The National Congress of American Indians (NCAI) announces the 

 of the much-anticipated Minority and Missing Report, a comprehensive review of the disproportionate impact of missing persons cases among Indigenous persons and minority communities. This groundbreaking report has been produced in partnership with key law enforcement agencies and community organizations and sheds light on a critical issue that has long been underreported and underinvestigated.

The report highlights the key findings collected over the past year from a review of publicly available state agency data, the Federal Bureau of Investigation’s (FBI) National Crime Information Center’s Missing Person’s File, and data from community groups such as the National Center for Missing and Exploited Children (NCMEC) and the National Human Trafficking Hotline. The report also calls for an increase in resources for law enforcement agencies and public awareness efforts to combat the ongoing minority and missing, and murdered and missing Indigenous persons crises. The findings also underscore the unique challenges faced by Native American communities, particularly women and girls, who experience disproportionate rates of abductions, disappearances, and violence.

A significant and growing number of minorities, particularly Black and Indigenous people, remain unaccounted for in the United States. The data suggests systemic disparities in the reporting of missing persons cases involving these communities, even within the same state.

Law enforcement agencies report a lack of resources, training, and protocols tailored to addressing cases involving minority and marginalized groups, which often leads to delayed responses and unresolved cases.

There is a marked difference in media coverage and public attention given to missing persons cases based on race and ethnicity, with cases involving People of Color receiving significantly less media coverage compared to their white counterparts.

“We have long known that American Indian and Alaskan Native families suffer from a crisis of missing persons, but this report finally puts the full scope of this tragedy into focus,” said Mark Macarro, President of the National Congress of American Indians. “By collaborating with our partners in law enforcement and community organizations, we are shedding additional light on this critical issue and creating a framework for better response and accountability, ensuring that no one is left behind in our pursuit of justice.”

NCAI has long advocated to bring awareness and action to the ongoing Missing and Murdered Indigenous Persons and Relatives crisis facing American Indians and Alaska Natives. To further expand these efforts, NCAI has joined the Minority and Missing Initiative with the FBI-Law Enforcement Executive Development Association (FBI-LEEDA), the National Organization of Black Law Enforcement Executives (NOBLE), National Child ID Program, Pro Football Hall of Fame, and the National Football League Alumni Association’s Caring for Kids Campaign. These organizations have worked tirelessly together to assess the challenges and propose solutions to ensure that missing persons cases are treated with the urgency and importance they deserve, regardless of the individual’s race or ethnicity.

National Congress of American Indians and Partners Release Groundbreaking Minority and Missing Report

The National Congress of American Indians (NCAI) strongly condemns the Trump administration’s reckless decision to rescind critical federal funding for Native American boarding school research, education, and preservation. The abrupt rescission of more than $1.6 million in grants, primarily from the National Endowment for the Humanities, has derailed Indigenous-led efforts to digitize records, gather oral histories, and support healing in tribal communities.

“This action is not just a bureaucratic decision conjured in ignorance — it is a betrayal of our communities, our survivors, and our sacred responsibility to the children who never made it home,” said NCAI President Mark Macarro. “We will not allow the federal government to erase or defund truth. The Boarding School Truth and Preservation endeavor is non-partisan and is the first essential step for Americans to learn from this horrific federal policy.”

“The federal government has a moral and legal obligation to acknowledge and confront the truth about Indian boarding schools,” said NCAI Executive Director Larry Wright, Jr. “This funding was never about politics — it was about healing. These cuts dishonor the memory of those who were taken and undermine the hard-won progress made by Native communities to uncover this history on our own terms.”

The boarding school era is not a distant history. It is a living, painful memory for many Native families. Our children’s stories, our ancestors’ resilience, and our communities’ healing journeys must be honored, not erased. Defunding these truth-telling initiatives is an attempt to silence the voices of survivors and deny the rightful place of Native histories in the national consciousness.

Indian Country stands firm: Native peoples will continue to protect, preserve, and elevate the truths that others seek to ignore.

The Trump Administration’s cuts strike a direct blow to organizations like the National Native American Boarding School Healing Coalition (NABS) and other Native-led partners who have led the way in preserving and telling the truth about the federal Indian boarding school era. Their work is foundational to understanding and undoing the enduring impacts of this disgraceful period in American history.

