ESSENTIAL DUTIES AND RESPONSIBILITIES
Administrative:
1. Meets with the Administrative Manager and Executive Management Team to discuss issues and objectives, to determine strategies and approaches, and to brief on current activities and challenges.

3. 9. Works with the Human Resource Department to oversee investigations, complaint and conflict resolution and serve as the Administrative Manager’s designee in grievance steps. Will ensure the progressive discipline process is followed according to policies and will make recommendations for disciplinary action, up to and including termination, when necessary, to the Administrative Manager for concurrence.
10. Will work with the Administrative Manager and the Executive Director of HR, Training and Education to ensure consistent interpretation and application of laws, rules, policies and procedures.
11. Implements the Administrative Manager’s directives regarding policy and procedure, advises and recommends changes, facilitates and coordinates approved changes.
12. Participates and/or coordinates activities on special projects, such as Self-Governance Analysis Project & Economic Development activities, and oversees project or programs identified by Tribal Council or Administration such as Per Capita, Community Family Services, Medical/Funeral Services, Higher Education, Crisis Assistance, Travel, etc. as directed by Tribal Council and Administration.
13. Assists in the preparation and presentation of the annual audit report to Tribal Council in conjunction with Tribal Administration, Chief Financial Officer/Controller and independent auditing firm.
14. Coordinates and implements program performance reviews of departments that report to this position.
15. Prepares for Compliance Officer on proposed program regulations and guidelines prepared by funding agencies.
16. Provides ongoing review and input on tribal policies and procedures and manuals to include supporting the development and utilization of a resource database for policies, procedures and manuals.
Compliance/Legislative and Special Projects Analysis:
17. Establishes and implements post award orientation conferences for all grants and contracts to insure the award is clearly understood and all parties are aware of their obligations.
18. Provides technical assistance to the Tribal Council, Administration, and programs regarding interpretation of federal and state regulations as well as other federal and state regulations, manuals, circulars, funding notices and other compliance documents.
19. Works cooperatively with Tribal Council Administration and Chief Financial Officer/Controller to ensure compliance with Generally Accepted Auditing Standards as required by the U.S. Office of Management and Budget Circular A-133, Audits of States, Local Governments and Non-Profit Organizations.

Must demonstrate previous successful experience in leading large organizations, overseeing employee relations and compliance activities and managing budgets. Intermediate computer experience with Word is required. Experience with Excel and/or Access is preferred.

The firm is seeking a full-time Legal Assistant/Paralegal for our Sacramento, CA Office. This position will provide primary office support and paralegal support for four attorneys in office, and two remote attorneys. Applicants must demonstrate litigation experience, including case tracking and familiarity with California Court System rules and processes, PACER, Westlaw, federal court rules and electronic filing; proofing and formatting documents to file and serve via electronic filing and fax filing in California and federal courts; service of documents; preparing exhibits and tables of authorities and contents; drafting proofs of service and proposed orders keeping case files up to date; cite checking and proofreading briefs; preparing materials for hearings and trial; and drafting form pleadings. The Chief Operating Officer (COO) will be a key member of NARF’s leadership, partnering closely with the Executive Director and other senior leaders to strengthen and advance the organization’s operations in support of its mission, respond to its tremendous growth, and prepare it for the future.

The Native American Rights Fund (NARF) is a 55-year-old 501(c)(3) legal organization headquartered in Boulder, Colorado, with offices in Washington, D.C., and Anchorage, Alaska. NARF fights to protect Native American rights, resources, and lifeways through litigation, legal advocacy, and legal expertise.
Since 1970, NARF has provided legal assistance to Native American Tribal Nations, organizations, and individuals nationwide. NARF has successfully asserted and defended the most important rights of Native Americans and Tribal Nations in hundreds of major cases, achieving significant results in such critical areas as Tribal sovereignty, treaty rights, natural resource protection, voting rights, and Indian education.


NARF has over 70 staff members and is governed by a volunteer board of directors composed of thirteen Native Americans from different Tribal Nations throughout the country with a variety of expertise in Indian matters. Highly effective in the pursuit of its mission, throughout its history NARF has impacted tens of thousands of Native people through its work for more than 300 Tribal Nations.


A bachelor’s degree is required for this role. An advanced degree in business, finance, law, or related field is preferred. Experience working with Native American communities, Tribal governments, and native advocacy organizations is preferred. Experience working with mission-driven organizations, Public Interest Law Firms, or impact litigation non-profit organizations is also desirable.

RESPONSIBILITIES
Accounting and Financial Operations
● Oversee accounting operations, including accounts payable, payroll, general ledger maintenance and inter-account bank transfers.
● Ensure timely and accurate data entry and record-keeping in compliance with GAAP.
● Manage payroll processing, including reviewing, approving, and ensuring compliance with labor laws.
● Reconcile financial accounts, including bank statements and investment records, monthly.

Internal Controls and Compliance

Collaboration with Human Resources
● Support the administration of employee benefits, including enrollment, updates, and terminations in plans such as health and life insurance. This task is performed as needed, in coordination with HR, which provides necessary employee information and communicates plan details to staff.
● Collaborate on annual benefit plan renewals and provide financial analysis to support decision-making.
Leadership and Stakeholder Engagement
● Collaborate with the Senior Accounting & Office Manager to implement financial strategies.
● Serve as the primary point of contact for financial questions from internal and external stakeholders.
● Train and mentor staff on financial processes and tools.

Bazaar Event Finance Support (periodic, during Cultural Survival's Bazaar events)
Cultural Survival hosts Bazaar events during a small number of weekends each year. These events are the primary reason for the travel described in this position, and during them, the Accountant serves as the on-site finance lead. This includes:
● Oversee cashier operations, including cash handling, credit card transactions, and daily reconciliation to ensure accurate financial records and transaction processing.
● Provide on-site financial support to vendors during bazaar events by assisting with sales transactions, tracking revenue, and resolving payment-related queries.
● Count and reconcile cash at the end of each event day, accurately recording financial data and maintaining transaction records in the organization's database.
● Calculate vendor revenues based on verified sales records and process vendor payouts accurately and in a timely manner.

QUALIFICATIONS
Education and Experience
