development opportunities as well as for institution support staff in best practices that support students- to include, but not limited to college applications, essays, FAFSA, choosing a best-fit college.

Keep up to date records on students and partner activity. Provide reports as needed for supervisors.

Utilize quantitative and qualitative data to inform program goals and direction and to support students, high schools, and organizations.

Provide formal updates to supervisors twice yearly for review and for professional growth (December and June). 2) Serve as a resource for pre-college students, TCUs, and entities that serve them.

Plan, facilitate and administer college readiness program components. Includes: subgrant administration, online resources, webinars and text messaging.

Create and share resources on college and career readiness strategies to guide students towards their graduation, college and career goals.

American Indian College Fund 

The American Indian College Fund (College Fund) strives to positively impact the lives of American Indians by supporting their higher education and career objectives. College Fund team members believe education is the answer and collectively we raise funds, provide scholarships, and holistically support students in achieving their goals. Programming, research, and enhancing the capacities of tribal colleges and universities (TCUs) are also integral elements of our mission.

The College Readiness Associate provides expertise and support in college going services that are culturally centered for entities serving Native youth. This position will engage and build collaborative partnerships with targeted high schools and TCUs to provide supports and resources for high school to college matriculation. The college readiness specialist will support the goals of the Student Success Services Team and of the College Fund by collaborating with team members in providing student resources and supports to gain access to higher education and to persist through their college experience.

Idylwild Arts Academy 

The Native American Student Services Coordinator provides support and pastoral care to Idyllwild Arts Academy students with specific attention and sensitivities to Native American/Alaskan Native and First Nations students. This position oversees the cultural well-being of Indigenous students, ensuring their academic success. In addition to supporting Indigenous students, this role involves standing in as a medical proxy for students alongside Heath Center staff and taking students to doctor appointments at regional Indian Health Clinics. This position will also co-manage 

 ensuring students are equipped with all supplies needed to succeed in the classroom. This position will also work closely with admissions in identifying and conducting school tours for potential Native American students interested in Idyllwild Arts. This position will also assist the Native American Arts Center in its educational programming throughout the academic year.

As a key member of the Student Services team, the Native American Student Coordinator will also support broader student and community programs. The individual in this position will serve as a dorm parent in the residence life program and may live in on-campus housing. This is a two-year, grant-funded position, beginning in the fall of 2026.

Required Education, Skills and Experience:

Strong understanding of cultural competency of Native American/Alaskan Native/First Nations Cultures.

Awareness of the implications of the US Federal Boarding School Policy and its lasting effects on Indigenous communities and Indigenous youth.

Experience working with Indigenous youth, preferably in a boarding or community setting.

Ability and desire to work and reside within the Idyllwild community

Encourage and facilitate appropriate alternatives to trial, including settlement discussions and other dispute resolution methods when permitted by law. 6. Assist in the development, review, and implementation of court policies and procedures that align with existing court standards and, where absent, are consistent with Tulalip culture and traditions. 8. Maintain effective court calendars and dockets and make recommendations for improvements to scheduling and case flow management. 9. Participate in committees, working groups, or task forces to strengthen and enhance the Tribal justice system. 10. Ensure consistent compliance with Tulalip Tribal laws, court rules, and ethical requirements. 11. Be available, on a rotating basis, during non-business hours to review and sign search warrants and other emergency judicial orders. 12. Demonstrate an understanding of grant writing, reporting, and grant management. 13. Tulalip Tribes

 The Associate Judge provides a full range of judicial services in the Tulalip Tribal Court, presiding over matters including but not limited to criminal, civil, fishing, hunting, youth dependency, traffic, housing, and gaming cases. The Judge conducts scheduled hearings, applies and interprets applicable Tribal laws and codes, adjudicates matters before the Court, and issues decisions on the record. The Judge works collaboratively with the Chief Judge, Executive Director of Law & Justice, Court Director, and court staff fully exercising the Tribes’ sovereignty to the fullest extent possible under Tribal and federal law, ensuring the effective administration of justice, maintaining accurate court records, and continuously improving court operations and procedures. Continuous professional development and judicial training are expected in support of high standards of judicial performance and adherence to Tulalip values, culture, and traditions

MINIMUM REQUIRED EDUCATION • Juris Doctor Degree from an American Bar Association (ABA) accredited law school. 

MINIMUM RELATED EXPERIENCE • Five (5) years of experience as a licensed attorney. • Experience with tribal program administration, policy development, or the law and practice governing tribal authority and operations is preferred. • Prior teaching, lecturing, or presenting experience (e.g., adjunct teaching, guest lectures, conference presentations) is preferred. • Experience working with a tribal government, tribal organization, intertribal organization, private firm, or governmental entity that supports Indian self-determination and tribalself-governance is preferred.

Mandan, Hidatsa and Arikara Nation 

The Chief Judge serves as the highest judicial officer of the Court, entrusted with both the administration of justice and the overall leadership of the judicial branch. This position presides over a full range of cases, ensuring that proceedings are conducted fairly, impartially, and in accordance with Tribal law, applicable codes, and constitutional principles. This position also provides strategic direction and administrative oversight for the Court, including supervision of judges and staff, management of court operations, and coordination with the Tribal Council and community stakeholders.

Knowledge of civil law, criminal law, juvenile law, and the tribal constitution, codes and ordinances, rules, precedents and the relationships affecting jurisdiction on criminal, civil and juvenile cases in Indian territory.

Knowledge of tribal customs, traditions, constitution and ordinances for the protection of individual rights and the sovereignty of the Mandan, Hidatsa and Arikara Nation in the exercise of jurisdiction and application of law.

Skilled in interpreting judicial policies, rules, guidelines, procedures and must perform legal research.

Effective oral, written, and interpersonal communication skills.

Ability to research case law pertaining to decision making on a case.

Ability to recognize sensitive and complex issues relating to court cases and handle them effectively.