NCAI calls on Congress to immediately restore these critical resources and to uphold the trust and treaty obligations owed to Tribal Nations. The erasure of Indigenous history is an act of violence – one that seeks not only to degrade Indian Country, but to rob all people of their right to truth, memory, and the freedom to shape their own future. It reflects a broader pattern of undermining tribal efforts when Native communities are seeking recognition and action. NCAI Condemns Trump Administration’s Elimination of Boarding School Truth and Preservation Funding

Finally, during the thematic dialogue on financing Indigenous Peoples’ participation, NCAI underscored the tangible impacts that even modest investments in the participation of Indigenous Peoples in the work of the UN can make. NCAI called for UN entities, Member States, and the private sector to institutionalize sustainable financial support for the meaningful participation of Indigenous Peoples at the UN, including through consistent funding of the UN Voluntary Fund for Indigenous Peoples, the Indigenous Coordinating Body, and other critical mechanisms​.

Together, these interventions reflect NCAI’s continued commitment to advancing Indigenous Peoples’ self-determination, strengthening the participation of Indigenous Peoples at 

 levels of decision-making, and ensuring that international commitments translate into meaningful action.

Centering Indigenous Voices: NCAI and NARF Advocacy at the 24th UNPFII

The National Congress of American Indians (NCAI) stands in unwavering solidarity with Tribal Nations across Indian Country as national monuments, including indispensable culturally and spiritually significant sites, face renewed threats of revocation and degradation. Tribal Nations over centuries have been forced to defend their sacred homelands from desecration, inappropriately placed resource extraction, vandalism and looting, and management practices that threaten Tribal history and places that are embedded in Native cultures. The recent weakening of the infrastructure of the public lands management agencies, funding freezes that have stalled conservation efforts across public lands, and menacing references to privatization impact the well-being of our communities and threaten the inherent rights of Tribal Nations to steward and protect their ancestral lands, cultural resources, and sacred sites for future generations.

“National monuments are an essential tool for preserving the living homelands for Tribal Nations — not just federally designated and protected locations,” said NCAI President Mark Macarro. “They preserve vibrant landscapes with interconnected cultural, natural, and spiritual significance — not just museums exhibiting what was. These places carry the songs, the stories, the ancestors, and the spirit of our people. Any move to erase those protections is a direct affront to the sovereignty, heritage, and spiritual lifeways of the Tribal Nations who fought for their designation.”

National Monuments like Chuckwalla, Bears Ears, Grand Staircase-Escalante, Sàttitla Highlands, and others were designated in close federal consultation with Tribal Nations, honoring generations of stewardship and resistance. Culture and land are directly and sacredly connected for Tribal Nations across the United States. They are home to ceremonial spaces, shrines and other sites of worship, medicinal plants and resources, ancestral villages, petroglyphs, and ancient burial grounds — all of which remain vital to the cultural resilience of Native peoples.

“Attempting to strip protections from these monuments sends a dangerous signal that Indigenous history and presence can be erased at the stroke of a pen,” said NCAI Executive Director Larry Wright, Jr. “These lands are sacred trust spaces, and protecting them is not just a matter of policy; it’s a matter of spiritual and cultural survival.”

NCAI brings this position forward not as an outside observer, but as the organized voice of Tribal Nations themselves. Every statement we make is grounded in resolutions that are debated, refined, and adopted by Tribal delegates during national gatherings. These resolutions emerge from sovereign governments, are brought to the floor by Tribal leaders, and are voted on by representatives chosen by their Nations. This is how the defense of Bears Ears, Grand Staircase-Escalante, and other sacred sites entered the national record, not through backroom negotiations but through open deliberation guided by cultural and historic responsibility. The authority we carry reflects the governance of hundreds of Tribal Nations standing together to protect what is living and sacred. The restoration of Bears Ears and the return of the name Denali were not granted; they were hard-won outcomes of sustained Tribal advocacy, made possible through this collective structure.

The 2015 restoration of the original Koyukon Athabaskan name of our nation’s high mountain, Denali, which means “The High One,” illustrates the importance of honoring Indigenous place names and cultural ties to the land and these places. Denali has life and agency; it is not just a name. Despite deeply held cultural beliefs and broad support, it faced political pushback, revealing how even symbolic recognition of tribal heritage can be ignored and contested. As sacred sites and traditional cultural properties face new threats, we must reaffirm that protecting these lands also means respecting the names, stories, and sovereignty they carry.

NCAI calls on the Administration and Congress to uphold the sovereignty of Tribal Nations by protecting these sacred lands. The intent of the Antiquities Act must be honored, not undermined. These protections were not handed down; they were secured through years of intertribal advocacy and federal-tribal consultation. Rolling them back is not just a policy reversal. It is a denial of Tribal presence, knowledge, and responsibility. It is a threat to the cultural and spiritual survival of our Peoples.

On April 7, 2025, NCAI, Tribal Nations, and the Mojave Elder Committee sent President Trump and Department of the Interior Secretary Burgum a letter regarding Chuckwalla National Monument's status as a national monument and related protections.

NCAI Stands with Tribal Nations on Threats to National Monuments and Sacred Tribal Lands

 — The National Congress of American Indians (NCAI) condemns the recent executive order to begin dismantling the U.S. Department of Education. NCAI calls the move reckless, politically motivated, and a direct threat to Native students, tribal sovereignty, and the federal government’s trust and treaty obligations.

“Let us be clear: This is not just an administrative change – it’s an attack on the fundamental right of Native students to a quality education that reflects their identity, history, and sovereignty,” said NCAI President Mark Macarro. “The trust and treaty responsibilities of the United States are not optional. Dismantling the Department of Education is a betrayal to Native Nations and future generations.”

Over 90% of Native youth attend public schools, many of which rely on federal resources like Title VI and Johnson-O'Malley funding to support Native language preservation, cultural education, and academic success. Eliminating the federal agency responsible for delivering and safeguarding those resources would further marginalize Native students and destabilize tribal education systems.

“This move sends a dangerous message that Native students, their cultures, and their futures are expendable,” said NCAI Executive Director Larry Wright, Jr. “We will not sit silently while centuries of progress in Native education are dismantled for political convenience. We demand the U.S. government honor its trust responsibilities and protect the rights of Native students.”

NCAI urges Congress to immediately reject any attempt to eliminate or weaken federal education support and act swiftly to defend Tribal Nations’ rights to equitable, culturally grounded education.

NCAI Condemns Executive Order to Dismantle the U.S. Department of Education

The National Congress of American Indians (NCAI) is deeply concerned by recent reports indicating the removal of content honoring the Navajo Code Talkers from several U.S. military websites. These brave individuals played an indispensable role during World War II, using their native language to develop an unbreakable code that was pivotal in securing victory in the Pacific Theater. Their contributions exemplify unparalleled patriotism and valor.

The Navajo Code Talkers’ legacy is not just a story of Native American resilience but a defining chapter in American history. Their contributions to the war effort saved countless lives, and any effort to erase or diminish their role is deeply troubling. We call on the Department of Defense to restore these materials immediately and ensure that the stories of Native service members remain accessible for future generations.

Reports have highlighted that at least ten articles referencing the Code Talkers have been removed from the U.S. Army and Department of Defense websites, with URLs now marked "DEI." This suggests a correlation with President Trump's executive order terminating federal diversity, equity, and inclusion (DEI) initiatives.

NCAI acknowledges the Department of Defense's commitment to policy compliance but emphasizes that honoring the legacy of the Navajo Code Talkers transcends DEI considerations. Their heroism is a testament to the rich cultural heritage and profound sacrifices of Native peoples in service to our nation.​

Native peoples have a long history of distinguished military service, consistently enlisting at higher rates than any other group in the United States. This overrepresentation is a testament to the deep dedication, warrior traditions, and sense of duty that have been central to Tribal Nations for generations. Among the most remarkable contributions are those of the Code Talkers, beginning with the Choctaw soldiers in World War I and continuing through World War II, when members of at least 14 Tribal Nations, including the Comanche, Meskwaki, Hopi, and Seminole, developed unbreakable codes that saved countless lives. In keeping with their values, many of these warriors never sought personal recognition, yet their legacy remains a profound source of pride. The removal of these historical records disrespects not only the Navajo Code Talkers but all Native service members who have answered the call to protect this nation.

Tribal Nations have a unique political and legal relationship with the United States, grounded in inherent sovereignty and recognized in the U.S. Constitution, treaties, and numerous federal laws and policies. The U.S. Supreme Court has consistently upheld this distinct legal and political status. As the federal government implements new policies, including those affecting DEI initiatives, it must not allow trust and treaty obligations to become collateral damage.

We call on the Trump Administration to prioritize the recognition of Native service members and their history, ensuring political changes do not diminish their contributions. We remain steadfast in advocating for Native rights and stand ready to collaborate with federal partners to uphold these commitments.

NCAI Statement on the Removal of Navajo Code Talkers Content from Military Websites

The National Congress of American Indians (NCAI) applauds the White House nomination of William "Billy" Kirkland III to serve as Assistant Secretary for Indian Affairs at the U.S. Department of the Interior. This position is critical to upholding the federal government’s trust and treaty responsibilities and ensuring the effective delivery of services to Tribal Nations and individuals.

Kirkland brings leadership experience in areas relevant to Indian Affairs, having previously served as Special Assistant to the President and Deputy Director of Intergovernmental Affairs from 2017 to 2021. Kirkland is a citizen of the Navajo Nation and holds a Bachelor of Arts in Political Science from the University of Georgia.

"NCAI looks forward to engaging with Kirkland upon his confirmation to protect and further strengthen the government-to-government relationship and advance policy priorities that support Tribal Nations," says NCAI President Mark Macarro. "We remain committed to working in partnership with the Department of the Interior to uphold tribal sovereignty."

Kirkland’s nomination will now be considered for confirmation by the Senate, beginning with the Senate Committee on Indian Affairs.

NCAI Applauds the Nomination of William “Billy” Kirkland III for Assistant Secretary for Indian Affairs

The National Congress of American Indians (NCAI) celebrates the historic decision to grant clemency to Leonard Peltier, an 80-year-old elder of the Turtle Mountain Band of Chippewa, federal boarding school survivor, and one of the longest incarcerated Native American political prisoners. In his final moments in office, President Biden commuted Leonard Peltier's two life sentences, allowing him to serve the remainder of his sentence from home. While this decision does not exonerate Leonard Peltier for the crimes of which he was unjustly convicted, nor does it erase the decades of suffering and profound injustice he endured, it offers him the opportunity to return to his ancestral homelands and spend his remaining years with his loved ones – a long-overdue step towards justice that will allow collective healing for Leonard Peltier and the broader community. This moment serves as a testament to the power of tireless advocacy, grassroots organizing, and intergenerational collective action by Tribal Nations, human rights organizations, and global allies.

Leonard Peltier is Going Home: A Step Toward Healing and Justice

The National Congress of American Indians (NCAI) congratulates Secretary Deb Haaland and the Department of the Interior (DOI) for their reaffirmation of the United States’ commitment to advancing the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). This continued support is a critical step in fulfilling our nation’s obligations to Indigenous Peoples.

President Obama’s historic endorsement of the UNDRIP in 2010 marked a defining moment in the United States’ relationship with Indigenous Peoples, affirming their inherent rights and sovereignty. This commitment was further solidified in 2014 through 

the UNGA Resolution adopting the Outcome Document of the World Conference on Indigenous Peoples

,” issued by the DOI on January 14, 2025, further underscores the nation’s dedication to partnering with Indigenous Peoples in realizing the principles enshrined in the UNDRIP.

As Larry Wright, Jr., Executive Director of the National Congress of American Indians, powerfully asserts, “The protections enshrined in the UNDRIP are merely a baseline and should be the floor upon which we build meaningful progress. The United States has an obligation to ensure the realization of these rights and restore the integrity of its relationship with Indigenous Peoples.” Crucial to this effort is the collaboration with Indigenous representatives to develop strategies for the meaningful implementation of the UNDRIP. NCAI resolutions 

 emphasize the need for the United States to honor its 2014 commitments and lead by example—by developing a comprehensive national action plan for implementing the UNDRIP, appointing a Special Envoy for Global Indigenous Affairs, and ensuring the full and effective participation of Indigenous Peoples at the United Nations through their own representative institutions. These are necessary initial steps in building a foundation upon which true progress can be made in protecting the full spectrum of rights outlined in the UNDRIP.

NCAI remains unwavering in its commitment to the full implementation of the UNDRIP, both within the United States and on the global stage. We look forward to continued collaboration with the Department of the Interior and other federal agencies to ensure the rights of Indigenous Peoples are fully protected through the full and meaningful implementation of the UNDRIP.

NCAI Reaffirms Its Commitment to Defending Tribal Sovereignty and Honoring Treaty and Trust Commitments

The National Congress of American Indians is currently convened in Las Vegas, Nevada, for the 81st Annual Convention and Marketplace. Earlier this year, the NCAI Executive Committee established a task force of elected leaders from Tribal Nations throughout the United States in order to address membership integrity, education, and healing.

On Sunday, October 27, the task force referred to the Executive Committee an initial finding of fourteen tribes that do not meet all of the criteria for NCAI membership. The Executive Committee adopted the task force’s findings, and the annual renewals of the membership of those tribes are pending the receipt of their additional information.

NCAI President Mark Macarro stated, “It is the responsibility of the leadership of NCAI to execute its fiduciary duties as mandated by its constitution and bylaws – which includes a faithful application of our membership criteria.” He added, “We look forward to the task force’s continued work and our further shared goals of education and healing.”

NCAI Faithfully Applies Its Membership Criteria

The National Congress of American Indians (NCAI) commends President Biden for his historic apology for the United States’s Federal Indian Boarding School policies. This unprecedented acknowledgment of this dark chapter of our history represents a significant step in recognizing the trauma, pain, and perseverance of our grandparents who suffered these policies which aimed to erase our cultures and identities.

This apology is part of a shared journey toward healing and solidarity. President Biden, as noted in his statement, has executed policies that have strengthened tribal sovereignty and the government-to-government relationship. This includes the appointment of Secretary of the Interior Deb Haaland, the first Native American to serve as a member of a Presidential Cabinet. Secretary Haaland’s presence, voice, and tenacity to bring the Federal Indian Boarding School chapter to light contributes to this important apology and its timing. Her presence in the Cabinet and her unwavering dedication to Indian Country have helped make this moment possible.

Still, true healing and justice demand further action. We urge Congress to pass legislation that would further illuminate this history and support the ongoing journey toward healing. We ask the administration to expedite the return of our relatives buried on these former school grounds to their rightful resting places.

As proud citizens of our Tribal Nations and of the United States, we hold hope that this historic moment will be a catalyst for lasting, reparative measures. We remain vigilant and committed to seeing this promise honored, trusting that this apology will open the door to deeper understanding, justice, and healing for Indian Country.

NCAI Statement on President Biden's Apology for Federal Indian Boarding School Initiative

The National Congress of American Indians (NCAI) commends the U.S. Department of the Treasury (Treasury) for releasing new proposed rules under the Tribal General Welfare Exclusion Act of 2014. These proposed regulations mark a critical step forward in recognizing and reinforcing Tribal Nations' sovereignty, allowing us to best meet the needs of our communities. For decades, NCAI has advocated for policies that honor this unique government-to-government relationship between Tribal Nations and the United States.

The proposed regulations, developed through extensive consultation with Tribal leaders, assert the primacy of Tribal prerogative. They uphold the principles of self-determination by recognizing that Tribal Nations are best equipped to meet their citizens' needs. By ensuring that vital funding for housing, education, and cultural preservation remains exempt from federal taxation, the rules enhance tribal governments' ability to serve their communities effectively and without unnecessary federal oversight, strengthening their capacity to fulfill their responsibilities.

Moreover, these proposed regulations demonstrate a profound respect for cultural diversity and preservation by empowering Native communities to define our cultural and ceremonial activities– a long-standing priority for NCAI. By acknowledging Tribal Nations’ authority to shape the scope and structure of our welfare programs, the Treasury affirms the importance of upholding tribal sovereignty.


NCAI urges leaders to actively participate in the ongoing consultation process to ensure the rules fully reflect the needs of Indian Country. Moving forward, NCAI remains committed to advocating for regulations that protect the intrinsic rights, economic opportunities, and cultural values of our Native communities.

NCAI Statement on the U.S. Treasury's Proposed Tribal General Welfare Exclusion Rules


The National Congress of American Indians (NCAI) strongly condemns the remarks made by Montana GOP Senate candidate Tim Sheehy, in which he used offensive language to stereotype Native people. Such harmful rhetoric has no place in public discourse, especially from those seeking elected office. These derogatory comments are a stark reminder of the persistent racism that Native communities continue to face.

For over 80 years, NCAI has stood at the forefront of advocating for justice and equality for Tribal Nations. The casual use of racist stereotypes not only degrades the dignity of Native people but perpetuates systemic issues of discrimination in areas such as healthcare, education, and justice. This kind of language undermines the work we do every day to protect tribal sovereignty, promote self-determination, and ensure the well-being of future generations.

We call on Mr. Sheehy to publicly retract and apologize for his remarks and to take meaningful steps to educate himself on the long and rich history of Native Peoples in Montana and across this country. We expect our elected leaders and those who seek public office to uphold the highest standards of respect and integrity, particularly when discussing historically marginalized communities.

NCAI remains committed to holding public officials accountable when they engage in rhetoric that seeks to divide rather than unify. We will not stand idly by while Native communities are targeted with racism and bigotry. We urge all Americans to join us in demanding accountability and respect for all Tribal Nations and to work towards a future where all voices are heard and valued equally.

NCAI Denounces Offensive Remarks by Montana Senate Candidate Tim Sheehy

The National Congress of American Indians (NCAI) applauds President Biden’s nomination of Patrice H. Kunesh as the Chair of the National Indian Gaming Commission (NIGC). Kunesh, who is of Standing Rock Lakota descent, has demonstrated unwavering dedication to public service and a profound commitment to advancing the interests and well-being of Tribal Nations and communities.

Patrice Kunesh brings an extensive background in tribal, state, and federal service. Currently, she serves as the Deputy Assistant Secretary for Native American Affairs and as the Commissioner of the Administration for Native Americans within the Administration for Children and Families in the U.S. Department of Health and Human Services (HHS). Her career includes significant contributions to the Native American Rights Fund (NARF), the Mashantucket Pequot Tribal Nation, and in academia as a faculty member at the University of South Dakota School of Law.

Kunesh’s experience is further highlighted by her roles as the Deputy Under the Secretary for Rural Development in the U.S. Department of Agriculture, Deputy Solicitor for Indian Affairs at the U.S. Department of the Interior, and as a member of the U.S. Treasury Community Development Advisory Board (CDFI Fund) representing Native communities. She also established the Center for Indian Country Development at the Federal Reserve Bank of Minneapolis and founded Peȟíŋ Haha Consulting, a social enterprise dedicated to promoting culturally centered Native economic development.

Patrice Kunesh’s confirmation as Chair of the National Indian Gaming Commission will mark a significant step forward in strengthening the governance and oversight of Indian gaming, fostering economic development, and enhancing the sovereignty and self-determination of Tribal Nations.

NCAI Condemns Senator Cornyn's Comments, Urges Cultural Education

Washington, DC – On Tuesday, October 24, 2023, the United States Patent and Trademark Office (USPTO), Department of Commerce published a notice in the Federal Register on 

Formal Tribal Consultation on World Intellectual Property Organization Intergovernmental Committee Negotiations

. The National Congress of American Indians (NCAI) and the Native American Rights Fund (NARF) applaud the decision to hold this long overdue consultation. (

Since 2016 NCAI, represented by NARF, has called on the federal government to engage in government-to-government consultation on tribal intellectual property issues. These efforts included NCAI passing resolutions in both 2016 and 2022 calling for immediate and direct consultations regarding international negotiations happening at the World Intellectual Property Organization

“The United States federal government needs to ensure free, prior, and informed consent from Tribal Nations as it develops positions to be taken in these international negotiations around genetic resources, traditional knowledge, and cultural expressions. Tribal Nations have sovereign rights and authority as the holders and guardians of these aspects of our cultures that must be respected by the United States. The upcoming consultations are a necessary step to ensure that these legal and moral requirements are met,” said NCAI Executive Director Larry Wright, Jr.

“The United States Patent and Trademark Office has taken positions in negotiations at the World Intellectual Property Organization more aligned with corporations that want to access and use Indigenous Peoples’ genetic resources, traditional knowledge, and cultural expressions than with the United States’ role as trustee for Tribal Nations. The United Nations Declaration on the Rights of Indigenous Peoples recognizes Indigenous Peoples’ rights to their cultural and intellectual property, as well as the obligation for the United States to take measures to protect those rights. It is good that the United States is living up to its obligation to consult with Tribal Nations, and the concern now is to ensure that the consultation is meaningful and actually impacts the United States’ negotiation positions,” explained NARF Staff Attorney Sue Noe.

In the upcoming consultation announced on Tuesday, the USPTO will seek tribal input on how to best protect genetic resources, traditional knowledge, and traditional cultural expressions as they are being discussed at the World Intellectual Property Organization. The Federal Register notice provides details for online webinars to be held in January 2024. Two of the four webinars will be for federally recognized Tribal Nations and two will be for state-recognized Tribal Nations, tribal members, Native Hawaiians, and inter-tribal organizations. The USPTO also invites related written comments, to be submitted by February 23, 2024.




The webinars for federally recognized Tribal Nations and their proxies will be held on Tuesday, January 16, 2024, from 3 to 5 p.m. ET and Wednesday, January 17, 2024, from 3 to 5 p.m. ET. The webinars for state-recognized Tribal Nations and other tribal members, Native Hawaiians and their representatives, and inter-tribal organizations will be held on Friday, January 19, 2024, from 3 to 5 p.m. ET and Tuesday, January 23, 2024, from 3 to 5 p.m. ET.
